HomeMy WebLinkAboutMinutes - 2019.09.23 - 37297 September 23, 2019 Chairperson Quarles called the meeting of the Legislative Affairs and Government Operations Committee to order at 9:35 a.m. in Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac, Michigan. MEMBERS PRESENT: Nancy Quarles, Kristen Nelson, Marcia Gershenson, Penny Luebs, Shelley Goodman Taub MEMBERS ABSENT WITH NOTICE: Michael Gingell PLEDGE OF ALLEGIANCE Chairperson Quarles led the Committee in the recitation of the Pledge of Allegiance. APPROVAL OF THE MINUTES Taub moved approval of the minutes of September 10, 2019, as presented. Seconded by Nelson. Motion carried. APPROVAL OF THE AGENDA Nelson moved approval of the agenda, as presented. Seconded by Taub. Motion carried. PUBLIC COMMENT Jordan Smellie, nominee for vacancy on Canvassing Board, spoke. COMMUNICATIONS A. Retirement and Deferred Compensation Board Minutes dated July 18, 2019 and August 15, 2019 B. VEBA Board Minutes dated July 18, 2019 and August 15, 2019 C. Marquette County Board of Commissioners Resolution Opposing Legislation to Prevent County Commissioner Candidates from Disclosing Their Party Affiliation on Ballots Provided to Michigan – Voters Dated August 20, 2019 Taub moved to receive and file the Communications. Supported by Nelson. Motion carried. UPDATE ON LEGISLATIVE ACTIVITIES Jim Ryan, Lobbyist, Public Affairs Associates, was not available today to give an update. This item will be moved to the October 14, 2019, Legislative Affairs and Government Operations agenda. 2. HUMAN RESOURCES DEPARTMENT – REVISIONS TO OAKLAND COUNTY SALARY ADMINISTRATION PLAN TO ESTABLISH A $15 PER HOUR MINIMUM WAGE FOR ALL NON- REPRESENTED CLASSIFICATIONS (TO BE REVIEWED BY FINANCE COMMITTEE AND PRESENTED TO THE FULL BOARD AT THE 9-25-19 MEETING) Nelson moved to recommend approval of the attached suggested resolution. Seconded by Luebs. Motion carried on a roll call vote with Taub voting no and Gingell absent. 3. BOARD OF COMMISSIONERS – APPOINTMENTS TO THE BOARD OF COUNTY CANVASSERS Taub moved to report to recommend that Robert Copes, representing the Republican Party, be re-appointed for a 4-year term to begin on October 12, 2019. Seconded by Gershenson. Motion carried unanimously on a roll call vote with Gingell absent. Quarles moved to report to recommend that Charlene Yarbrough, representing the Democratic Party, be appointed for a 4-year term to begin October 12, 2019. Seconded by Gershenson. Motion carried unanimously on a roll call vote with Gingell absent. 4. BOARD OF COMMISSIONERS – APPOINTMENTS TO THE SOLID WASTE PLANNING COMMITTEE Taub moved to postpone consideration of the Solid Waste Planning Committ ee appointments to allow for further study. Seconded by Nelson. Motion carried unanimously on a roll call vote with Gingell absent. OTHER BUSINESS/ADJOURNMENT Chairperson Quarles mentioned that a resignation letter was received by Mary Kucharek, Secondary Consumer, Oakland Community Health Network, and that the Committee will need to consider filling the vacancy.
