BOARD OF COMMISSIONERS – APPROVAL OF ADDITIONAL APPROPRIATION FOR THE 2020/2021 SCHOOL DRINKING WATER STATION PROGRAM Gershenson moved to recommend approval of the attached suggested resolution. Seconded by McGillivray. Motion carried unanimously on a roll call vote. 3. MANAGEMENT AND BUDGET/EQUALIZATION DIVISION – DESIGNATED ASSESSOR INTERLOCAL AGREEMENT Markham moved to recommend approval of the attached suggested resolution. Seconded by Powell. Motion carried unanimously on a roll call vote. Finance and Infrastructure Committee Page 4 November 18, 2020 AGENDA Chairperson Zack indicated that Item 4, “County Executive – Approval of a Request for Proposal to Enter into Professional Services Contracts for Strategic Planning and an Equity Audit to Improve County Government Services” would be taken up after Item #6. There were no objections. 5. HUMAN RESOURCES – IMPLEMENTATION OF A VOLUNTARY EARLY SEPARATION INCENTIVE PROGRAM (VESIP) Gershenson moved to recommend approval of the attached suggested resolution. Seconded by Markham. Motion carried unanimously on a roll call vote. 6. HUMAN RESOURCES – SALARY ADMINISTRATION PLAN FOR NON-REPRESENTED EMPLOYEES McGillivray moved to recommend approval of the attached suggested resolution. Seconded by Markham. Motion carried on a roll call vote with Middleton voting no. 4. COUNTY EXECUTIVE – APPROVAL OF A REQUEST FOR PROPOSAL TO ENTER INTO PROFESSIONAL SERVICES CONTRACTS FOR STRATEGIC PLANNING AND AN EQUITY AUDIT TO IMPROVE COUNTY GOVERNMENT SERVICES Gershenson moved to recommend approval of the attached suggested resolution. Seconded by Markham. Motion carried on a roll call vote with Middleton and Long voting no. 7. HUMAN RESOURCES – WATER RESOURCES COMMISSIONER’S CLASSIFICATIONS SALARY ADJUSTMENT Powell moved to recommend approval of the attached suggested resolution. Seconded by Markham. Motion carried unanimously on a roll call vote. COMMITTEE RECESSED AT 11:40 A.M. COMMITTEE RECONVENED AT 11:50 A.M. 8. APPROVAL OF CLOSING AGREEMENT WITH IRS CONCERNING THE DEFINED BENEFIT PLAN McGillivray moved that the Finance and Infrastructure Committee go into Closed Session for the purpose of discussing pending litigation. Seconded by Kowall. Motion carried unanimously on a roll call vote. Finance and Infrastructure Committee Page 5 November 18, 2020 The Committee went into Closed Session at 11:50 a.m. The Committee resumed in Open Session at 12:10 p.m. McGillivray moved to authorize Corporation Counsel to proceed as discussed in Closed Session. Seconded by Middleton. Motion carried unanimously on a roll call vote.
