Chairperson Hoffman called the meeting of the Human Resources Committee to order at 1:31
p.m. in Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in
Pontiac, Michigan.

AGENDA ITEMS
1. 52/4 DISTRICT COURT (TROY) – FY 2019 MICHIGAN DRUG COURT GRANT PROGRAM
ACCEPTANCE
The resolution authorizes acceptance of the FY 2019 Michigan Drug Court Grant in the amount of
$146,000 for the period of October 1, 2018 through September 30, 2019. The grant award reflects an
increase of $43,000 from last year’s award. The additional funds will allow the court to increase staff
dedicated to the Drug Court Program thereby increasing the number of participants that the drug court
can serve. The Drug Court has been in existence for about five (5) years. The resolution approves the
deletion of one (1) Special Revenue (SR), Part-Time Non-Eligible (PTNE) 600 hours per year General
Clerical position, the reclassification of one (1) SR Full-Time Eligible (FTE) Probation Officer I position
to a Probation Officer II and the creation of one (1) PTNE 1,000 hours per year Probation Officer II in
the Probation Unit.
Bowman moved to report to recommend approval of the attached suggested resolution.

2. DEPARTMENT OF PUBLIC SERVICES/COMMUNITY CORRECTIONS DIVISION – MICHIGAN
DEPARTMENT OF CORRECTIONS/OFFICE OF COMMUNITY CORRECTIONS, COMMUNITY
CORRECTIONS COMPREHENSIVE PLAN GRANT ACCEPTANCE FOR FY 2019
The resolution authorizes acceptance of the FY 2019 Community Corrections Comprehensive Plan
grant in the amount of $1,768,653. The grant period is from October 1, 2018, through September 30,
2019. The grant supports the continuation of various positions; however, one vacant position will be
deleted. This year Oakland County Community Corrections received $28,000 less than requested, but
$89,000 more than last year’s request.
Weipert moved to report to recommend approval of the attached suggested resolution.

3. ECONOMIC DEVELOPMENT & COMMUNITY AFFAIRS/WORKFORCE DEVELOPMENT –
POSITION CHANGES
The Workforce Development Division is responsible for the administration of about $20 million in
Federal and State job training programs and grants administered through the Oakland County
MichiganWorks! system. The funding allows businesses, job seekers, youth, adults and unemployed
workers to access training and services that assist them in obtaining full-time, permanent
employment. The oversight of the programs requires grant compliance, monitoring, auditing and the
oversight of seven (7) MichiganWorks! agencies and three (3) specialty program contractors. Over
the last 2 years Workforce Development has taken on additional responsibilities. They have
expanded its manufacturing day efforts, and last week 127 applications were submitted for 127
businesses across Oakland County to receive $4.2 million in training funds to train their existing
employees. On November 28, 2018, Workforce Development will be hosting 10,000 students at the
Suburban Collection Showplace in Novi to help them learn about careers in advanced manufacturing,
health sciences, construction and information technology. The resolution approves the deletion of

one (1) PTNE 520 hours per year SR-funded Summer Criminal Justice/Casework Assistant position,
the downward classification of one FTE SR-funded Office Leader position to Office Assistant I and
the creation of one (1) FTE SR-funded Workforce Development Technical III position in the Economic
Development & Community Affairs Department, Workforce Development Division. One hundred
percent of the cost of the new position will be covered by the Federal and State grants with no cost to
Oakland County.
Weipert moved to report to recommend approval of the attached suggested resolution.
