Vice-Chairperson Nelson called the meeting of the Legislative Affairs and Government Operations
Committee to order at 9:38 a.m. in Committee Room A of the Commissioners’ Auditorium Wing, County
Service Center in Pontiac, Michigan.
MEMBERS PRESENT:
Kristen Nelson, Marcia Gershenson, Penny Luebs, Shelley Goodman Taub
MEMBERS ABSENT WITH NOTICE:
Nancy Quarles and Michael Gingell
PLEDGE OF ALLEGIANCE
Vice-Chairperson Nelson led the Committee in the recitation of the Pledge of Allegiance.
APPROVAL OF THE MINUTES
Taub moved approval of the minutes of September 23, 2019, as presented. Seconded by
Gershenson.
Motion carried.
APPROVAL OF THE AGENDA
Vice-Chairperson Nelson indicated that, without objection, the following changes would be made to
today’s agenda: Item #4, MR #19309 – Board of Commissioners – Urge Michigan Department of
Environment, Great Lakes, and Energy (EGLE) to Develop, and State House and Senate to Pass a
Statewide Septic Code,” would be removed from the agenda until Commissioner Hoffman can be present.
The following items would be added to the agenda: “Board of Commissioners – Human Resources
Wages of the Labor Agreement for the Employees Represented by the Oakland County Employees
Union Affiliated with the IBEW Local 58, AFL-CIO (OCEU),” “Board of Commissioners – Human
Resources Wages of the Labor Agreement for the Employees Represented by the Michigan Nurses
Association (MNA),” Board of Commissioners – Human Resources Wages of the Labor Agreement for
the Employees Represented by the Government Employees Labor Council (GELC),” Board of
Commissioners – Human Resources Wages of the Labor Agreement for the Employees Represented by
the Michigan American Federation of State, County and Municipal Employees, Council 25, Local 2437
(AFSCME)” and OCHN Appointment. All items would be renumbered accordingly.
Gershenson moved approval of the agenda, as amended. Seconded by Luebs.

REGULAR AGENDA
1. UPDATE ON LEGISLATIVE ACTIVITIES
Jim Ryan, Lobbyist, Public Affairs Associates, provided the Legislative Affairs and Government
Operations Committee with an update on current legislation at the State level.
2. HUMAN RESOURCES DEPARTMENT – AMENDMENT TO THE EMPLOYEES’ RETIREMENT
SYSTEM APRIL 2018 RESTATED RESOLUTION (401(a) DEFINED CONTRIBUTION)
Luebs moved to recommend approval of the attached suggested resolution. Seconded by
Gershenson.
Motion carried unanimously on a roll call vote with Quarles and Gingell absent.
3. HUMAN RESOURCES DEPARTMENT – RESTATEMENT OF THE RETIREMENT HEALTH
SAVINGS (RHS) PLAN TRUST
Gershenson moved to recommend approval of the attached suggested resolution. Seconded by
Luebs.
Motion carried unanimously on a roll call vote with Quarles and Gingell absent.
4. MR #19311 – BOARD OF COMMISSIONERS – OPPOSITION TO THE ADMINISTRATIVE RULE
338.1751 CHANGES AND SUPPORT FOR HOUSE BILL 4325 – LICENSED PROFESSIONAL
COUNSELORS
Gershenson moved to report to recommend approval of the attached suggested resolution.
Seconded by Luebs.
Motion carried unanimously on a roll call vote with Quarles and Gingell absent.
5. BOARD OF COMMISSIONERS – TECHNOLOGY HARDWARE REPLACEMENT
IMPLEMENTATION – PHASE ONE
Taub moved to recommend approval of the attached suggested resolution. Seconded by Luebs.
Motion carried unanimously on a roll call vote with Quarles and Gingell absent.
6. BOARD OF COMMISSIONERS – HUMAN RESOURCES WAGES OF THE LABOR AGREEMENT
AFFILIATED WITH IBEW LOCAL 58, AFL-CIO (OCEU)
Luebs moved to recommend approval of the attached suggested resolution. Seconded by
Gershenson.

Gershenson moved to amend NOW THEREFORE BE IT RESOLVED paragraph, as follows:
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves the proposed Successor Collective Bargaining agreement between the County of
Oakland and the Oakland County Employees Union, Affiliated with IBEW Local 58, AFL-CIO
(OCEU) covering the period of October 1, 2018 September 30, 2019, through September 30
October 31, 2019, and that the Board Chairperson on behalf of the County of Oakland, is
authorized to execute said agreement as attached.
Seconded by Luebs
Motion carried unanimously on a roll call vote with Quarles and Gingell absent.
Main motion, as amended, carried unanimously on a roll call vote with Quarles and Gingell absent.
7. BOARD OF COMMISSIONERS – HUMAN RESOURCES WAGES OF THE LABOR AGREEMENT
FOR THE EMPLOYEES REPRESENTED BY THE MICHIGAN NURSES ASSOCIATION (MNA)
Gershenson moved to recommend approval of the attached suggested resolution. Seconded by
Luebs.
Motion carried unanimously on a roll call vote with Quarles and Gingell absent.
8. BOARD OF COMMISSIONERS – HUMAN RESOURCES WAGES OF THE LABOR AGREEMENT
FOR THE EMPLOYEES REPRESENTED BY THE GOVERNMENT EMPLOYEES LABOR
COUNCIL (GELC)
Gershenson moved to recommend approval of the attached suggested resolution. Seconded by
Luebs.
Motion carried unanimously on a roll call vote with Quarles and Gingell absent.
9. BOARD OF COMMISSIONERS – HUMAN RESOURCES WAGES OF THE LABOR AGREEMENT
FOR THE EMPLOYEES REPRESENTED BY THE MICHIGAN AMERICAN FEDERATION OF
STATE, COUNTY AND MUNICIPAL EMPLOYEES, COUNCIL 25, LOCAL 2437 (AFSCME)
Gershenson moved to recommend approval of the attached suggested resolution. Seconded
by Luebs.
Motion carried unanimously on a roll call vote with Quarles and Gingell absent.
10. OCHN APPOINTMENT
A discussion was held regarding the vacancy for the Secondary Consumer seat.
Gershenson moved to recommend that Chairperson Quarles reach out to Judy Summers, Chair,
Oakland Community Health Network (OCHN) to get clarification of the vacant seat and the
category of applicant that can fill the seat. Based on the recommendation, Chairperson Quarles
can decide about advertising for applicants. Seconded by Taub.
