Chairperson Quarles called the meeting of the Legislative Affairs and Government Operations Committee
to order at 9:31 a.m. in Committee Room A of the Commissioners’ Auditorium Wing, County Service
Center in Pontiac, Michigan.

Gingell moved approval of the minutes of January 9, 2019, as presented. Seconded by
Gershenson.

AGENDA ITEMS
1. MR #19009 – BOARD OF COMMISSIONERS – RE-ESTABLISHMENT OF THE OAKLAND
COUNTY HUMAN TRAFFICKING TASK FORCE
The resolution authorizes the creation of the Oakland County Human Trafficking Task Force to serve as
the leading resource for Oakland County in the prevention, intervention, and rehabilitation related to the
cruel and illegal act of human trafficking in all its forms through education, advocacy and collaboration.
The Chairman of the Board of Commissioners shall appoint t hree (3) Commissioners from the majority
party and two (2) Commissioners from the minority party to serve as leadership for the Task Force. The
resolution further details membership to a Core Group as well as th e duties and responsibilities of the
Task Force with an authorized expenditure of up to $50,000.
Nelson moved to report to recommend approval of the attached suggested resolution. Seconded
by Taub.
Nelson moved to report to recommend the following amendments to the resolution:
1. Amend the 1st BE IT FURTHER paragraph, as follows:
BE IT FURTHER RESOLVED that the Oakland Board of Commissioners hereby authorizes the
creation continuation of the Oakland County Human Trafficking Task Force to serve as the
leading resource for Oakland County in the prevention, intervention, and rehabilitation related to
the cruel and illegal act of human trafficking in all its forms, through education, advocacy and
collaboration.
2. Amend the 9th BE IT FURTHER RESOLVED paragraph, as follows:
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the expenditure of up
to $50,000 $48,124 available in the General Fund Assigned Fund Balance titled Board of
Commissioners Projects Board of Commissioners department budget under the Special
Projects account.
3. Amend the 10th BE IT FURTHER RESOLVED paragraph, as follows:
BE IT FURTHER RESOLVED in accordance with the Rules of the Board of Commissioners
relating to Sponsorship of Events, Activities of Adjunct Committees the associated expenditu re
activity for this program is as follows:
• $25,000 $23,124 Resources: subject matter experts, consultants, intern or part-time non-
eligible staff;
• $15,000 Public Awareness: production of public service announcement videos,
advertising on bill boards, buses and similar initiatives
• $10,000 Outreach and Education: lectures, seminars, literature and similar materials
4. Add the following as the 13th BE IT FURTHER RESOLVED paragraph:
BE IT FURTHER RESOLVED no budget amendment is required at this time.
Seconded by Gershenson.
Motion to amend carried unanimously on a roll call vote.

2. MR #19019 – BOARD OF COMMISSIONERS – RECOGNITION OF SCHOOL BREAKFAST WEEK
IN OAKLAND COUNTY – MARCH 4-8, 2019
The resolution reflects that the Oakland County Board of Commissioners declares March 4 -8, 2019, as
School Breakfast Week in Oakland County and encourages the support and utilization of the federally-
assisted School Breakfast Program for the school children of Oakland County.
Gershenson moved to report to recommend approval of the attached suggested resolution.
Seconded by Gingell.
Motion carried unanimously on a roll call vote.
3. BOARD OF COMMISSIONERS - APPOINTMENTS TO THE JOB EVALUATION REVIEW PANEL
Ms. Mason gave a brief overview of the Job Evaluation Review Panel, its purpose and responsibilities.
The Legislative Affairs and Government Operations Committee shall make recommendations to the full
Board for appointments to the Job Evaluation Review Panel.
Gershenson moved to report to concur with the appointments by the County Executive, Chief
Circuit Judge and the other elected officials and with the recommendation to appoint the following
members to the Job Evaluation Review Panel for the term of January 1, 2019 – December 31,
2020:
Commissioner William Miller
Commissioner Janet Jackson
Commissioner Shelley Taub, Alternate
Seconded by Gingell.
Motion carried unanimously on a roll call vote.
4. PRESENTATION – DEPARTMENT OF HUMAN RESOURCES
Ms. Kramer addressed a list of questions previously submitted by the Commissioners to the Human
Resources Department. Ms. Kramer gave the Commissioners an overview of the Human Resources
Department, including County employee benefits, employee recognition program, employee suggestion
program and health screening program. Ms. Kramer spoke briefly about the Workday project, the new
Human Resources, Payroll and Financial system, which will replace PeopleSoft. Ms. Kramer gave a brief
update on the Classification Compensation Work Study indicating that they should have a report coming
to the full Board in February or March of this year.

Taub moved to receive and file the Communications. Seconded by Nelson.
