Board of Commissioners - Resolution Appropriating American Rescue Plan Act — Local Fiscal Recovery
Funds to Address the Impact of C017ID-19 on Early Childhood Education Staffing Supply in Oakland
County in Partnership with United Way for Southeastern Jlichigan
Chairperson and Members of the Board:
WHEREAS the United States Treasury allocated Oakland County $244.270,949 of Local Fiscal Recovery
Funds (LFRF) established under the American Rescue Plan Act (ARPA) of 2021; and
WHEREAS tinder the initial guidance of the Interim Final Rule, the County may use these fiends at their
discretion to support eligible investments in public health expenditures: address negative economic impacts
caused by the public health emergency; replace lost public sector revenue; provide premium pay for essential
workers: and invest in water, sewer, and broadband infrastructure: and
WHEREAS the proposed increase of qualified and certified early childhood educators in Oakland County will
ensure current child care providers have enough trained and certified staff to operate at full capacity and
potentially take advantage of the expansion of the Great Start to Readiness Program (GSRP ); and
WHEREAS the workforce is the most critical component of quality in an early childhood program; and
WHEREAS all teachers need to have a foundational knowledge of child development and be able to lead
activities that promote children's learning at various ages: and
WHEREAS this important role requires that teachers have formal education and training in early childhood
education as most staff in GSRP (and Head Start) programs need to have a base -level certification called a
Child Development Associate (CDA): and
WHEREAS United Way's Early Learning C'onnnurity network and the Wayne Oakland Macomb Resource
Center are nationally certified ,,vith the highest possible accreditation to conduct CDA training, which includes
both a cohort -based classroom model as well as a self -directed study; and
WHEREAS in addition to enrolling four (4) cohorts of twenty-five (25) candidates in a 12-week CDA training
program through the Early Learning Community, this funding will support efforts in Oakland County to
continue the offering of self -directed CDA training, additional trainings aimed at improving the overall
program, staff quality and coordinated supports to assist providers and individuals in accessing these and other
supportive services, including families connecting to childcare: and
WHEREAS an appropriation of S450,000 is requested to address the impact of COVID-19 on early education
staffing supply in Oakland County as outlined in Exhibit A.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes an
appropriation in the amount of S450,000 in American Rescue Plan Act - Local Fiscal Recovery Funds to
increase the number of qualified and certified early childhood educators in Oakland County to ensure current
child care providers have enough trained and certified staff to operate at full capacity and potentially take
advantage of the expansion of the Great Start to Readiness Program as outlined in Exhibit A.
BE IT FURTHER RESOLVED that the Director of Economic Development shall act as contract
administrator and shall be authorized to enter into a contract for services for program administration with the
United Way for Southeastern Michigan, subject to review by the Purchasing Division and Corporation Counsel.
BE IT FURTHER RESOLVED that quarterly reports detailing expenditures and performance metrics shall be
forwarded to the Board of Commissioners.
BE IT FURTHER RESOLVED that approval of appropriations of American Rescue Plan Act — Local Fiscal
Recovery Funds for programs and services by Oakland County shall not obligate a conuuitnrent of the General
Fund unless authorized by action of the Board of Conurrissioners.
BE IT FURTHER RESOLVED that the FY 2022 budget shall be arnended as reflected in the attached
Schedule A — Budget Anrendirient.

on Early Childhood Education Staffing Supply through Job Training
in Oakland County
PROPOSAL: Increase Qualified and Certified Early Childhood Education Staffinq
Goal: Address the negative impacts of COVID-19 on staffing in the Early Childhood Education sector
by ensuring current providers have enough trained and certified staff to operate at full capacity, the
highest quality, and potentially take advantage of the expansion of the Great Start to Readiness
Program (GSRP). Allow workers to advance their economic opportunities by having a certification
that qualifies them for higher paying jobs in the field of childcare.
