Chairperson Long called the meeting of the General Government Committee to order at 9:33 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac, Michigan.

4. MR #18277 – BOARD OF COMMISSIONERS – DESIGNATION OF SEPTEMBER 2018 AS SUICIDE
PREVENTION AWARENESS MONTH IN OAKLAND COUNTY
Commissioner Zack presented this resolution to highlight the issue of suicide and promote awareness by
designating September 2018 as Suicide Prevention Awareness Month in Oakland County. She stated that
there is a 31% increase in suicides in the State of Michigan since 1999.
Hoffman moved to report to recommend approval of the attached suggeste d resolution. Supported
by Fleming.

1. MR #18272 – BOARD OF COMMISSIONERS – SUPPORT FOR MICHIGAN LEGISLATURE TO
PROVIDE FUNDING TO INCREASE SCHO OL SAFETY MEASURES TO HARDEN THE SECURITY
AT ALL MICHIGAN SCHOOLS
Commissioner Kowall presented this resolution to urge the state legislature to appropriate funding for
protection of students in schools by way of hardening the buildings to prevent unwanted people from
entering and to safeguard the individual classrooms to allow students to escape if possible.
Kowall moved to report to recommend approval of the attached suggested resolution . Supported by
Kochenderfer.

2. MR #18273 – BOARD OF COMMISSIONERS – SUPPORT OF MICHIGAN LEGISLATIVE REFORM –
RAISING THE PENALTY FOR CONCEALING AN UNREGISTERED FIREARM
Commissioner Quarles presented this resolution on behalf of Commissioner McGillivray to increase public
safety by encouraging the legislature to increase the penalty for concealing an unlicensed pistol from five
years to six years .
Quarles moved to report to recommend approval of the attached suggested resolution . Supported
by Fleming.
Quarles moved to amend the title of the resolution as follows:
“BOARD OF COMMISSIONERS – SUPPORT OF MICHIGAN LEGISLATIVE REFORM –
RAISING THE PENALTY FOR CONCEALING AN UNREGISTERED FIREARM A PISTOL
WITHOUT A LICENSE ”

ALLOCATE FUNDS FOR SCHOOL RESOURCE OFFICERS IN MICHIGAN SCHOOLS
Commissioner Bowman presented this resolution supporting enactment of legislation to finance the
placement of School Resource Officers in all Oakland County schools t o improve overall safety and
wellness for our students in the education system.
Fleming moved to report to recommend approval of the attached suggested resolution . Supported
by Hoffman.

RAISING THE PENALTY FOR INCIDENTS INVOLVING A STOLEN OR UNREGISTERED FIREARM
Commissioner Quarles presented this resolution in support of en couraging legislation to raise the penalty
for incidents involving stolen or unregistered handguns.
Quarles moved to report to recommend approval of the attached suggested resolution . Supported
by Kowall.
Quarles moved to amend the resolution to change a ll uses of the word “firearm” to “handgun”.

6. MR #18281 – BOARD OF COMMISSIONERS – SUPPORT OF SENATE BILL 983 – SCHOOL
EMERGENCY OPERATIONS PLAN
Commissioner Kochenderfer presented this resol ution supporting Senate Bill 983 , requiring each school
district to work with local law enforcement to create an Emergency Operations Plan to not only address the
risks of an active shooter, but other issues as well, such as bomb threats and severe weather conditions.
Kochenderfer moved to report to recommend approval of the attached suggested resolution .

MICHIGAN PATRIOT WEEK IN OAKLAND COUNTY
Mr. Andrews presented this resolution on behalf of Commissioner Berman to designate September 11 - 17,
2018 as Michigan Patriot Week in Oakland County. This annual designation in Oakland County first began
in 2009.

8. MR #18283 – BOARD OF COMMISSIONERS – SUPPORT FOR THE IMPLEMENTATION OF EARLY
WARNING SECURITY MEASURES TO CURB THE THREAT OF GUN VIOLENCE FOR OUR
STUDENTS
Mr. Andrews presented this resolution on behalf of Commissioner Berman , urging Michigan legislature to
prioritize the protection of students through funding for basic building improvements , such as an alternative
tone system in response to gun violence situations .

state law makers to provi de funding to keep our students safe and to provide safe school environments.

misplaced or stolen firearms.

11. MR #18286 – BOARD OF COMMISSIONERS – DESIGNATION OF NATIONAL ADULT EDUCATION
AND FAMILY LITERACY WEEK SEPTEMBER 24 – 29, 2018
Commissioner Taub presented this resolution designating September 24 – 29, 2018 as National Adult
Education and Family Literacy Week in Oakland County.
Kowall moved to report to recommend approval of the attached suggested resolution. Supported by
Hoffman.

12. BOARD OF COMMISSIONERS – DESIGNATION OF THE BICENTENNIAL YEAR AND
ESTABLISHMENT OF THE OAKLAND COUNT Y BICENTENNIAL EXECUTIVE COMMITTEE AND
ADVISORY BOARD
This resolution formally establishes 2020 as Oakland County’s Bicentennial year, marking 200 years from
when Territorial Governor Lewis Cass established Oakland County’s boundaries. Secondly, it creates the
Bicentennial Executive Committee to coordinate, plan and execute its events . The Executive Committee
would consist of the County Executive, the Chairman of the Board and the Minority Caucus Chair or their
designees, with the ability to add additional members by unanimous consent. Additionally, there would be
an Advisory Board consisting of the members of the Bicentennial Study Group, which is comprised of talent
and professional backgrounds such as media representatives, professors and historical societies. The
resolution appropriates an initial $10,000 to act as seed money to get started, allowing a formal line item
budget for additional monies to be created and brought back to the Board of Commissioners for approval.
Mr. Ward thanked Mr. Andrews and Ms. Srogi for their hard work put into the gun safety and school safety
resolutions.

13. LIBRARY BOARD APPOINTMENT
Chairperson Long stated that Commissioner Shelley Taub’s current appointment on the Library Board
expires as of August 24, 2018, and that Commissioner Taub is interested in being reappointed.
Hoffman moved to reappoint Shelley Taub to the Library Board for a five-year term of August 25,
2018 through August 24, 2023 . Supported by Fleming.
Motion carried unanimously on a roll call vote with Gershenson absent .

OTHER BUSINESS/ADJOURNMENT
Mr. Ward reported that the discussions regarding renovation and reduction of the size of the Law Library
are going well. He stated that the Law Library will continue to be able to operate their core function of
serving legal aid, pro per and pro se litigants, with the new courtroom being built in the leftover space.
There being no further business to come before the Committee, the meeting adjourned at 10:20 a.m.
