Chairperson McGillivray called the meeting of the Public Safety and Social Justice Committee to order at
11:00 a.m. in Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in
Pontiac, Michigan.
MEMBERS PRESENT:
Gary McGillivray, Janet Jackson, Kristen Nelson, William Miller, Thomas Kuhn, Bob Hoffman
MEMBERS ABSENT WITH NOTICE:
None
PLEDGE OF ALLEGIANCE
Chairperson McGillivray led the Committee in the recitation of the Pledge of Allegiance.
APPROVAL OF MINUTES
Miller moved approval of the minutes of September 10, 2019, as presented. Seconded by
Jackson.
Motion carried.
APPROVAL OF AGENDA
Kuhn moved approval of the agenda, as presented. Seconded by Nelson.
Motion carried.

MANAGEMENT PERFORMANCE GRANT AGREEMENT FOR FISCAL YEAR 2019
ACCEPTANCE
Hoffman moved to recommend approval of the attached suggested resolution. Seconded by
Nelson.
Motion carried unanimously on a roll call vote.
2. SHERIFF’S OFFICE – FISCAL YEAR 2020 AUTOMOBILE THEFT PREVENTION AUTHORITY
(ATPA) GRANT ACCEPTANCE (TO BE REVIEWED BY FINANCE COMMITTEE AND
PRESENTED TO THE FULL BOARD AT THE 9-25-19 MEETING)
Hoffman moved to recommend approval of the attached suggested resolution. Seconded by
Miller.
Motion carried unanimously on a roll call vote.
3. BOARD OF COMMISSIONERS/SHERIFF’S OFFICE – CONTRACT EXTENSION WITH HAVEN,
INC. TO PROVIDE SERVICES TO VICTIMS OF SEXUAL ASSAULT THROUGH THE SAFE
THERAPEUTIC ASSAULT RESPONSE TEAM (START) FY 2020
Nelson moved to recommend approval of the attached suggested resolution. Seconded by
Jackson.
Motion carried unanimously on a roll call vote.
4. PRESENTATION – “OAKLAND COUNTY JAIL DIVERSION OUTCOMES,’ WAYNE STATE
SCHOOL OF SOCIAL WORK CENTER FOR BEHAVIORAL HEALTH AND JUSTICE
Liz Tillander, Deputy Director, and Nanci Hambrick, Project Coordinator, from Wayne State University,
Center for Behavioral Health and Justice, Lieutenant Steve Schneider, Oakland County Sheriff’s Office
(OCSO), and Catherine Yonker, Director of Access, Oakland Community Health Network (OCHN), gave
an overview presentation of the Oakland County Jail Diversion program, the Michigan Reentry Project
(MI-REP). Lieutenant Schneider provided additional information about the Crisis Intervention Team (CIT).
A program flyer was distributed.
