January 13, 2020
Chairperson Luebs called the meeting of the Healthy Communities and Environment Committee to order
at 11:14 a.m. in Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in
Pontiac, Michigan.
MEMBERS PRESENT:
Penny Luebs, Angela Powell, Adam Kochenderfer, Marcia Gershenson, Shelley Goodman Taub,
Kristen Nelson
MEMBERS ABSENT WITH NOTICE:

PLEDGE OF ALLEGIANCE
Chairperson Luebs led the Committee in the recitation of the Pledge of Allegiance.
APPROVAL OF THE MINUTES
Kochenderfer moved approval of the minutes of December 2, 2019, as presented. Seconded by
Nelson.
Motion carried.
APPROVAL OF THE AGENDA
Gershenson moved approval of the agenda, as presented. Seconded by Nelson.
Motion carried.

REGULAR AGENDA
1. HEALTH AND HUMAN SERVICES/HEALTH DIVISION – FISCAL YEAR 2020 MICHIGAN
DEPARTMENT OF ENVIRONMENT, GREAT LAKES, AND ENERGY (EGLE) REIMBURSEMENT
AGREEMENT – GRANT ACCEPTANCE
Gershenson moved to recommend approval of the attached suggested resolution. Seconded by
Nelson.
Motion carried unanimously on a roll call vote.
2. HEALTH AND HUMAN SERVICES/CHILDREN’S VILLAGE DIVISION – FY 2020 CHILD AND
ADULT CARE FOOD PROGRAM GRANT ACCEPTANCE
Taub moved to recommend approval of the attached suggested resolution. Seconded by
Kochenderfer.
Motion carried unanimously on a roll call vote.
3. HEALTH AND HUMAN SERVICES/CHILDREN’S VILLAGE DIVISION – INTERLOCAL
AGREEMENT WITH OAKLAND SCHOOLS FOR THE PROVISION OF EDUCATIONAL
PLANNING SERVICES
Gershenson moved to recommend approval of the attached suggested resolution. Seconded by
Nelson.
Motion carried unanimously on a roll call vote.
4. PARKS AND RECREATION – APPROVAL OF AMENDMENT #1 TO THE OPERATING
AGREEMENT WITH THE MICHIGAN DEPARTMENT OF NATURAL RESOURCES FOR HOLLY
OAKS ORV PARK IN GROVELAND AND HOLLY TOWNSHIPS
Nelson moved to recommend approval of the attached suggested resolution. Seconded by
Powell.
Taub moved to amend the 5th WHEREAS paragraph, as follows:
WHEREAS funding for the lease agreement in the amount of $54,415 per year with
Wisconsin Resorts for the operations of the Holly Oaks ORV Park has been included in the
Parks and Recreation Fund (#50800) FY 2020 – FY 2022 Adopted Budget; and
Seconded by Gershenson.
Motion carried unanimously on a roll call vote.
Main motion, as amended, carried unanimously on a roll call vote.

5. PARKS AND RECREATION – APPROVAL OF MEMORANDUM OF UNERSTANDING WITH FAIR
FOOD NETWORK FOR GUS SCHUMACHER NUTRITION INCENTIVE PROGRAM
Gershenson moved to recommend approval of the attached suggested resolution. Seconded by
Nelson.
Motion carried unanimously on a roll call vote.