Context and participant impact: The ECE sector has seen an unprecedented number of its
workforce leave the sector due to the COVID-19 pandemic. These circumstances, paired with low
wages, drive qualified staff into other jobs that pay higher wages. This workforce gap is further
exacerbated by the expansion of GSRP, the state's subsidized four-year old pre-school program,
which requires certified staff in classrooms. Most staff in GSRP and Head Start programs require a
base -level certification called the Child Development Associate (CDA) to be in the classroom. Key
stakeholders, like the Wayne -Oakland -Macomb Resource Center and United Way's Early Learning
Community partners, must collaborate to address this disparity. These partners can work in concert
to provide extensive coaching and job training to ECE providers, as well as community colleges, high
schools, and community -based organizations to offer no- or low-cost CDA programs. This strategy
will ensure replenishing of qualified staff and support the expansion of the GSRP program — which
provides no4low-cost care to families and allows others to return to work driving positive economic
impact. It will also expand participant's options for higher paying opportunities within the field and
place them on a path to wage growth and economic stability.
Recommendation: United Way's Early Learning Community network and the Wayne -Oakland -
Macomb Resource Center are nationally certified with the highest possible accreditation to conduct
the CDA training. We propose the expansion of these efforts in Oakland County — in partnership with
other organizations doing the CDA training — to create a more robust pipeline to certification. Our
CDA training model includes both a cohort -based classroom model as well as self -directed study
through classes offered at United Way's Early Learning Communities. The proposed programs will
run over one year with the option to renew. The CDA program cohorts run 12 weeks and will have a
staggered start for each of the cohorts throughout the year. The program already collects basic
participant demographics, including household income, and we will work with the County to ensure
appropriate participant intake and monitoring to ensure funding compliance.

Number of Participants and Impact: This funding will serve 100 individuals. Expanding the CDA
program by 100 candidates over the next year (4 cohorts of 25) marks significant growth for our Early
Learning Communities. Currently, the program graduates about 100 providers in the tri-county area,
so this goal for Oakland County represents a doubling of annual CDA recipients.
Each of the 100 Oakland County candidates (living and/or working in OC) would be expected to take
60 hours of ELC trainings at our Oakland Early Learning Community. These additional 12,000 training
hours would have to be in the specific eight CDA subject areas and represents a significant expansion
of services. For context, our Oakland ELC provided 341 trainings to 3,275 attendees and ensuring
stable funding for the next year would help ensure we could continue to provide that level of service
and cover the additional training hours provided. These ELC classes are open to other participants,
so there is the added effect of ensuring that current childcare providers stay in the field as these
classes meet licensing training hours requirements.
The participating educators — most women and women of color — are not paid nearly enough for this
essential service. According to the Center of the Study of Child Care Employment, they make on
average $11.13 an hour, a third of what a kindergarten teacher makes, significantly capping their
earning potential and keeping household income down. Michigan early educators with a bachelor's
degree are paid 21.5 percent less than their colleagues in the K-8 system. The poverty rate for early
educators in Michigan is 18.9 percent, much higher than for Michigan workers in general (10.8
percent) and 7.3 times as high as for K-8 teachers (2.6 percent). Earning the CDA will help expand
their options for employment in early education, including with GSRP which pays at the top of the
scale for the sector, and support the expansion of the GSRP program that will allow many more
families to receive low- or no -cost care and return to the workforce driving positive economic impact.
Sustainability: The state's commitment to expanding the Great Start to Readiness Program (the free
4-year-old preschool program) ensures that demand for CDA credentialed staff will remain, These
positions often pay at the top of the sector and should work to reduce staff attrition and maintain the
impact on children for years to come. Moreover, creating a strong pathway to certification and
provider supports now will place Oakland County and other stakeholders in a better position to go
after additional funding to support the ECE sector as it becomes available through other state and
federal initiatives.
Budget: $450,000 — Of this amount, $200,000 to fund 4 cohorts of 25 participants each to complete
the CDA training through the Early Learning Community. The other $250,000 would go to fund the
Early Learning Community efforts in Oakland County to continue the offering of the self -directed CDA
trainings, additional trainings aimed at improving overall program and staff quality, and coordinated
supports to assist providers and individuals in accessing these trainings and other supportive services
and programs.
