MEMBERS PRESENT: David Woodward, Marcia Gershenson, Michael Spisz, Helaine Zack, Janet Jackson, Penny Luebs, William Miller, Kristen Nelson, Shelley Taub, Philip Weipert, Thomas Kuhn MEMBERS ABSENT WITH NOTICE: None PLEDGE OF ALLEGIANCE Chairperson Woodward led the Committee in the recitation of the Pledge of Allegiance. APPROVAL OF THE MINUTES Spisz moved approval of the minutes from the August 10, 2020, Pandemic Response and Economic Recovery Committee, as presented. Seconded by Nelson. Motion carried. APPROVAL OF AGENDA Chairperson Woodward requested the Agenda be amended to move items 4 and 5 ahead of items 2 and 3. There were no objections. Weipert moved approval of the agenda, as amended. Seconded by Nelson. Motion carried. PUBLIC COMMENT None. COMMUNICATIONS A. Seconded by Weipert. Motion carried. Luebs moved to receive and file the Communication. Seconded by Zack. Motion carried. REGULAR AGENDA 1. BOARD OF COMMISSIONERS – APPROVAL OF THE OAKLAND TOGETHER COUNTY COVID-19 PANDEMIC RESPONSE PLAN AND REIMBURSEMENT OF ELIGIBLE EXPENSES FROM CORONAVIRUS RELIEF GRANT FUNDS Sean Carlson, Deputy County Executive, provided the Commissioners with an update on the Oakland Together County COVID-19 Response Plan and Reimbursements and answered questions posed by the Commissioners. Spisz moved to recommend approval of the attached suggested resolution. Seconded by Zack. Motion carried unanimously on a roll call vote. 4. BOARD OF COMMISSIONERS – AMENDMENT OF MR #20162 OAKLAND COUNTY COVID-19 VETERANS RELIEF PROGRAM – EXPANSION ON ELIGIBILITY OF CARES ACT FUNDING TO SERVICE VETERAN POPULATION IN OAKLAND COUNTY Sean Carlson, Deputy County Executive, provided the Commissioners with an update on the Veterans’ Relief Program and answered questions posed by the Commissioners. Luebs moved to recommend approval of the attached suggested resolution. Seconded by Weipert. Spisz moved to amend the resolution to insert the following: BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the creation of an Oakland County COVID-19 Veterans Relief Program Oversight Committee. The Oversight Committee will be comprised of the following representatives: • (1) One Oakland County Commissioner from the majority party; and an alternate • (1) One Oakland County Commissioner from the minority party; and an alternate • (1) One Representative appointed by the Oakland County Executive. BOARD OF COMMISSIONERS – APPROVAL OF REALLOCATION OF CORONAVIRUS RELIEF GRANT FUNDS FROM THE OAKLAND SMALL BUSINESS STABILIZATION FUND TO THE OAKLAND TOGETHER SMALL BUSINESS RECOVERY GRANT PROGRAM Sean Carlson, Deputy County Executive, provided the Commissioners with an update on the Oakland Small Business Stabilization Fund and answered questions posed by the Commissioners. Zack moved to recommend approval of the attached suggested resolution. Seconded by Luebs. Motion carried unanimously on a roll call vote. 3. BOARD OF COMMISSIONERS – ESTABLISH THE OAKLAND TOGETHER CULTURAL INSTITUTION COVID-19 SUPPORT FUND AND APPROPRIATION OF CARES ACT GRANT CORONAVIRUS RELIEF FUNDS Chairperson Woodward and Hilarie Chambers, Chief Deputy County Executive provided the Commissioners with an update on the establishment of the Oakland Together Cultural Institution COVID-19 Support Fund and answered questions posed by the Commissioners. Zack moved to recommend approval of the attached suggested resolution. Seconded by Luebs. Taub moved to amend the title and the NOW THEREFORE BE IT RESOLVED paragraph, as follows: Add the phrase “and artists”. Seconded by Zack. Chairperson Woodward answered questions posed by the Commissioners. Commissioner Taub withdrew her motion for amendment. Main motion, as presented, carried unanimously on a roll call vote. 2. BOARD OF COMMISSIONERS – ESTABLISHMENT OF THE OAKLAND TOGETHER SCHOOL COVID-19 SUPPORT FUND AND APPROPRIATION OF $28 MILLION FROM CARES ACT CORONAVIRUS RELIEF FUNDS Nelson moved to recommend approval of the attached suggested resolution. Seconded by Taub. Moved by Spisz to amend the 1st BE IT FURTHER RESOLVED as follows: BE IT FURTHER RESOLVED the Oakland Together School COVID-19 Support Fund (“The Fund”) shall be administered with the following guidelines: • The distribution formula for the allocation of available funding to school districts and public school academies shall be based upon the following weighted factors: Pandemic Response and Economic Recovery Committee Page 4 September 2, 2020 o 30% based on student population per district o 15% based on number of special education students per district o 35% based on number of economically disadvantaged students per district o 25% 20% total staffing per district Seconded by Weipert. Motion carried unanimously. Main motion, as amended, carried unanimously on a roll call vote. OTHER BUSINESS/ADJOURNMENT Kathleen Forzley, Director, Department of Health and Rudy Hobbs, Deputy County Executive gave an update on the School Nurse Program and answered questions posed by the Commissioners.
