Executive's Office - Resolution Appropriating American Rescue Plan Act — Local Fiscal Recovery Funds
for the Oakland County Out of School Time Learning Supports Investment
Chairperson and Members of the Board:
WHEREAS the United States Treasury allocated Oakland County $244,270,949 of Local Fiscal Recovery
Funds (LFRF) established under the American Rescue Plan Act (ARPA) of 2021; and
WHEREAS under the guidance of the Department of Treasury's Final Rule, the County may use these funds at
their discretion to support eligible investments in,public health expenditures, address negative economic
impacts caused by the public health emergency; replace lost public sector revenue; provide premium pay for
essential workers and invest in water, sewer, and broadband infrastructure; and
WHEREAS Oakland County will create a $5 million -dollar competitive grant opportunity to support school
districts, public -school academies, and non-profit organizations to provide out of school educational curriculum,
tutoring and youth well-being supports with the goal of closing gaps in learning because of the COVID-19
pandemic; and
WHEREAS Oakland County will contract with the United Way for Southeastern Michigan to design,
administer and monitor the grant as outlined in Attachment A; and
WHEREAS in school districts and public -school academies funding must be used to support to expand or
extend current programming. If necessary, a new program can be created, but the school district or public -
school academy must provide matching funds; and
WHEREAS the project is estimated to cost $5 million dollars and will start as early as the fall of 2022 through
the summer of 2024; and
WHEREAS American Rescue Plan Act — Local Fiscal Recovery Funds will support year-round tutoring, and
after -school programming over the next two years.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes a
one-time appropriation of American Rescue Plan Act — Local Fiscal Recovery Funds in the amount of $5
million dollars for the Oakland County Out of School Time Learning Supports Investment.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners authorizes the Health and
Human Services Department Director to contract with the United Way for Southeastern Michigan to develop an
action plan.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the creation of the Oakland
County Out of School Time Learning Supports Investment Oversight Ad Hoc Committee consisting of:
(2) Two Oakland County Commissioners from the majority party; and their alternate,
(1) One Oakland County Commissioner from the minority party; and their alternate,
(2) Two Representatives appointed by the Oakland County Executive; and their alternate.
BE IT FURTHER RESOLVED that the Oakland County Out of School Time Learning Supports Investment
Oversight Ad Hoc Committee shall approve the action plan developed by the United Way for Southeastern
Michigan.
BE IT FURTHER RESOLVED that the Oakland County Out of School Time Learning Supports Investment
Oversight Ad Hoc Committee shall report to the full Board of Commissioners for their approval of the action
plan developed by United Way for Southeastern Michigan.
BE IT FURTHER RESOLVED that approval of the appropriation of American Rescue Plan Act -Local Fiscal
Recovery Funds for programs and services by Oakland County shall not obligate a commitment of the General
Fund unless authorized by action of the Board of 'Commissioners.
BE IT FURTHER RESOLVED that the FY 2022 budget is amended as detailed in the attached Schedule A.

Oakland County Out of School Time Learning Support Investment
Amount: $5 million; $200K to administer
Timeline: At the earliest, the grant cycle can begin in the fall of 2022.
Goal: To provide out of school time opportunities that support the missed learning opportunities
experienced by children and their need for social and emotional development in Oakland County as
result of COVID-19.
Rationale: The social and emotional toll of the pandemic has impacted all children. Using dollars to
support the out of school time space —a space whose strength is the development of youth's social and
emotional skills —allows dollars to be most impactful. This, coupled with supporting those programs in
the development of or increased access to age -appropriate exposure, inquiry -based, and play -based
learning spaces allows youth to reap the benefits of the social emotional learning core to strong out of
school time programs, while creating learning experiences to support those missed during the
pandemic.
This model is in alignment with the 4 C's of 21't Century learnina (Creativity, Collaboration, Critical
Thinking, and Communication), skills that research says regardless of one's school quality, will better
prepare them for college and career. These skills are foundational to experiential and inquiry -based
learning and are well -aligned with the goals df out of school time programing. It is also consistent with
the Department of Education's recommendations.
Focus: Grants could cover:
• Equipment & Materials
Personnel investments for development and programmatic shifts
Transportation & Food
Overview: Provide grant dollars to offer:
Onsite programming at schools
This would allow students to receive after school programing without having to worry about
transportation to and from an after -school provider. Programming could serve as enrichment,
extended learning and/or support health and wellness.
Offsite with out of school time providers
Offsite providers can use grant dollars to improve programming through equipment & materials
investments and/or personnel training and/or the addition of programming.
Offsite non-traditional learning providers
High -traffic spaces where community gather can invest in creating spaces where experiential,
inquiry, and play -based learning can happen.
Programming Should:
Support existing programs in expanding seat offerings and/or
• Add social -emotional learning (SEL) best practices and/or play -based, inquiry -based, and/or
experiential learning (STEAM + Literacy) and to their offerings and infrastructure. This can be
done through:
o Intentional investments (equipment not capital expenditures) in existing spaces
(recreation centers, libraries, community hubs, etc.)
o Training for program staff on best practices for out of school time providers.
• Be grounded in best practices, or be using grant dollars to implement best practices, as it relates
to supportive youth development in out of school time spaces (i.e. Weikart's ovramid of
oroRram auality) The Department of Education recommendations will also be considered.
Stratification:
• Age, location, and variety can be elements by which the portfolio is balanced. Scale can be used
to stratify the grant amounts. This approach to award grants has been working well for United
Way
Considerations:
• Eligible Organizations: Potential eligible organizations could include school districts and non-
profit organizations. Potentially worth considering are city parks, rec centers, and libraries, that
offer youth programming. Funding complexities need to be considered with these options.
• Discover Your Spark could be leveraged to help promote programming opportunities
• Transportation and food need to be considered when extending the school day or time of day
youth are at out of school time providers. Specifically applicants would have to explain how they
intend to address these needs and advice could be given to ensure that federal program(s) are
utilized.
• Sustainability for onsite programing at schools needs to be considered in the development of
the grant.
