HomeMy WebLinkAboutResolutions - 2022.07.19 - 37484BOARD OF COMMISSIONERS July 19, 2022 MISCELLANEOUS RESOLUTION #22-258 Sponsored By: William Miller III Facilities Planning & Engineering - Resolution - ArcGIS Indoors Software Implementation Chairperson and Members of the Board: WHEREAS Facilities Planning & Engineering is responsible for space tracking and reporting for County owned facilities; and WHEREAS space allocation documents are developed and updated in multiple applications that require manual, redundant, and time-consuming operations; and WHEREAS GIS Indoors is a mapping system designed to centrally organize building data; and WHEREAS by utilizing GIS Indoors, redundant operations can be eliminated reducing the time required for space changes; and WHEREAS the use of GIS Indoors will allow efficiency and cost savings in real-time viewing of space, allow for asset tracking of building spaces, equipment, and systems aiding in preventative maintenance and repairs; and improve communication regarding space use with County departments. NOW THEREFORE BE IT RESOLVED the Oakland County Board of Commissioners approves the transfer of the amount totalling $250,000 from the General Fund Non -Departmental Transfers (9090101) Technology Projects -One Time (760180) to the Information Technology Fund (#63600) for the ArcGIS Indoors Software Implementation Project. BE IT FURTHER RESOLVED that the Oaklarid County Board of Commissioners approves the following budget amendment as detailed in the attached Schedule A.. Historically, space allocation information reports are generated through use of specialized software, AutoCAD, and several excel worksheets. Updates to building spaces require manual manipulation of several files which is time consuming. Space verification and reporting to Fiscal services and county departments is delivered by non -interactive PDF and excel files. Over the past few years Information Technology (IT) and FPE have entered data into Geographic Information System (GIS) applications, ArcGIS, to make reporting procedures and updating more efficient. The use of ArcGIS and its supporting data allows for information sharing by use of a common system saving time and providing a platform that is easier to use for county departments. ArcGIS has provided several benefits, but updates are often repetitive in AutoCAD and ArcGIS. The ArcGIS Indoors application is designed to link these two applications. ArcGIS Indoors will allow for updates in one location that will be common through all applications. This will greatly reduce the time required for updates. Also, ArcGIS Indoors will greatly increase the potential for creating dashboards for country department use to view space allocation and several other building attributes such as building finishes and condition. The ArcGIS Indoors application is also intended to be used as a Building Information Modeling (BIM) solution for Facilities Management. This will allow for asset tracking of building spaces, equipment, and systems to aid in preventative maintenance and repairs. Further, ArcGIS Indoors will provide a wayfinding solution to county departments and the public by creation of dashboards or maps to aide in navigation throughout the County Campus.
