MEMBERS PRESENT: Penny Luebs, Kristen Nelson, Adam Kochenderfer, Janet Jackson, Gwen Markham, William Miller, Angela Powell, Michael Gingell, Bob Hoffman MEMBERS ABSENT WITH NOTICE: None PLEDGE OF ALLEGIANCE Chairperson Luebs led the Committee in the recitation of the Pledge of Allegiance. APPROVAL OF THE MINUTES Miller moved approval of the minutes from May 19, 2020, as presented. Seconded by Jackson. Motion carried. APPROVAL OF AGENDA Nelson moved approval of the agenda, as presented. Seconded by Gingell. Motion carried. PUBLIC COMMENT None. COMMUNICATIONS A. Update on Latest Executive and Public Health Order – Kathy Forzley and Leigh-Ann Stafford Leigh-Ann Stafford provided an update from the Health and Human Services Department as it relates to the Governor’s stay-at-home order. In addition, Ms. Stafford gave an update on COVID-19 cases within Oakland County. B. Sheriff’s Office – Local Response to Local Protests – Undersheriff McCabe Undersheriff Mike McCabe provided an update regarding the Sheriff’s Office response to protests in Oakland County communities. Public Services – Animal Shelter Disposition Report for April 2020 Gingell moved to receive and file Communications C - H. Seconded by Nelson. Motion carried. H. Letter from Commissioner Kristen Nelson dated May 8, 2020 Regarding MR #20033 – Board of Commissioners – Require Restaurant and Food Safety Inspection Reports to be Posted on Searchable Online Database Commissioner Nelson read her letter into the record and provided some background information about the policy for restaurant and food safety inspection reports in relation to Governor Whitmer’s Executive order to re-open bars and restaurants. Nelson moved that County Executive Administration provide a report at the June 4, 2020 Board meeting regarding the status of posting Restaurant and Food Safety Inspection Reports on a searchable online database. Seconded by Miller. Motion carried. Gingell moved to receive and file Communications Item H. Seconded by Nelson. Motion carried. REGULAR AGENDA 1. COUNTY CLERK/REGISTER OF DEEDS/ELECTIONS DIVISION – ELECTION SERVICES AGREEMENT FOR MUNICIPAL ABSENTEE VOTER BALLOT COUNTING Hoffman moved to recommend approval of the attached suggested resolution. Seconded by Markham. Motion carried unanimously on a roll call vote with Kochenderfer and Gingell absent. 2. SHERIFF’S OFFICE – 2020 LAW ENFORCEMENT DISTRIBUTION PROGRAM ACCEPTANCE Jackson moved to recommend approval of the attached suggested resolution. Seconded by Nelson. SHERIFF’S OFFICE – USE OF 2007 MXT VEHICLES FROM THE FEDERAL GOVERNMENT Powell moved to recommend approval of the attached suggested resolution. Seconded by Miller. Motion carried on a roll call vote with Markham voting no and Kochenderfer and Gingell absent. 4. SHERIFF’S OFFICE – TRANSFER OF OWNERSHIP AND RELEASE OF CLAIMS AGREEMENT FOR K-9 DOG (ODIN) Markham moved to recommend approval of the attached suggested resolution. Seconded by Nelson. Motion carried unanimously on a roll call vote with Kochenderfer and Gingell absent. 5. PARKS AND RECREATION COMMISSION – SUPPORT OF REQUEST TO CONVERT MICHIGAN NATURAL RESOURCES TRUST FUND-ASSISTED PROPERTY AT INDEPENDENCE OAKS COUNTY PARK Nelson moved to recommend approval of the attached suggested resolution. Seconded by Miller. Motion carried unanimously on a roll call vote with Gingell absent. 6. PARKS AND RECREATION COMMISSION – PURCHASE OF 1.8 ACRES (008-03-401-007) AT INDEPENDENCE OAKS COUNTY PARK FROM PRESERVATION CLARKSTON Hoffman moved to recommend approval of the attached suggested resolution. Seconded by Powell. Motion carried unanimously on a roll call vote with Gingell absent. 7. PARKS AND RECREATION COMMISSION – LAND DONATION INZITARI PAREL (08-03-401- 008) ADDED TO INDEPENDENCE OAKS COUNTY PARK Kochenderfer moved to recommend approval of the attached suggested resolution. Seconded by Nelson. Motion carried unanimously on a roll call vote with Gingell absent. 8. PARKS AND RECREATION COMMISSION – RECOGNIZING JULY 2020 AS NATIONAL PARK AND RECREATION MONTH Nelson moved to recommend approval of the attached suggested resolution. Seconded by Jackson. PUBLIC SERVICES – ANIMAL SHELTER AND PET ADOPTION CENTER – MSU FEDERAL CREDIT UNION DONATION Hoffman moved to recommend approval of the attached suggested resolution. Seconded by Nelson. Motion carried unanimously on a roll call vote with Gingell absent.
