INTRODUCTION AND BACKGROUND
The Information Technology Department is tasked with ensuring the security and integrity of all
critical data, assets, and infrastructure of Oakland County. We are facing a rapid and ever-
changing competitive landscape and changing citizen / stakeholder requirements. Oakland County
must continue to transform its business services, Information Technology organization, investments
and operating and governance models. Our IT leadership team has been absent a Chief
Information Officer since August 2019, and is inundated with operational, project, security, and IT
infrastructure related efforts. This leaves little time to focus on critical strategic transformative
opportunities. In order to remain at the forefront of security and infrastructure, Oakland County
must be able to attract and retain high quality talent. To better attract high quality talent, it is
proposed to restructure the administrative leadership of the Information Department to align the
positions and classifications with industry standards.
POLICY ANALYSIS
The Information Technology Department is tasked with ensuring the security and integrity of all
critical data, assets, and infrastructure of Oakland County.
In order to remain at the forefront of security and infrastructure, Oakland County must be able to
attract and retain high quality talent.
To better attract high quality talent, it is proposed to restructure the administrative leadership of the
Information Department to align the positions and classifications with industry standards, as
illustrated in Schedule B.
This would result in creating five (5) new classifications, changing the salary grade of one (1)
classification, and upwardly reclassifying five (5) PR funded full-time eligible positions.
The Proprietary cost for these changes will be approximately $82,500 per year, to be funded by a
transfer from the Contract Services line item.

Since August of 2019, Oakland County has not been able to recruit and retain an IT Infrastructure Manager. Given
the “great resignation” and job movement, especially in the IT field, it has become very competitive to attract,
recruit, select, and retain IT leadership in county government. Despite our best efforts to recruit and select talent,
we have been unsuccessful to fill this position. Last October I asked our consultant, Ken Theis, the former Chief
Information Officer for the State of Michigan, and former CIO of Delta Dental to provide an analysis of the issue
and to provide some strategies to address this issue.
One of our strategies, given the budget size of our county of over $1 billion dollars, is to elevate the current IT
manager positions to director positions. This name change will be more aligned with the market and assist in the
recruitment, selection, and retention of our IT leadership positions in the future.
Also, an issue we are addressing in this resolution centers around the rapid and ever-changing competitive
landscapes and changing citizen / stakeholder requirements. Oakland County must continue to transform its
business services, Information Technology organization, investments and operating and governance models. Our
IT Leadership team has been absent a Chief Information Officer, and is inundated with operational, project,
security, and IT infrastructure related efforts. This leaves little time to focus on critical strategic transformative
opportunities.
It is my recommendation that a Chief Information Officer (CIO) role be created that will directly report to the
Deputy County Executive that oversees the IT department. The CIO will be responsible for focusing on strategic
opportunities to transform critical services, IT functions and associated systems. This role is required to enable
Oakland County to stay ahead of the rapidly changing competitive IT landscapes and stakeholder requirements.
The above recommendations will be position neutral. The added cost for these changes will amount to $165,000
but will be absorbed by contract services.

GENERAL SUMMARY
Reporting directly to a Deputy County Executive and serving as a member of the County Executive Team,
the CIO will be responsible for setting objectives and strategies for the IT department; selecting and
implementing suitable technology to streamline all internal operations and help optimize their strategic
benefits. This role includes selecting, designing and customizing technological systems and platforms to
improve customer experience. The CIO will directly assist on all strategic, policy, and tactical matters as
they relate to Oakland County’s IT performance, department supervision, budgeting, control, and
financial performance.
ESSENTIAL JOB FUNCTIONS

GENERAL SUMMARY
The Deputy CIO’s primary responsibility is to oversee the streamlined operation of the IT department
and to ensure it aligns with the business objectives of the organization. This individual’s principal goals
are to develop and manage application portfolios for each department and to attain all IT service level
agreements for the user community within the organization.
The Deputy CIO will plan, coordinate, direct, and design all tactical and operational activities of the IT
department, as well as provide direction and support for IT solutions that enhance mission-critical
business operations. The Deputy CIO will work closely with decision makers in business organizations /
departments to identify, recommend, develop, implement, and support cost-effective technology
solutions for all aspects of the organization.
This position is also a member of the Information Technology Steering Committee, and responsible for
the development of strategic plans; and associated standards, policies, procedures and budgets.
Participates in the development of the Information Technology Project Portfolio, including resource
capacity plans and capital improvement budgets. Prepares and monitors division budgets, makes
presentations to executive and legislative decision-making entities and is responsible for staffing,
training and managing the division's units and staff.
SUPERVISION EXERCISED
Working through one or more subordinate managers, plans, directs, makes staffing decisions, and
exercises control over the divisions of the Information Technology department. Exercises authority over
professional and technical County managers and contractual employees.

