Chairperson Luebs called the meeting of the Health, Safety and Human Services Committee to
order at 12:03 p.m. via Videoconference.

APPROVAL OF THE MINUTES
Jackson moved approval of the minutes from July 28, 2020, and August 6, 2020, as
presented. Seconded by Nelson.
Motion carried.

Nelson moved approval of the agenda, as presented. Seconded by Jackson.

REGULAR AGENDA
1. PRESENTATION – UPDATE ON 2020 JAIL AND PRETRIAL TASK FORCE LEGISLATION
Quentin Weld, Policy Specialist, Crime and Justice Institute, gave a brief PowerPoint presentation
regarding the 2020 Jail and Pretrial Task Force Legislation.
Kochenderfer moved to receive and file the documents titled, “Michigan Jails Task Force
– House Legislation”, “Michigan Jails Task Force – Senate Legislation”, and the Power
Point presentation titled, “Michigan Joint Task Force on Jail and Pretrial Incarceration -
Legislative Package.” Seconded by Nelson.
Motion carried.
2. CIRCUIT COURT/CIVIL/CRIMINAL DIVISION – INTERLOCAL AGREEMENT FOR
MENTAL HEALTH SERVICES BETWEEN THE SIXTH JUDICIAL CIRCUIT COURT
(ADULT TREATMENT COURT) AND OAKLAND COMMUNITY HEALTH NETWORK
Nelson moved to recommend approval of the attached suggested resolution. Seconded
by Jackson.
Motion carried unanimously on a roll call vote with Gingell absent.
3. OAKLAND COUNTY CIRCUIT COURT – INTERLOCAL AGREEMENT BETWEEN
OAKLAND COUNTY AND THE OAKLAND COMMUNITY HEALTH NETWORK FOR
ADULT TREATMENT COURT – AMENDMENT #2
Hoffman moved to recommend approval of the attached suggested resolution. Seconded
by Miller.
Motion carried unanimously on a roll call vote with Gingell absent.
4. CIRCUIT COURT/FAMILY DIVISION – INTERLOCAL AGREEMENT FOR WRAPAROUND
SERVICES WITH OAKLAND SCHOOLS
Markham moved to recommend approval of the attached suggested resolution. Seconded
by Nelson.
Motion carried unanimously on a roll call vote with Gingell absent.

5. SHERIFF’S OFFICE, PROSECUTING ATTORNEY – FISCAL YEAR 2020 OAKLAND
COUNTY NARCOTICS ENFORCEMENT TEAM (NET) BYRNE GRANT REQUEST FOR
GRANT MATCH AMENDMENT
Hoffman moved to recommend approval of the attached suggested resolution. Seconded
by Nelson.
Motion carried unanimously on a roll call vote with Gingell absent.
6. SHERIFF’S OFFICE – EXTENSION OF CONTRACT WITH HELINET AVIATION SERVICES
LLC
Miller moved to recommend approval of the attached suggested resolution. Seconded
by Nelson.
Motion carried unanimously on a roll call vote with Kochenderfer and Gingell absent.
7. SHERIFF’S OFFICE – SPECIAL WEAPONS AND TACTICS TEAM (SWAT) INTERLOCAL
AGREEMENT
Jackson moved to recommend approval of the attached suggested resolution. Seconded
by Markham.
Motion carried unanimously on a roll call vote with Kochenderfer and Gingell absent.
8. HEALTH AND HUMAN SERVICES – HEALTH DIVISION – QPCR METHODS FOR
OAKLAND COUNTY BEACHES GRANT CONTRACT WITH THE DEPARTMENT OF
ENVIRONMENTAL QUALITY (DEQ) – DEQ PROJECT NUMBER 2018-7216 AMENDMENT
#3 OVER 15%
Markham moved to recommend approval of the attached suggested resolution. Seconded
by Nelson.
Motion carried unanimously on a roll call vote with Kochenderfer and Gingell absent.
9. MR #20345 – BOARD OF COMMISSIONERS – SUPPORT FOR THE EQUAL RIGHTS
AMENDMENT RATIFICATION
Markham moved to recommend approval of the attached suggested resolution. Seconded
by Miller.
Motion carried unanimously on a roll call vote with Kochenderfer and Gingell absent.
10. MR #20346 – BOARD OF COMMISSIONERS – URGING THE U.S. SENATE TO TAKE
ACTION ON THE PAYCHECK FAIRNESS ACT
Nelson moved to recommend approval of the attached suggested resolution. Seconded
by Miller.
