Woodward, Chairperson MARCIA GERSHENSON Helaine Zack Vice Chairperson Janet Jackson MICHAEL SPISZ Minority Vice Chairperson May 18, 2020 Penny Luebs William Miller Kristen Nelson Shelley Taub Philip Weipert Thomas Kuhn Chairperson Woodward called the meeting of the Pandemic Response and Economic Recovery Committee to order at 1:03 p.m. MEMBERS PRESENT: David Woodward, Marcia Gershenson, Michael Spisz, Helaine Zack, Janet Jackson, Penny Luebs, Kristen Nelson, Shelley Taub, Philip Weipert, Thomas Kuhn MEMBERS ABSENT WITH NOTICE: William Miller PLEDGE OF ALLEGIANCE Commissioner Weipert led the Committee in the recitation of the Pledge of Allegiance. APPROVAL OF THE MINUTES Jackson moved approval of the minutes from May 11, 2020 as presented. Seconded by Nelson. Motion carried. APPROVAL OF AGENDA Chairperson David Woodward requested the Agenda be amended by removing item #4, “MR #20156 – Board of Commissioners – Support to Protect Workers in the Workplace as the Economy Reopens.” Spisz moved approval of the Agenda, as amended. Seconded by Gershenson. Motion carried. PUBLIC COMMENT No one addressed the Committee during Public Comment. COMMUNICATIONS A. County Executive – COVID-19 Update Pandemic Response and Economic Recovery Committee May 18, 2020 Page 2 Zack moved to receive and file the Communication. Second ed by Weipert. Motion carried. REGULAR AGENDA 1. BOARD OF COMMISSIONERS – CREATION OF ”OAKLAND TOGETHER COMMUNITY RESPONSE AND RECOVERY FUND” AND ESTABLISH PROCEDURES FOR DISBURSEMENTS TO NONPROFITS Hilarie Chambers, Chief Deputy County Executive gave a COVID-19 Update Report and responded to questions. A discussion was held. Chairperson Woodward indicated that an Amendment to this resolution will be offered on the floor at the Board of Commissioners meeting. Zack moved to recommend approval of the attached suggested resolution. Seconded by Nelson. Motion carried on a roll call vote with Taub voting no and Miller absent. 2. ECONOMIC DEVELOPMENT AND COMMUNITY AFFAIRS – CONTRACT WITH OAKLAND LIVINGSTON HUMAN SERVICES AGENCY (OLHSA) FOR FINANCIAL COACHING SERVICES DURING THE PANDEMIC Gershenson moved to recommend approval of the attached suggested resolution. Seconded by Luebs. Motion carried unanimously on a roll call vote with Miller absent. 3. BOARD OF COMMISSIONERS – CALLS FOR EQUITY IN COVID-19 TESTING, TREATMENT AND PREVENTION Jackson moved to recommend approval of the attached suggested resolution. Seconded by Luebs. Taub moved to amend the 2nd BE IT FURTHER RESOLVED clause in the resolution as follows: BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners acknowledges and supports Oakland County administration’s tremendous efforts to expand testing and contact tracing in cities with large minority populations. Seconded by Kuhn. ROLL CALL VOTE: AYES: Taub, Weipert, Kuhn (3) NAYS: Gershenson, Spisz, Zack, Jackson, Luebs, Nelson, Woodward (7) ABSENT: Miller Motion failed. Main motion carried on a roll call vote with Taub and Kuhn voting no and Miller absent.
