HomeMy WebLinkAboutResolutions - 2022.07.19 - 37486BOARD OF COMMISSIONERS July 19, 2022 MISCELLANEOUS RESOLUTION #22-260 Sponsored By: Kristen Nelson Human Resources - Resolution Implementing the Salary Administration Plan 3rd Quarterly Report for FY 2022 Chairperson and Members of the Board: WHEREAS Merit Rule 2 provides a process for departments and employees to request a review of the salary grade placement of classifications; and WHEREAS the 3rd Quarterly Report for FY 2022 identifies the job studies conducted and the salary grade changes recommended by the Human Resources Department through the month of May 2022; and WHEREAS this report creates three (3) new classifications, impacting seven (7) Full -Time Eligible (FTE) positions; and WHEREAS this report changes the salary grade of three (3) FTE classifications, impacting seven (7) FTE positions; and WHEREAS this report creates twenty-five (25) part-time classifications with no immediate position implications; and WHEREAS the General Fund/General Purpose impact is $11,963 for FY 2022 and $56,549 for FY 2023 -2025 impacting eight (8) FTE positions. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes implementation of the Salary Administration Plan 3rd Quarterly Report for FY 2022, effective July 16, 2022. BE IT FURTHER RESOLVED create new classifications according to the attached Schedule B. BE IT FURTHER RESOLVED to change the salary grade of classification according to the attached Schedule C. BE IT FURTHER RESOLVED to reclassify positions according to the attached Schedule D. BE IT FURTHER RESOLVED that the FY 2022-2025 Budgets be amended in the attached Schedule A. Renders legal counsel on such matters as compliance with laws and regulations, civil rights, and employee discipline, and ensures the completeness and accuracy of legal documents to which the County is party. Represents the Human Resources Department and the County in matters put before the Personnel Appeal Board. Reviews, drafts, and negotiates contracts. Provides training and instruction to County departments, CVTs, and the public in emergency management topics. Assists with the preparation of the County's Emergency Operations Plan, Hazard Mitigation Plan, or other similarplans related to emergency management & homeland security. Coordinates activities of the Oakland County Local Emergency Planning Committee with state and federal programs and acts as the lead for all Community Right to Know requests. Processes requisitions, contracts, invoices, and budget for the general fund. Assists with the writing, acceptance and approval of contracts and grants. When assigned, assists organizations withemergency management and planning to help mitigate hazardous situations. May instruct volunteer agencies to assure the availability of trained and equipped personnel in a disaster recovery operation. Assists local governments and CVTs (cities, villages, townships) with installation and maintenance of sirens used in the Outdoor Siren Warning System. Obtains, interprets, and disseminates strategic local threat and intelligence data to proper decision -making authorities. Remains on call seven daysa week, 24 hours a day to respond to emergency or disaster situations as needed. Monitors severe weather and activates outdoor warning sirens as appropriate. CLASS TITLE: EMERGENCY MANAGEMENT SPECIALIST Conducts vulnerability assessments on residential, business, and governmental institutions. Prepares plan and develop Homeland Security/all-hazard drills and exercises as it relates to emergency preparedness. Monitors weather and makes determinations as to the severity, conditions and uses established methods of notifying public. Available on call24/7. Assists in the operation of the Oakland County Emergency Operations Center Develops, coordinates, and executes first responder and county level training events. Provides on-goingtraining to County departments. State and federal government employees, members of volunteer organizations, and CVT personnel in bomb threat/terrorism awareness, FEMA Incident Command System, Active Assailant, Michigan Critical Incident Management System, Oak EOC, evacuation procedures and emergency communications systems. Prepares and assists in the preparation of user manuals, training guides, detailed procedures as it relates to emergencypreparedness. Under direction, writes and develops emergency operational proceduresfor county and CVT agencies. Coordinates efforts with local human/community service agencies in the event of a disaster. Assists hazardous materials facilities within the County to meet the mandates of federal programs, including site response plans, reporting hazardous materials, and the annual submission of reports. Acts as the primary contact for the Community Right to Know requests. Files all needed paperwork with the State and facilities. Coordinates the activities of the Oakland County Local Emergency Planning Committee with related federal and state mandates and initiatives. Assists with the acceptance, approval, and tracking of grants. May drift Miscellaneous Resolutions and prepare packets for committee and board approval.
