As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and the City of Keego Harbor, and the authorizing Board of Commissioners Resolution are enclosed for filing by your office. Kirsten Sonneville-Douglass – Ms. Sonneville-Douglass indicated that there is an extremely dangerous issue on Maddy Lane. There are cars driving way above the speed limit and she would like this addressed. In the past, she has brought this issue to the Police Department. 2. Kevin Douglass – Mr. Douglass asked about the current drainage issue at Roosevelt Elementary on the corner of Schroeder and Beechmont, across from City Hall. He is concerned about the large pools of water on the grass at the corner. Consent agenda items are routine matters not normally requiring individual attention. Any member of the public or City Council may remove any item from the Consent Agenda at their request and the item will be moved to the regular agenda for discussion and public comment. DTE Energy Tree Planting Grant Resolution by Mayor Pro Tem Lampl; support by Council Member Karson to approve Resolution 22-05 as presented Unanimous Roll Call Vote Ayes: 5 Nays: 0 Motion carried REGULAR AGENDA: WRC Water Supply Rates – Resolution 22-06 Mayor Fletcher indicated representatives from WRC presented the proposed 2022/2023 water supply rates. There will be an increase to the rate, unfortunately, and the City does not have a say. Water rate increased 7.2%. Joel Yoder – Mr. Yoder asked for the minimum rate amount, the answer is $189.46 per quarter. Resolution by Mayor Fletcher; support by Mayor Pro Tem Lampl to adopt Resolution 22-06 as presented Unanimous Roll Call Vote Ayes: 5 Nays: 0 Motion carried WRC Sewer Supply Rates – Resolution 22-07 Mayor Fletcher indicated representatives from WRC presented the proposed 2022/2023 sewer disposal rates. There will be an increase to the rate, unfortunately, and the City does not have a say. Sewer rate increased 5.2%. Resolution by Mayor Pro Tem Lampl; support by Council Member Attisha to approve Resolution 22-07 as presented Unanimous Roll Call Vote Ayes: 5 Nays: 0 Motion carried Approved 6.16.22 3 Oakland County Marine Patrol Contract The City received a quote from the Oakland County Sheriff’s Office (OCSO) Marine Patrol for coverage on the sand bar during this summer. Funds from the $50,000.00 grant the City received from the State of Michigan can pay for this patrol. Mayor Fletcher, Mayor Pro Tem Lampl, Manager Neeb and Chief Fitzgerald met with OCSO Sergeant Brian Burwell to get better clarity on the proposed contract. Attorney Ryan can provide a Letter of Authority which will empower the OCSO Deputies to enforce all City Ordinances. Resolution by Council Member Kalman; support by Mayor Pro Tem Lampl to allow Manager Neeb to sign the contract to work with OCSO for marine patrol as presented Unanimous Roll Call Vote Ayes: 5 Nays: 0 Motion carried Resolution by Council Member Kalman; support by Council Member Attisha to authorize City Attorney to provide a Letter of Authority to OCSO Unanimous Roll Call Vote Ayes: 5 Nays: 0 Motion carried Ordinance 2022-01 Front Yard Setback Attorney Ryan indicated City Council approved Ordinance 2022-01; City Staff has provided it in ordinance form. Resolution by Council Member Attisha; support by Mayor Pro Tem Lampl to approved Ordinance 2022-01 Front Yard Set Back – Article 4NR Neighborhood Residential District as presented Unanimous Roll Call Vote Ayes: 5 Nays: 0 Motion carried Ordinance 2022-02 Definition of Landscaping At Study Session, Council Members discussed the proposed amended ordinance, and made changes. Attorney Ryan revised Ordinance 2022-02 Definition of Landscaping based on Council Members feedback. Resolution by Council Member Attisha; support by Council Member Karson to adopt Ordinance 2022-02 as presented Unanimous Roll Call Vote Ayes: 5 Nays: 0 Motion carried Police Millage Ballot Language for November 2022 Attorney Ryan submitted ballot language to the Attorney General. There was miscommunication as the ballot language submitted did not match what Council Members had previously discussed. Council Members would like this millage to repeal and replace the current one, 8 mils for 7 years. Attorney Ryan will revise the language and send that to the Attorney General. Approved 6.16.22 4 TIFA Board Member Re-Appointments Motion by Council Member Attisha; support by Mayor Pro Tem Lampl to re-appoint Gino Santia and Paul Daelemans for full terms ending 06/2025 on TIFA Ayes: 5 Nays: 0 Motion carried City Manager Review – City Manager Neeb has requested a Closed Session Mayor Pro Tem Lampl was the only Council Member to complete the review. Therefore, this item will be on the June 16, City Council meeting agenda. Rates: The Hourly Rates upon which Municipality’s payment obligation shall be determined are as follows: Lakes: The designated lakes and waterways upon which Marine Patrol Services as defined in Section 1.d. of the Agreement to which this Schedule is attached are to be provided shall be identified in writing by the municipality. Within this writing, the MUNCIPALITY may include any requested schedule and a “NOT TO EXCEED” amount of billings for lake or waterway.
