Human Resources - Resolution Implementing the Salary Administration Plan 3rd Quarterly Report for
FY 2022
Chairperson and Members of the Board:
WHEREAS Merit Rule 2 provides a process for departments and employees to request a review of the salary
grade placement of classifications; and
WHEREAS the 3rd Quarterly Report for FY 2022 identifies the job studies conducted and the salary grade
changes recommended by the Human Resources Department through the month of May 2022; and
WHEREAS this report creates three (3) new classifications, impacting seven (7) Full -Time Eligible (FTE)
positions; and
WHEREAS this report changes the salary grade of three (3) FTE classifications, impacting seven (7) FTE
positions; and
WHEREAS this report creates twenty-five (25) part-time classifications with no immediate position
implications; and
WHEREAS the General Fund/General Purpose impact is $11,963 for FY 2022 and $56,549 for FY 2023 -2025
impacting eight (8) FTE positions.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes
implementation of the Salary Administration Plan 3rd Quarterly Report for FY 2022, effective July 16, 2022.
BE IT FURTHER RESOLVED create new classifications according to the attached Schedule B.
BE IT FURTHER RESOLVED to change the salary grade of classification according to the attached
Schedule C.
BE IT FURTHER RESOLVED to reclassify positions according to the attached Schedule D.
BE IT FURTHER RESOLVED that the FY 2022-2025 Budgets be amended in the attached Schedule A.

GENERAL SUMMARY
Under direction, represents the Oakland County Human Resources Department in highly complex civil suits
and acts as legal counsel for County administrators and elected officials relating to Human Resources issues,
reviews legal documents, conducts legal research, analysis and writing, and trial work. Renders legal counsel
on such matters as compliance with laws and regulations, civil rights, and employee discipline, and ensures
the completeness and accuracy of legal documents to which the County is party. Represents the Human
Resources Department and the County in matters put before the Personnel Appeal Board. Reviews, drafts,
and negotiates contracts. Utilizes current county -wide and/or department specific software to complete
assignments.

Develops and prosecutes highly complex cases initiated by the County and formulates and presents the
defense for suits brought against the County. Represents the County in civil legal matters in the appropriate
courts.
Conducts legal research and analysis and provides written opinions.
Provides legal advice to County administrators and elected officials concerning their rights, obligations
and/or privileges.
Represents the County when petitioners seek to involuntarily commit individuals to mental institutions or
obtain assisted outpatient orders for treatment. Follows the requirements and procedures of the Mental
Health and Probate Codes.
Prepares, reviews, and negotiates contracts, grants and other legal documents for the County.
CLASS TITLE: ASSISTANT CORPORATION COUNSEL SENIOR — HR/LR
Represents County departments in matters brought before the Personnel Appeal Board. Formulates and
presents the department's case before the Appeal Board.
Represents the County before the Michigan Civil Rights Commission and the Equal Employment
Opportunities Commission in civil rights and discrimination proceedings.
Utilizes current county -wide and/or department specific software to complete assignments.
IMPORTANTNOTE: The primary purpose of this job description is to set a fair and equitable salary range for
this job classification. Generally, only those key duties necessary for proper job evaluation and/or labor
market analysis have been included. Other duties and responsibilities will be assigned by the supervisor.

EXPERIENCE, TRAINING, KNOWLEDGES. SKILLS & ABILITIES
A. REQUIRED MINIMUM QUALIFICATIONS
1. Possess a Bachelor of Law or a Juris Doctor degree from an accredited college of law.
2. Have had at least four (4) years of full-time work experience in the general practice of law.
3. Be a member in good standing of the State Bar of Michigan.
4. Pass the complete examination, including the employment medical, established for this
classification.
5. Successfully complete the six month probationary period.
B. ADDITIONAL DESIRABLE QUALIFICATIONS
1. Considerable knowledge of the principles of civil law.

GENERALSUMMARY
Provides coordination between the county, state and local agencies in the event of a natural,technological, or
man-made emergency including terrorism (chemical, biological, radiological, nuclear, explosive). Responsible
for locating, developing and delivering resources to Oakland County's citizens andbusiness and educational
institutions for emergency management and preparedness. Provides training and instruction to County
departments, CVTs, and the public in emergency management topics. Works with Non -Profit agencies, Local
Business concerns, CVTs, other counties, the State of Michigan to develop exercises to test their ability to
respond to and recover from a major incident. Assists with the preparation of the County's Emergency
Operations Plan, Hazard Mitigation Plan, or other similarplans related to emergency management &

state and federal programs and acts as the lead for all Community Right to Know requests. Processes

May instruct volunteer agencies to assure the availability of trained and equipped personnel in a disaster
recovery operation. Assists local governments and CVTs (cities, villages, townships) with installation and
maintenance of sirens used in the Outdoor Siren Warning System. Obtains, interprets, and disseminates
strategic local threat and intelligence data to proper decision -making authorities. Remains on call seven daysa
