Vice Chairperson Taub called the meeting to order at 2:02 p.m. in Committee Room A of the
Courthouse Auditorium Wing, County S ervice Center, in Pontiac, Michigan.

COMMUNITY & HOME IMPROVEMENT DIVISION – PY 2018/2019 MICHIGAN STATE
HOUSING DEVELOPMENT AUTHORITY (MSHDA) HOUSING EDUCATION PROGRAM
CONTRACT FOR HOUSING COUNSELING SERVICES - ACCEPTANCE
The Community & Home Improvement Division is seeking acceptance of the grant from Michigan
State Housing Development Authority (MSHDA) Housing Education Program Contract for Housing
Counseling Services. This grant has been received continuously since 2010. The grant helps fund
foreclosure and pre -purchase housing counseling. This year’s grant award is $25,000, which is less
than last year’s award of $29,500. A brief discussion was held.
Fleming moved to recommend approval of the attached suggested resolution. Supported by
Berman.
Motion carried unanimously on a roll call vote with Spisz and Bowman absent.

D. Village of Oxford Resolution to Exempt/Opt Out from the RTA County Wide Millage, dated June

Regarding Communications Item B, Ms. Spradlin stated that the deadline to submit the Plan
application to Housing and Urban Development (HUD) is August 16, 2018 , the public comment
deadline is August 3 rd, the submission of the plan being anticipated to take place on August 14 th
and the final phase is grant acceptance . Commissioner Woodward voiced concern regarding the
grant review process, HUD issues and allocated funds for rental assistance . Vice Chairperson
Taub indicated that the time for amending the plan would have been after the first presentation and
prior to the advisory committee’s review. Ms. Spradlin described the grant application process.
Ms. Williams explained the Rapid Rehousing program which consists of providing extremely low-
income individuals with six months of utility and security deposit or rent.
Vice Chairperson Taub commented about what was being done for historic preservation ,
Communications Item C. Mr. Hunter stated that most of the participation is in the main street
program involving downtown areas. Staff architect, Ron Campbell, is working on the prop erties.

Woodward moved to receive and file the Communications Items. Supported by Berman.
Motion carried on a voice vote.
