APPROVAL OF THE PREVIOUS MINUTES McGillivray moved approval of the minutes of October 2, 2018, as printed. Supported by Tietz. Motion carried on a voice vote. Berman Doug Tietz Gary McGillivray PUBLIC SERVICES COMMITTEE Page 2 October 16, 2018 APPROVAL OF AGENDA Chairperson Dwyer stated that Item 8, Sheriff’s Office - Fiscal Year 2019 Automobile Theft Prevention Authority (ATPA) Grant Acceptance, will be taken up first today. Tietz moved approval of the Agenda, as amended. Supported by McGillivray. Motion carried on a voice vote. PUBLIC COMMENT None. REGULAR AGENDA 8. SHERIFF’S OFFICE - FISCAL YEAR 2019 AUTOMOBILE THEFT PREVENTION AUTHORITY (ATPA) GRANT ACCEPTANCE The Sheriff’s Office is requesting acceptance of the Automobile Theft Preve ntion Authority (ATPA) grant. The annual grant is in its 33rd year and is operated in conjunction with several local communities. The grant award of $1.8 million will help fund the continuation of positions, vehicles and supplies. Last year’s match was 50/50 and this year ’s match is 60/40, resulting in extra grant monies. Tietz moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Spisz and Berman absent. 1. 52/1 DISTRICT COURT (NOVI) – FY 2019 MICHIGAN DRUG COURT GRANT PROGRAM - ACCEPTANCE The Novi District Court is seeking acceptance of the Michigan Drug Court Grant Program (MDCGP) awarded by the State Court Administrative Office (SCAO). The $100,000 grant is the same amount as last year. Jackson moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Spisz and Berman absent. 2. 52/2 DISTRICT COURT/DIVISION (CLARKSTON) – FY 2019 MICHIGAN DRUG COURT GRANT PROGRAM - ACCEPTANCE The Clarkston District Court is seeking acceptance of the Michigan Drug Court Grant Program awarded by SCAO. The grant award is $11,000, which is the same as last year. The grant funds will be used for incentives, traveling and testing. Tietz moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Spisz and Berman absent. PUBLIC SERVICES COMMITTEE Page 3 October 16, 2018 3. 52/3 DISTRICT C OURT (ROCHESTER HILLS) – FY 2019 MICHIGAN DRUG COURT GRANT PROGRAM - ACCEPTANCE The Rochester Hills District Court is seeking acceptance of the Michigan Drug Court Grant Program awarded by SCAO. The grant award is $95,000. A Probation Officer was hired. The bulk of the grant funds is for personnel costs. The funding provides for incentives, testing supplies and counseling services. McGillivray moved to recommend approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote with Spisz and Berman absent. 4. 52/4 DISTRICT COURT (TROY) – FY 2019 MICHIGAN DRUG COURT GRANT PROGRAM - ACCEPTANCE The Troy District Court is seeking acceptance of the Michigan Drug Court Grant Program awarded by SCAO. The grant amount is $1 46,000 and it is in the 5th year. The award from last year was $103,000. The number of participants in the program has grown and the increase in award will cover the additional cost s. Tietz moved to recommend approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote with Spisz and Berman absent. 5. CIRCUIT COURT – FY 2019 MICHIGAN DRUG COURT GRANT PROGRAM (ADULT TREATMENT COURT) - ACCEPTANCE The Circuit Court is seeking acceptance of the Michigan Drug Cour t Grant for the Adult Treatment Court. The grant award from the State Court Administrative Office (SCAO) is $307,000. Jackson moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Spisz and Berman absent. 6. CIRCUIT COURT – FY 2019 MICHIGAN DRUG COURT GRANT PROGRAM (JUVENILE DRUG COURT) - ACCEPTANCE The Circuit Court is seeking acceptance of the Michigan Drug Court Grant for the Juvenile Drug Court. The grant award from SCAO is $49,000. Judge Brennan chairs the juvenile treatment program during Tuesday evening in her courtroom, so that juveniles may attend school during the day. Treatment needs have increased over the last two years. Tietz moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Spisz and Berman absent. PUBLIC SERVICES COMMITTEE Page 4 October 16, 2018 7. DEPARTMENT OF PUBLIC SERVICES/COMMUNITY CORRECTIONS DIVISION – MICHIGAN DEPARTMENT OF CORRECTIONS/OFFICE OF COMMUNITY CORRECTIONS, COMMUNITY CORRECTIONS COMPREHENSIVE PLAN GRANT ACCEPTANCE FOR FY 2019 The Community Corrections Division is seeking acceptance of the Comprehensive Plan Grant. The grant award from SCAO is $89,000 more than last year. The grant funds are used for treatment services. Tietz moved to recommend approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote with Spisz and Berman absent. COMMUNICATIONS A. Friend of the Court – FY 2019 Access and Visitation Grant - Application Tietz moved to receive and file the Communications. Supported by McGillivray. Motion carried on a voice vote.
