SERVICES CONTRACT RATES AND CON TRACT APPROVAL – JANUARY 1, 2019 THROUGH
DECEMBER 31, 2021
The Sheriff’s Office is requesting approval of law enforcement services contract rates for the next
three years. Union negotiations were held for the labor agreement and rates established.
1b. SHERIFF’S OFFICE – ESTABLISHMENT OF STANDARD LAW ENFORCEMENT
SERVICES CONTRACT OVERTIME RATES – JANUARY 1, 2019 THROUGH DECEMBER 31,
2021
The Sheriff’s Office is requesting approval of law enforcement services contract overtime rates for
the next three years.
1c. SHERIFF’S OFFICE – ESTABLISHMENT OF JAIL BOARDING FEES – JANUARY 1,
2019 THROUGH DECEMBER 31, 2021
The Sheriff’s Office is requesting authorization to establish the jail boarding fees. The established
rates are charged to entities outside of Oakland County that use the jail.
1d. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT
WITH THE TOWNSHIP OF ADDISON, JANUARY 1, 2019 – DECEMBER 31, 2021
The Sheriff’s Office is requesting approval of the law enforcement services contract for Addison
Township for the next three years.
1e. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT
WITH THE CHARTER TOWNSHIP OF BRANDON, JANUARY 1, 2019 – DECEMBER 31, 2021
The Sheriff’s Office is requesting approval of the law enforcement services contract for Brandon
Township for the next three years. One Deputy II position will be added for patrol services.

WITH THE PARKS AND RECREATION COMMISSION JANUARY 1, 2019 – DECEMBER 31,
2021
The Sheriff’s Office is seeking approval of the law enforcement services con tract for the Parks and
Recreation Commission for the next three years.
Spisz moved to recommend approval of the attached suggested resolutions on the Consent
Agenda. Supported by Jackson.
Motion carried unanimously on a roll call vote with Berman and Tietz absent.
McGillivray moved to directly refer the attached suggested resolutions (1a through p) to the
Finance Committee and directly refer items 1a (rates), 1e (Brandon) and 1h (Independence)
to the Human Resources Committee . Supported by Jackson.
Motion to refer carried on a voice vote.
REGULAR AGENDA
2. OAKLAND COUNTY CIRCUIT COURT – INTERLOCAL AGREEMENT BETWEEN
OAKLAND COUNTY AND THE OAKLAND COMMUNITY HEALTH NETWORK FOR ADULT
TREATMENT COURT – AMENDMENT #1
The Circuit Court is seeking approval of Amendment #1 of the interlocal agreement between the
County and Oakland Community Health Network (OCHN .) The interlocal agreement is for the
Circuit Court’s Adult Treatment Court to provide peer recovery coach services . This item has
completed the Automatic Direct Referral process.
Spisz moved to recommend approval of the attached suggested resolution. Supported
by McGillivray.
Motion carried unanimously on a roll call vote with Berman and Tietz absent.
3. SHERIFF’S OFFICE – OAKLAND COMMUNITY H EALTH NETWORK (OCHN)
REIMBURSEMENT FOR JAIL ALLIANCE WITH SUPPORT (JAWS) PROGRAM AND INMATE
CASEWORKER POSITIONS
The Sheriff’s Office is requesting approval of the Interlocal Agreement with the Oakland Community
Health Network regarding the Jail Alliance with Support (JAWS) program. The grant award consists
of federal pass-through funds in an amount up to $131,838 . This item has completed the Automatic
Direct Referral process.

4. SHERIFF’S OFFICE – 2018 LAW ENFORCEMENT DISTRIBUTION PROGRAM
AMENDMENT OVER 15%
The Sheriff’s Office is seeking acceptance of the Law Enforcement Distri bution Program grant from
the Michigan Department of Treasury. The grant funds are from the fall disbursement of the semi-
annual grant that will be used for police officer training. The State determines the funding amounts
to be distributed.
McGillivray moved to recommend approval of the attached suggested resolution. Supported
by Spisz.
Motion carried unanimously on a roll call vote with Berman and Tietz absent.
5. SHERIFF’S OFFICE – FY 2019 OAKLAND COUNTY GANG AND VIOLENT CRIME SAFE
STREETS TASK FORCE (SSTF) - GRANT ACCEPTANCE
The Sheriff’s Office is requesting acceptance of the Gang and Violent Crime Safe Streets Task
Force grant from the Federal Bureau of Investigations. The grant award of $18,000 will fund officer
overtime pay related to services for gang and violent crimes.
Spisz moved to recommend approval of the attached suggested resolution. Supported by
Jackson.
Motion carried unanimously on a roll call vote with Berman and Tietz absent.
6. 52/1 DISTRICT COURT (NOVI) – DELETE TWO PTNE COMMUNITY SERVICE OFFICER
POSITIONS AND CREATE ONE FTE COMMUNITY SERVICE OFFICER POSITION
The 52/1 District Court is requesting approval of the elimination of two part-time Community Service
Officer positions to be replaced with a full-time position. Ms. Black explained that there have been
18 different part-time employees. A full-time position with benefits s hould improve this situation.
The Alternate Service Program fees will be raised from the original fee of $15 per day to $25 to
support the increased cost to partially fund the full-time position. This fee has not been increased
since the inception of the program in 1986.
Spisz moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.

Spisz moved to directly refer the attached suggested resolution to the Human Resources
and Finance Committees. Supported by McGillivray.

7. FRIEND OF THE COURT – FY 2019 ACCESS AND VISITATION GRANT - ACCEPTANCE
The Friend of the Court Office is requesting acceptance of the Access and Visitation grant from the
PUBLIC SERVICES COMMITTEE Page 6
November 27, 2018
State Court Administrative Office (SCAO). This is the second year of this grant. The $18,000
award will be used toward supervised parenting time for litigants w ith a low income of $10,000 or
less. The federal government disburses funds throughout the state and the grant award may be
modified later based on SCAO funding availability.
