On May 12, 2022 the Board of Commissioners for Oakland County entered into an agreement per MR #22173 – Sheriff’s
Office – Interlocal Agreement with the Charter Township of Orion for 2022-2024 Marine Patrol Services.
As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of
Oakland and the Charter Township of Orion, and the authorizing Board of Commissioners Resolution are enclosed for
filing by your office.

1. CALL TO ORDER. The Charter Township of Orion Board of Trustees held a regular meeting on Monday,
May 2, 2022, at the Orion Township Municipal Complex Board Room, 2323 Joslyn Road, Lake Orion, MI 48360.
BOARD MEMBERS PRESENT: Chris Barnett, Penny Shults, Donni Steele, Brian Birney, Julia Dalrymple,
Mike Flood, Kim Urbanowski
BOARD MEMBERS ABSENT: None
OTHERS PRESENT: Garrett Hoffman Rev. Jim Kean Gary Roberts Dan Dewey
2. INVOCATION AND PLEDGE. Rev. Jim Kean of St. Joseph Church gave the invocation and lead the
Pledge of Allegiance.
3. APPROVAL OF BILLS. Moved by Trustee Flood, seconded by Treasurer Steele to authorize payment of
bills in the amount of $1,029,140.94 and payrolls in the amount of $608,148.16 for a total disbursement of
funds in the amount of $1,637,289.10 as presented. AYES: Steele, Birney, Dalrymple, Flood, Urbanowski,
Barnett, Shults ABSENT: None NAYS: None MOTION CARRIED
4. PUBLIC COMMENT. Public comment was heard.
5. APPROVAL OF AGENDA. 6D Agreement – Ascension Lease, Orion Center removed per Attorney, added
6J Tuition Reimbursement. MOTION CARRIED
6. CONSENT AGENDA.
A. Minutes – Regular Meeting, April 18, 2022. Approve, as presented.
B. Minutes – Public Hearing, April 18, 2022. Approve, as presented.
C. Agreement – Marine Patrol 2022-2024. Approve the 2022-2024 Marine Patrol Agreement and
authorize the Supervisor and Clerk to sign on behalf of the Township.
D. Agreement – Ascension Lease, Orion Center. Removed per Attorney
E. Schedule Public Hearing – Truth-In-Budgeting. Set the date for the Truth-in-Budgeting Public
Hearing, on the proposed millage rates to be levied for 2022 (in support of the 2023 budget), for 7:00
p.m. on Monday, May 16, 2022, and direct the Clerk to publish the proper legal notice for same.
F. Purchase – OCSO Case Cracker. Authorize Lieutenant Darren Ofiara to work with the Oakland
County Sheriff’s Office and American Video Transfer to initiate the purchase and install Case Cracker
in the Orion Township substation with an amount not to exceed $32,705.00.

G. Appointments – Orion Cable Communications Commission. Reappoint Ralph Painter and Tom
Watson to the Orion Community Cable Communication Commission for two-year terms expiring
June 30, 2024.
H. Hire – Election Coordinator/Assistance to the Clerk. Hire Melissa Drouillard as Full Time, Level 6,
Technical Union position at the starting rate of $21.21 per hour, full time, 40 hours per week, full
benefits, effective the week of May 23, 2022, pending results of Background Check, Physical and Drug
Screening.
I. Ordinance No. 62 Recreational Vehicle Permits. Approve the Ordinance No.62 Permit Application
and Permit and authorize the Township Clerk to file same and set the permit fee for Recreational
Vehicle Permits under the Ordinance at $300.00, to cover the reasonable administrative costs to the
Township to review and issue Ordinance 62 Permits.
J. Tuition Reimbursement. Authorize Tandem Graves to take the Federal Taxation course and approve
reimbursement in an amount not to exceed $960.00, contingent upon all requirements as listed in the
Tuition Reimbursement Policy.
Moved by Trustee Flood, seconded by Trustee Birney to approve the Consent Agenda, as presented.
AYES: Flood, Urbanowski, Barnett, Shults, Steele, Birney, Dalrymple ABSENT: None NAYS: None

7. PENDING.
A. Authorize the Release of Draft Master Plan. Moved by Clerk Shults, seconded by Trustee Flood to
authorize the distribution of the draft Master Plan, including the new Future Land Use map, to review
agencies and adjacent municipalities as specified in the MPEA, and making the draft available for review
by the public on the Township’s website and via hardcopy at the Planning & Zoning offices.
AYES: Urbanowski, Barnett, Shults, Steele, Birney, Dalrymple, Flood ABSENT: None NAYS: None
MOTION CARRIED
8. REPORTS.
A. Police/Fire Reports. Moved by Trustee Flood, seconded by Trustee Birney, to receive and file the
reports, as presented. MOTION CARRIED
B. Building Department. Moved by Trustee Flood, seconded by Trustee Birney to receive and file
Building Department March 2022 Reports, as presented. MOTION CARRIED
C. Paint Creek Trail – Tour De Trail. Moved by Treasurer Steele, seconded by Clerk Shults to receive
and file the Friends of the Paint Creek Trail Tour de Trail, as presented. MOTION CARRIED
