MINUTES OF THE BOARD OF COUNTY ELECTION COMMISSIONERS
CALL TO ORDER:
The Board of County Election Commissioners meeting was called to order by the Honorable Linda S.
Hallmark on June 6, 2022 at 1:00 p.m. in the Oakland County Elections Division, Board of
Canvassers/Training Room, 1st floor, West Wing Extension, 1200 N. Telegraph Road, Pontiac, MI 48341.
ROLL CALL:
MEMBERS PRESENT: Hallmark, Brown, Wittenberg. (3)
ABSENT: None. (0)
OTHERS PRESENT: Joseph Rozell, Director of Elections; Heather Kadulski, Elections Specialist; Zinnia
Kallabat, Deputy Treasurer; and Brandon Buck, Corporation Counsel.
APPROVAL OF AGENDA:
Moved by BROWN seconded by WITTENBERG to approve the agenda. Motion carried.
APPROVAL OF MINUTES:
Moved by WITTENBERG seconded by BROWN to approve the minutes of the May 18, 2022 Board of
County Election Commissioners Meeting. Motion carried.
NEW BUSINESS:
A. RECEIVE AND FILE LIST OF CERTIFIED CANDIDATES FOR THE AUGUST 2, 2022
PRIMARY ELECTION.
Discussion followed.
Moved by BROWN seconded by WITTENBERG to receive and file the list of certified candidates. Motion
carried.
B. APPROVAL OF BALLOTS FOR THE AUGUST 2, 2022 PRIMARY ELECTION.
Discussion followed.
Judge Hallmark stated that sample ballots were submitted to the commissioners for approval.
The commissioners reviewed ballots submitted for Brandon Township, Precinct 1, Oxford Township,
Precinct 1, Bloomfield Hills, Precinct 1 and Pontiac, Precinct 1. Judge Hallmark asked for a motion to
approve the ballots for the August 2, 2022 Primary Election.
Moved by WITTENBERG seconded by HALLMARK that the ballots be approved.

NAYS: NONE. (0)
The ballots were APPROVED.
C. RECEIVE AND FILE CLARIFYING DESIGNATION
Discussion followed.
The Board of County Election Commissioners agreed with the decision made by Joseph J. Rozell, Director
of Elections.
Judge Hallmark stated the correspondence was received and filed.
D. RECALL LANGUAGE
Judge Hallmark advised that proper notice had been given for today’s meeting for the recall of Dianne
Scheib-Snider, Supervisor, Township of Rose and Paul Gambka, Treasurer, Township of Rose. She also
advised that the purpose of today’s meeting according to MCL 168.952 of Michigan Election Law, is that
the Commission shall meet and determine whether each reason for the recall stated in the petitions is of
factual and sufficient clarity to enable the officer(s) whose recall is being sought and the electors to identify
the course of conduct which is the basis of the recall.
I. RECALL OF DIANNE SCHEIB-SNIDER
“AS TOWNSHIP SUPERVISOR, DIANNE SCHEIB-SNIDER VOTED ON SEPTEMBER 8, 2021 TO
APPROPRIATE $30,000 FOR THE PURPOSE OF NEGOTIATING A COLLECTIVE BARGAINING
AGREEMENT WITH THE NORTH OAKLAND COUNTY FIRE AUTHORITY FIREFIGHTERS UNION. ON
MARCH 9, 2022, IT WAS REVEALED THAT SHE CAUSED $2,625 OF THOSE FUNDS TO BE SPENT
TO PURSUE THE TERMINATION OF THE FIRE CHIEF, A NON-UNION POSITION.”
Judge Hallmark asked if there was anyone present who wished to come forward to speak as a proponent
of the petition. Don Speace, Julius Stern, Warren Hardie, John Lauve and Dan Johnson spoke in support
of the petition.
Judge Hallmark asked if there was anyone present who wished to come forward to speak in opposition to
the petition. Bob Hoffman and Dan Wholihan spoke in opposition of the petition.
Discussion followed.
Moved by HALLMARK seconded by BROWN that the petition submitted by Donald Speace for Dianne
Scheib-Snider, Supervisor, Township of Rose be disapproved.

The petition was DISAPPROVED.

“AS TOWNSHIP TREASURER, PAUL GAMBKA VOTED ON SEPTEMBER 8, 2021 TO APPROPRIATE

Judge Hallmark asked if there was anyone present who wished to come forward to speak as a proponent
of the petition. No one spoke as a proponent of the petition.
Judge Hallmark asked if there was anyone present who wished to come forward to speak in opposition to
the petition. Dan Wholihan spoke in opposition to the petition.
Discussion followed.
Moved by BROWN seconded by WITTENBERG that the petition submitted by Donald Speace for Paul
Gambka, Treasurer, Township of Rose be disapproved.
VOTE ON PAUL GAMBKA PETITION: AYES: BROWN, WITTENBERG, HALLMARK.

The petition was DISAPPROVED.
PUBLIC COMMENT: John Lauve, Bob Hoffman, Don Speace and Julius Stern addressed the board during
public comment.
Moved by WITTENBERG seconded by BROWN that the meeting be adjourned. Motion carried.
Judge Hallmark adjourned the meeting at 1:33 p.m.
