Chairperson Quarles called the meeting of the Legislative Affairs and Government Operations Committee
to order at 9:33 a.m. in Committee Room A of the Commissioners’ Auditorium Wing, County Service
Center in Pontiac, Michigan.

Chairperson Quarles led the Committee in the recitation of the Pledge of Allegiance.
APPROVAL OF THE MINUTES
Gershenson moved approval of the minutes of May 13, 2019, as presented. Seconded by Nelson.
Motion carried.
APPROVAL OF THE AGENDA
Nelson moved approval of the agenda, as presented. Seconded by Gingell.

REGULAR AGENDA
1. UPDATE ON LEGISLATIVE ACTIVITIES
Jim Ryan, Lobbyist with Public Affairs Associates, updated the Commissioners on activities regarding
legislation at the State level.
2. PRESENTATION – HISTORICAL COMMISSION
Melissa Luginski, Chairperson, Historical Commission, gave a presentation about the Historical
Commission members, goals, objectives and activities. Dr. Stamps presented the portion on Higher
Education Lectures, and Jim Craft presented information on the 1877 History Book Reproduction
Project. Commissioner Gershenson presented information about the Centennial Celebration of
Women’s Right to Vote in Michigan.
3. MR #19192 – BOARD OF COMMISSIONERS – ADOPTION OF FAIR CHANCE HIRING POLICY
FOR OAKLAND COUNTY EMPLOYMENT APPLICATIONS (TESTIMONY ONLY)
Chairperson Quarles explained that this item was placed on the agenda to obtain testimony only at this
time. Julia Galliker, Director, and Tim Christiansen, Organizer, Michigan Liberation Oakland, gave a brief
overview of the work performed by the organization. Testimony in support of MR #19192 was given by
Rae Johnson, Social Worker and Re-entry Coordinator, Oakland Livingston Human Services Agency,
Pontiac; Kevin Fowlkes, Citizen; Allen Burton, Citizen; Percy Glover, Program Manager, Michigan Works.
Nelson moved to receive and file the resolution. Seconded by Luebs.
Motion carried.
4. BICENTENNIAL EXECUTIVE COMMITTEE – APPROVAL OF BICENTENNIAL EXECUTIVE
COMMITTEE BUDGET FOR 2019-2021
Nelson moved to recommend approval of the attached suggested resolution. Seconded by
Luebs.
Gingell moved to amend the NOW THEREFORE BE IT RESOLVED and 2 nd BE IT FURTHER
RESOLVED paragraphs, as follows:
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
accepts the Bicentennial Executive Committee budget and authorizes a one-time appropriation
of $256 231,200 for FY 2019 and $288,800 for FY 2020 in support of the Operating activities of
the Oakland County Bicentennial celebration.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the one-time transfer
of funding in the amount of $256 231,200 for FY 2019 and $288,800 for FY 2020 from the General
Fund Unassigned Fund Balance (G/L Account #384100) for the Oakland County Bicentennial
Celebration to the General Fund Special Projects line item within the Board of Commissioners ’
department budget as detailed below:

Motion carried unanimously on a roll call vote.
Main motion, as amended, carried on a roll call vote with Taub voting no.
Gingell moved to refer the resolution to the Finance Committee. Seconded by Taub.

5. MR #19128 – BOARD OF COMMISSIONERS – PROHIBIT USE OF PROFESSIONAL AUTHORITY
TO PREVENT REPORT OF CERTAIN CRIMES
Gingell moved to report to recommend approval of the attached suggested resolution. Seconded
by Taub.
Motion carried unanimously on a roll call vote.
OTHER BUSINESS/ADJOURNMENT
Chairperson Quarles opened for discussion MR #19093 – Board of Commissioners – Authorize Standard
Per Diem Rate Schedule for Various Oakland County Boards, Commissions and Authorities, a resolution
that was previously adopted. Chris Ward, Chief of Staff, Board of Commissioners, and Nicole Tabin,
Senior Assistant Corporation Counsel, presented information about Commissioner per diems.
There being no further business to come before the Committee, the meeting adjourned at 11:40 a.m.
