Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Cavell, Charles, Gershenson, Jackson, McGillivray, Miller, Nelson, Powell, Woodward. (9) EXCUSED ABSENCE WITH NOTICE: Luebs, Markham. (2) Quorum present. The following people addressed the Caucus during Public Comment #1: Kathryn Kennedy and Ross Barranco. Moved by Miller seconded by Cavell the minutes of the June 7, 2022 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. The members of the Caucus discussed the Board Agenda. Commissioner David Woodward addressed the Caucus to announce Economic Development and Infrastructure Committee item 13 b. entitled: Board of Commissioners – Resolution Creating Special Committee to Study Road Commission Operations Options will be postponed until the following Board meeting. Commissioner William Miller III addressed the Caucus regarding Economic Development and Infrastructure Committee items 13 a. entitled: Facilities Planning & Engineering – Resolution Children’s Village Security Enhancements Fencing and Gates and item 13 c. entitled: Board of Commissioners – Resolution Opposing the Imposition of Highland Park’s Water and Sewer Debt on Oakland County Communities. Commissioner Charles Cavell addressed the Caucus regarding Finance Committee Items 14 a. entitled: Treasurer’s Office – Interlocal Agreement with the State Land Bank Authority to Create Oakland County Land Bank Authority and item 14 b. entitled: Water Resources Commissioner – Resolution Northwest Oakland Sewer General Fund Transfer to Drainage District Account. June 23, 2022 Commissioner David Woodward addressed the Caucus regarding the advantage of Oakland County creating a Land Bank Authority for the purpose of addressing foreclosed properties. Commissioner David Woodward addressed the Caucus regarding Public Health & Safety Committee item 16 b. entitled: Health & Human Services – Resolution Appropriating American Rescue Plan Act – Local Fiscal Recovery Funds for the Healthy Food Access Initiative. He stated that an amendment will be introduced by Commissioner Michael Gingell at tonight’s Board meeting. Commissioner David Woodward addressed the Caucus regarding P ublic Health and Safety Committee items 16 c. entitled: Health & Human Services – Resolution Appropriating American Rescue Plan Act – Local Fiscal Recovery Funds for a Food Landscape Study, item 16 d. entitled: Health and Human Services – Resolution Appropriating American Rescue Plan Act – Local Fiscal Recovery Funds for a Food Landscape Study and item 16 e. entitled: Health & Human Services – Resolution Appropriating American Rescue Plan Act – Local Fiscal Recovery Funds for Corktown Health. Deb Brinson, Chief Executive Officer, HONOR Community Health addressed the Caucus regarding agenda item 16 d. entitled Health & Human Services – Resolution Appropriating American Rescue Plan Act – Local Fiscal Recovery Funds for HONOR Community Health. Commissioner Angela Powell addressed the Caucus to thank the Oakland County Executive Office team members for their community involvement. Discussion followed. Chairperson Kristen Nelson addressed the Caucus to discuss the Public Health & Safety Committee meeting held prior to tonight’s Caucus meeting regarding items 12 m. entitled: 51-1 District Court (Novi) – Grant Amendment to the FY 2022 Michigan Drug Court Grant, item 12 n. entitled: 52-1 District Court (Novi) – Grant Amendment to the FY 2022 Michigan Mental Health Court Grant and item 12 o. entitled: Board of Commissioners – Resolution Increasing Marine Safety Patrols on Oakland County Lakes During the 2022 Boating Season – Pilot Program. Waiver of Rule III will be requested to add these Committee items to the Consent Agenda during tonight’s Board meeting. Discussion followed. Commissioner Janet Jackson addressed the Caucus regarding the need for food study programs in Oakland County. Commissioner Jackson also thanked Lighthouse Democratic Caucus Minutes Continued. June 23, 2022 Emergency Services for their involvement in addressing food supply issues for Oakland County families. Commissioner Yolanda Smith Charles addressed the Caucus to inform the Commissioners she will be introducing a resolution during tonight’s Board meeting entitled: Resolution – Appropriation of American Rescue Plan Act – Local Fiscal Recovery Funds for the Water Affordability Coalition. Commissioner Charles will be requesting a suspension of the rules for an immediate vote. Discussion followed. Robert Wittenberg, Oakland County Treasurer addressed the Caucus to discuss the development of a Land Bank Authority for Oakland County. The Authority will be housed within the Oakland County Treasurer’s Department. Discussion followed. Commissioner Gary McGillivray addressed the Caucus to announce the Oakland County Fair will be held July 8 – July 15, 2022. The fair will be located at Springfield Oaks County Park. Media use passes can be requested by contacting Desiree Stanfield, Supervisor Marketing & Communications, Oakland County Parks and Recreation. Commissioner David Woodward addressed the Caucus to announce Commissioner Robert Hoffman will be introducing a resolution at tonight’s Board meeting entitled: Encouraging the Government and Michigan Legislature to Significantly increase the State Earned Tax Credit. Commissioner Woodward also announced he will be introducing a resolution with Commissioner Michael Gingell entitled: Sponsorship of 2022 Arts, Beats and Eats festival in partnership with the City of Royal Oak. Commissioner William Miller III addressed the Caucus to request the support of the Commission to take up a survey for the community regarding the increasing deer population and the growing threat of tick-borne diseases in Oakland County. Discussion followed. Commissioner Yolanda Smith Charles addressed the Caucus regarding the need for diversity during the application process to become a vendor for Oakland County. Commissioner Gary McGillivray addressed the Caucus to announce he will be introducing a resolution at tonight’s Board meeting entitled: Recognizing July 2022 as National Parks and Recreation Month. Commissioner McGillivray will be requesting a suspension of the rules for an immediate vote. Discussion followed. Democratic Caucus Minutes Continued. June 23, 2022 Commissioner William Miller III addressed the Caucus to announce a meeting of the National Association of Counties organization (NACo), will be held on July 20, 2022. Discussion followed. The following people addressed the Caucus during Public Comment #2: Kathryn Kennedy and Ross Barranco.
