INTRODUCTION AND BACKGROUND
The EGLE – Inland Lake Beach Monitoring Program Grant provides funding for bathing beach
water quality activities. The original agreement in the amount of $89,233.33, which included a
required in-kind match of $22,308.33, was approved by the Board of Commissioners on July 31,
2019, via Miscellaneous Resolution (M.R.) #19261. Amendment #1 increased the grant funding by
$9,999.00, with no additional in-kind match required, increasing the total amount of the budget to
$99,232.33. Amendment #2 which increased the total grant funding by $72,057.58, with no
additional match required, and extended the grant end date to December 31, 2022, was approved
by the Board of Commissioners on September 2, 2021 via M.R. #21348. Amendment #3 extends
the grant end date from December 31, 2022 to December 31, 2023 and increases the funding
amount from 171,289.91 to 207,630.31, an increase of $36,340.40 with no additional match.
This is a request to accept Amendment #3 to the 2019 Beach Monitoring Program Grant Contract
in the amount of $36,340.40 through December 31, 2023.

Health & Human Services - Health Division - Grant Amendment #3 to the Michigan Department of
Environment, Great Lakes and Energy (EGLE) 2019 Beach Monitoring Program
Chairperson and Members of the Board:
WHEREAS the Oakland County Health Division has received Amendment #3 to the Michigan Department of
Environment, Great Lakes and Energy (EGLE) 2019 Beach Monitoring Program Grant Contract; and
WHEREAS services are on-going, and no personnel changes are required to administer this program; and
WHEREAS the 2019 Beach Monitoring Program Grant Contract Amendment #3 has completed the Grant
Review Process in accordance with the Grants Policy approved by the Board at their January 21, 2021 meeting.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby accepts
Amendment #3 to the 2019 Beach Monitoring Program Grant Contract in the amount of $36,340.40 through
December 31, 2023.
BE IT FURTHER RESOLVED that acceptance of this grant does not obligate the County to any future
commitment.
BE IT FURTHER RESOLVED that the Board Chairperson is authorized to execute the Grant Agreement and
approve changes and extensions not to exceed fifteen percent (15%).
BE IT FURTHER RESOLVED the budget is amended as detailed in the attached Schedule A.

Amendment #3 to the 2019-7210 Beach monitoring grant agreement extends the project end date from 12/31/2022 to

INLAND LAKE BEACH MONITORING
GRANT AGREEMENT AMENDMENT
BETWEEN THE
MICHIGAN DEPARTMENT OF ENVIRONMENT, GREAT LAKES, AND ENERGY
AND THE
OAKLAND COUNTY HEALTH DIVISION
This Amendment modifies the Grant Agreement (Agreement) between the Michigan
Department of Environment, Great Lakes, and Energy, Water Resources Division
(State), and the Oakland County Health Division (Grantee) signed by the State on
July 25, 2019, for the Oakland County Beach Monitoring Project. This Amendment
does not take effect until signed by both parties.
The revisions to the Agreement are limited to those specified below. All other
provisions of the Agreement remain in effect. The State and Grantee agree to the
revisions indicated below.
PROJECT SCOPE (WORK PLAN)
There are no project scope changes.
AGREEMENT PERIOD (END DATE)
The State and Grantee agree to extend the end date of the Agreement from
December 31, 2022, to December 31, 2023. The Grantee will complete all obligations
under the Agreement no later than the amended end date. Costs incurred after the
amended end date are not eligible for reimbursement under the Agreement.
COMPENSATION (BUDGET)
The State and the Grantee agree to add $36,340.40 as shown in Appendix A.
