Chairperson Quarles called the meeting of the Legislative Affairs and Government Operations Committee
to order at 10:00 a.m. in Committee Room A of the Commissioners’ Auditorium Wing, County Service
Center in Pontiac, Michigan.
MEMBERS PRESENT:
Nancy Quarles, Kristen Nelson, Michael Gingell, Marcia Gershenson, Penny Luebs, Shelley
Goodman Taub
MEMBERS ABSENT WITH NOTICE:
None
APPROVAL OF THE AGENDA
Chairperson Quarles indicated that the following items would be added to today’s agenda: #3 - “Board of
Commissioners – Appointment to the Parks and Recreation Commission”; #4 – “Board of Commissioners
– Appointment to the Jury Board”; #5 – Reconsideration of Oakland Community Health Network
Appointments.”
Gershenson moved approval of the agenda, as amended. Seconded by Luebs.
Motion carried.

1. BOARD OF COMMISSIONERS – OAKLAND COUNTY ART INSTITUTE AUTHORITY
INTERLOCAL AGREEMENT TO REIMBURSE ELECTION EXPENSES
Gingell moved to recommend approval of the attached suggested resolution. Seconded by
Nelson.
Motion carried unanimously on a roll call vote.

2. BOARD OF COMMISSIONERS – 2020 STANDING COMMITTEE ASSIGNMENTS (POSTPONED
FROM 12-9-19)
Gershenson moved to report to recommend approval of the Board of Commissioners’ Standing
Committee Membership for 2020, as follows:
FINANCE COMMITTEE: Zack (Chair), Markham (Majority Vice Chair), Middleton (Minority Vice
Chair), Quarles, McGillivray, Powell, Woodward, Long, Kowall
LEGISLATIVE AFFAIRS AND GOVERNMENT OPERATIONS COMMITTEE : Quarles (Chair),
Nelson, (Majority Vice Chair), Gingell (Minority Vice Chair), Gershenson, Luebs, Taub
HEALTHY COMMUNITIES AND ENVIRONMENT COMMITTEE: Luebs (Chair), Powell (Majority

Motion carried on a roll call vote with Taub voting no.
3. BOARD OF COMMISSIONERS – APPOINTMENT TO THE PARKS AND RECREATION
COMMISSION
Gershenson moved to report to recommend the following appointments to the Parks and
Recreation Commission:
Commissioner-Majority Party (term ending December 31, 2022)
Gary McGillivray
Commissioner-Minority Party (term ending December 31, 2022)
Christine Long
Citizen (term ending December 31, 2022)
Amanda Herzog
Seconded by Luebs.
Gingell moved to strike Amanda Herzog and report to recommend that Gerald Fisher be
reappointed to the Parks and Recreation Commission as the citizen representative. Seconded by
Taub.
ROLL CALL VOTE:
AYES: Gingell, Taub (2)

Taub moved to strike Amanda Herzog and report to recommend that Brian Hartwell be appointed
to the Parks and Recreation Commission as the citizen representative. Seconded by Gingell.

AYES: Gingell, Taub (2)
NAYS: Nelson, Gershenson, Luebs, Quarles (4)
Motion failed.
Luebs moved to postpone consideration of the citizen appointment on the Parks and Recreation
Commission and interview the applicants for the citizen seat at the January 13, 2020, Legislative
Affairs and Government Operations Committee meeting. Seconded by Nelson.
Motion carried unanimously on a roll call vote.
4. BOARD OF COMMISSIONERS – APPOINTMENT TO THE JURY BOARD
Gershenson moved to report to recommend the following appointments to the Jury Board:
Daniel Quick - remainder of the term ending April 30, 2022
Kymberly K. Reeves - remainder of the term ending April 30, 2023
Seconded by Nelson.
Motion carried unanimously on a roll call vote.
5. RECONSIDERATION OF THE VOTE FOR THE OAKLAND COMMUNITY HEALTH NETWORK
APPOINTMENTS
Gershenson moved to reconsider the vote from the December 9, 2019, Legislative Affairs and
Government Operations Committee meeting regarding the appointments to the Oakland
Community Health Network. Seconded by Nelson.

NAYS: Gingell, Taub (2)
Motion carried on a roll call vote.
Gershenson moved to report to recommend that Sidney Rubin be stricken, and Jonathan
Landsman be appointed as a General Public representative on the Oakland Community Health
Network. Seconded by Nelson.
Motion carried on a roll call vote with Gingell and Taub voting no.
