Chairperson Quarles called the meeting of the Legislative Affairs and Government Operations Committee
to order at 9:31 a.m. in Committee Room A of the Commissioners’ Auditorium Wing, County Service
Center in Pontiac, Michigan.
MEMBERS PRESENT:
Nancy Quarles, Kristen Nelson, Michael Gingell, Marcia Gershenson, Penny Luebs, Shelley
Goodman Taub
MEMBERS ABSENT WITH NOTICE:
None
APPROVAL OF THE AGENDA
Nelson moved approval of the agenda, as presented. Seconded by Luebs.
Motion carried.

REGULAR AGENDA
1. MR #20043 – BOARD OF COMMISSIONERS – SUPPORT OF MICHIGAN GOVERNOR’S
EXECUTIVE ORDER 2019-19 – CREATION OF THE POVERTY TASK FORCE
Gershenson moved to report to recommend approval of the attached suggested resolution.
Seconded by Nelson.
Taub moved to report to recommend that the following paragraph be added after the NOW
THEREFORE BE IT RESOLVED:
BE IT FURTHER RESOLVED that Oakland County will not raise taxes and fees, which might
put the 32% of low-income households into further debt.

Motion failed for lack of a majority vote.
Taub moved to report to recommend that the following paragraph be added after the NOW
THEREFORE BE IT RESOLVED:
BE IT FURTHER RESOLVED that the State of Michigan will not raise taxes and fees, which
might put the 32% of low-income households into further debt.

NAYS: Nelson, Gershenson, Luebs, Quarles (4)
Motion failed for lack of a majority vote.
Taub moved to report to recommend that the 8th WHEREAS paragraph be amended, as follows:
WHEREAS the Task Force is an inter-agency advisory body within the Department of Labor and
Economic Opportunity (LEO) that will research, identify, recommend, and implement strategies
for reducing poverty in Michigan, as well as the impact of raising taxes on those in near
poverty; and
Chairperson Quarles ruled the proposed amendment out of order.
Main motion carried on a roll call vote with Taub voting no.
OTHER BUSINESS/ADJOURNMENT
There being no further business to come before the Committee, the meeting adjourned at 10:14 a.m.
