HomeMy WebLinkAboutMinutes - 2022.07.19 - 37466 OAKLAND COUNTY BOARD OF COMMISSIONERS DEMOCRATIC CAUCUS MINUTES July 19, 2022 Meeting called to order by Caucus Chairperson Kristen Nelson at 5:05 p.m. in the Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Cavell, Charles, Gershenson, Jackson, Luebs, Markham, McGillivray, Miller, Nelson, Powell and Woodward. (11) EXCUSED ABSENCE WITH NOTICE: None. (0) Quorum present. No one addressed the Caucus during Public Comment #1. Moved by McGillivray seconded by Miller the minutes of the June 23, 2022 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. The members of the Caucus discussed the Board Agenda. Chairperson Kristen Nelson addressed the Caucus regarding the formation of the Oakland County Land Bank Authority. She stated that they are currently accepting applications for a seat on the Authority for the following: One Oakland County Township official who has economic development, housing, planning or real estate experience. One Oakland County City official who has economic development, housing, planning or real estate experience. One Oakland County resident who has economic development, housing, plann ing or real estate experience. Commissioner Miller addressed the Caucus regarding Legislative Affairs and Government Operations Committee item 11 d. entitled: Board of Commissioners – Resolution Opposing Senate Bill 446 to Amend Article II (Zoning Authorization and Initiation) of the Michigan Zoning Enabling Act. Discussion followed. Moved by Commissioner Charles to postpone Legislative Affairs and Government Operations Committee item 11 d. entitled: Board of Commissioners – Resolution Democratic Caucus Minutes Continued. July 19, 2022 Opposing Senate Bill 446 to Amend Article II (Zoning Authorization and Initiation) of the Michigan Zoning Enabling Act to the August 4, 2022, Board of Commissioners meeting. Seconded by Commissioner Miller. AYES: Cavell, Charles, Gershenson, Jackson, Luebs, Markham, McGillivray, Miller, Powell and Woodward. (10) NAYS: Nelson. (1) A sufficient majority having voted in favor, the resolution was postponed to the August 4, 2022 Board of Commissioners meeting. Commissioner Penny Luebs addressed the Caucus regarding Public Health and Safety Committee item 16 b. entitled: Executive’s Office – Resolution Appropriating American Rescue Plan Act – Local Fiscal Recovery Funds for the Oakland County Out of School Time Learning Supports Investment. Discussion followed. Commissioner Miller addressed the Caucus regarding Economic Development and Infrastructure Committee item 13 a. entitled: Board of Commissioners – Resolution Creating Special Committee to Study Road Commission Operations Options. Discussion followed. Chairperson Kristen Nelson addressed the Caucus to inform the Commissioners that an amendment to Public Health and Safety Committee item 16 b. entitled: Executive’s Office – Resolution Appropriating American Rescue Plan Act – Local Fiscal Recovery Funds for the Oakland County Out of School Time Learning Supports Investment will be offered by Commissioners Weipert and Kuhn. Commissioner Powell addressed the Caucus to inform the Commissio ners that she will be holding a Facebook Live meeting with local non-profit agencies to bring awareness of the grant opportunities being offered by Oakland County. Commissioner Woodward addressed the Caucus and stated that there will be four new resolutions introduced at the Board of Commissioners meeting, and they will all be referred to committee. Chairperson Kristen Nelson addressed the Caucus to announce that there is an anticipated amendment to item 16 b. from Commissioners Spisz and Weipert. Commissioner Gershenson addressed the Caucus to introduce Michelle McClellan, candidate for District 3 County Commissioner and Emily Busch, candidate for Dist rict 66 State Representative. Democratic Caucus Minutes Continued. July 19, 2022 Commissioner Charles addressed the Caucus about the availability of ARPA funding for Royal Oak Township as well as the level of funding from the County to the United way. Commissioner McGillivray addressed the Caucus to remind the Commissioners that Campaign Finance reports are due Friday, July 22nd. Commissioner Woodward addressed the Caucus to inform the Commissioners that additional informational Caucus meetings will be scheduled in regard to transit. Chairperson Kristen Nelson addressed the Caucus to inform the Commissioners that the Senior Services Ad Hoc Study Group plans to have resolutions come before the Board in August. Commissioner Jackson addressed the Caucus about the Revolving Loan Fund and the lack of minority-owned businesses receiving awards. The following people addressed the Caucus during Public Comment #2: Ross Bar ranco and Sandra Rahman.
