HomeMy WebLinkAboutMinutes - 2020.01.13 - 37325 January 13, 2020 Chairperson Quarles called the meeting of the Legislative Affairs and Government Operations Committee to order at 9:08 a.m. in Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac, Michigan. MEMBERS PRESENT: Nancy Quarles, Kristen Nelson, Marcia Gershenson, Penny Luebs, Shelley Goodman Taub, David Woodward, Ex-Officio Member MEMBERS ABSENT WITH NOTICE: Michael Gingell APPROVAL OF THE MINUTES Luebs moved approval of the minutes of December 2, 2019, December 9, 2019, and December 12, 2019, as presented. Supported by Nelson. Motion carried. APPROVAL OF THE AGENDA Gershenson moved approval of the agenda, as presented. Seconded by Luebs. Motion carried. PUBLIC COMMENT None. COMMUNICATIONS A. BOARD OF COMMISSIONERS – PARKS AND RECREATION COMMISSION INTERVIEWS Ruel McPherson was interviewed at 9:12 a.m. Gerald Fisher was interviewed at 9:18 a.m. A.C. Alrey was interviewed at 9:38 a.m. Amanda Herzog was interviewed at 9:48 a.m. A discussion was held. Luebs nominated Amanda Herzog for the citizen appointment on the Parks and Recreation Commission. Seconded by Gershenson. Taub nominated Aten “A.C.” Alrey for the citizen appointment on the Parks and Recreation Commission. Seconded by Nelson. There were no further nominations. Chairperson Quarles declared the nominations closed and called for a roll call vote. The result of the vote was as follows: Nelson: Herzog Gershenson: Herzog Luebs: Herzog Taub: Alrey Woodward: Herzog As a result of the vote, Amanda Herzog was selected as the recommended appointee for the citizen appointment on the Parks and Recreation Commission. Luebs moved to report to recommend that Amanda Herzog be appointed to the Parks and Recreation Commission for a three-year term, from January 1, 2020, to December 31, 2023. Seconded by Nelson. Motion carried on a roll call vote with Taub voting no and Gingell absent. 2. UPDATE ON LEGISLATIVE ACTIVITIES Jim Ryan, Lobbyist, Public Affairs Associates, gave a brief update on the status of legislation at the state level. 3. CLERK/REGISTER OF DEEDS – 2020 SURVEY AND REMONUMENTATION REVISED COUNTY PLAN Gershenson moved to recommend approval of the attached suggested resolution. Seconded by Luebs. Motion carried unanimously on a roll call vote with Gingell and Woodward absent. Legislative Affairs and Government Operations Committee Page 3 January 13, 2020 4. BOARD OF COMMISSIONERS – APPOINTMENTS TO THE CLASSIFICATION DETERMINATION HEARING SUBCOMMITTEE Gershenson moved that the Legislative Affairs and Government Operations Committee reappoint Commissioners Kristen Nelson, Nancy Quarles and Shelley Taub to the Classification Determination Hearing Subcommittee with Commissioner Helaine Zack as the alternate for a one-year term from January 1, 2020 through December 31, 2020. Seconded by Luebs. Motion carried unanimously on a roll call vote with Gingell absent. 5. MR #19418 – BOARD OF COMMISSIONERS – SUPPORT TO REFORM THE ROAD FUNDING FORMULA OF PUBLIC ACT 51 OF 1951 Taub moved to recommend approval of the attached suggested resolution. Seconded by Luebs. Taub moved to postpone consideration of this resolution until the next Legislat ive Affairs and Government Operations meeting or until Senator Lucido is available to address this issue. Seconded by Gershenson. Motion carried unanimously on a roll call vote with Gingell absent. 6. BOARD OF COMMISSIONERS – REVIEW OF MENTAL HEALTH CODE AND APPLICATION FORM A discussion was held regarding potential revisions to the applications that the general public complete for various Board appointments. Commissioners Taub, Luebs and Quarles agreed to meet to review the applications for appointments and bring back recommendations to the Legislative Affairs and Government Operations Committee at a future meeting.