GENERAL SUMMARY
The Director of Application Services’ role is to plan, coordinate, and supervise all activities related to the
design, development and implementation of organizational information systems and software
applications. This position is also responsible for maintaining, supporting, and upgrading existing systems
and applications. The Director of Application Services also develops and maintains the organization’s
portfolio of software applications through best practices and the appropriate staffing and management
of a technical team. This position is also responsible for planning and coordinating the processes required
for the provision of user applications and systems necessary for business operations. This individual will
apply proven leadership skills, communication skills, problem-solving skills, and knowledge of best
practices to guide his/her development team on issues related to the design, development, deployment
and maintenance of mission-critical information and software systems.
Is a member of the Information Technology Steering Committee, and responsible for the development of
strategic plans; and associated standards, policies, procedures and budgets. Participates in the
development of the Information Technology Project Portfolio, including resource capacity plans and
capital improvement budgets. Prepares and monitors division budgets, makes presentations to executive

Identifies and oversees opportunities for shared enterprise solutions between business organizations /
departments and other units of government.
Coordinates the function and operation of the division to ensure the accurate and timely completion of
assigned work.
Ensures enterprise application integration and standard application development lifecycles are employed
and being used consistently.
Conducts feasibility studies within business organizations / departments and/or local governments to help
identify cost effective application solutions.
Reviews and prepares estimates for resource requirements needed to support the development, support
and maintenance of applications, which is used in the planning and portfolio development process.
Coordinates division efforts with other Information Technology personnel during the system lifecycle
process to expedite implementation.
Reviews services provided by division to ensure the economical and effective utilization of Information
Technology resources, including personnel and equipment.
Cultivate and disseminate knowledge of application-usage best practices.
Competitively bid and negotiate contracts with software and service providers.
Develop and communicate training and documentation for end users, hold clinics as necessary, and
other end user related support activities.
Lead and Manage IT staffing, including recruitment, supervision, scheduling, development, evaluation,
and disciplinary actions.

GENERAL SUMMARY
The Director of Application Services’ role is to plan, coordinate, and supervise all activities related to the
design, development and implementation of organizational information systems and software
applications. This position is also responsible for maintaining, supporting, and upgrading existing systems
and applications. The Director of Application Services also develops and maintains the organization’s
portfolio of software applications through best practices and the appropriate staffing and management
of a technical team. This position is also responsible for planning and coordinating the processes required
for the provision of user applications and systems necessary for business operations. This individual will
apply proven leadership skills, communication skills, problem-solving skills, and knowledge of best
practices to guide his/her development team on issues related to the design, development, deployment
and maintenance of mission-critical information and software systems.
Is a member of the Information Technology Steering Committee, and responsible for the development of
strategic plans; and associated standards, policies, procedures and budgets. Participates in the
development of the Information Technology Project Portfolio, including resource capacity plans and
capital improvement budgets. Prepares and monitors division budgets, makes presentations to executive

county’s technology and services related to Network Engineering and Administration,
Telecommunications, Server Administration, Database Administration, Data Center Operations,
Workstation and End User Device Management. This includes managing the IT staff responsible for
monitoring and diagnosing hardware and software problems. This role will also work closely with the IT
executive staff and decision makers in other departments in order to identify, recommend, develop,
implement, and support cost-effective infrastructure technology solutions for all aspects of the
organization.

Analyze impact of proposed applications, technology, and hardware on existing network hardware,
software, and infrastructure prior to deployment.

Manage the deployment, monitoring, maintenance, development, upgrade, and support of IT systems,
including networks, data centers, servers, storage, PCs, operating systems, and associated hardware.
Ensures enterprise system integration and hardware/software lifecycle management to ensure the
security, scalability and reliability for all technical platforms including on and off premise systems.
Draft technical specifications as needed for the purchase, rent, lease or other acquisition of hardware,
software, or services required to meet or exceed the technical goals of the county.
Serves as a technical consultant for internal IT staff, business organizations, departments, municipalities,
and local agencies. Prepares budgets and monitors project expenditures.
Work with stakeholders as appropriate to define business and systems requirements for new technology
implementations.
Reviews services provided by Division to ensure the economical and effective utilization of Information
Technology resources, including personnel and equipment.
Maintain and oversee all KPI’s related to network and systems performance & operations.
Continue to optimize maintenance schedules for network and systems equipment.
Conduct system feasibility studies and testing as appropriate.
Develop and implement all Infrastructure standards, methodologies, policies and procedures, including
those for network architecture, standards, purchasing, and service provisioning. Including, but not
limited to, configuration management, change management, etc.
Develop business case justifications and cost/benefit analyses for IT spending and initiatives.
Approve purchase of equipment and supplies in order to meet operational requirements of the
business.
Analyze existing operations and make recommendations for the improvement and growth of the
network infrastructure and IT systems.
Conduct research and remain current with the latest and emerging technologies & solutions in support
of changing business needs and procurement efforts.

Maintain and Manage asset management system for IT hardware, software, and equipment.
