We are facing a rapid and ever- changing competitive landscape and changing citizen / stakeholder requirements. Oakland County must continue to transform its business services, Information Technology organization, investments and operating and governance models. Our IT leadership team has been absent a Chief Information Officer since August 2019, and is inundated with operational, project, security, and IT infrastructure related efforts. This leaves little time to focus on critical strategic transformative opportunities. In order to remain at the forefront of security and infrastructure, Oakland County must be able to attract and retain high quality talent. To better attract high quality talent, it is proposed to restructure the administrative leadership of the Information Department to align the positions and classifications with industry standards. POLICY ANALYSIS The Information Technology Department is tasked with ensuring the security and integrity of all critical data, assets, and infrastructure of Oakland County. In order to remain at the forefront of security and infrastructure, Oakland County must be able to attract and retain high quality talent. To better attract high quality talent, it is proposed to restructure the administrative leadership of the Information Department to align the positions and classifications with industry standards, as illustrated in Schedule B. This would result in creating five (5) new classifications, changing the salary grade of one (1) classification, and upwardly reclassifying five (5) PR funded full-time eligible positions. The Proprietary cost for these changes will be approximately $82,500 per year, to be funded by a transfer from the Contract Services line item. Carlson, Deputy County Executive RE: IT Job Title Changes & Creation of Chief Information Officer DATE: August 9, 2022 Since August of 2019, Oakland County has not been able to recruit and retain an IT Infrastructure Manager. Given the “great resignation” and job movement, especially in the IT field, it has become very competitive to attract, recruit, select, and retain IT leadership in county government. Despite our best efforts to recruit and select talent, we have been unsuccessful to fill this position. Last October I asked our consultant, Ken Theis, the former Chief Information Officer for the State of Michigan, and former CIO of Delta Dental to provide an analysis of the issue and to provide some strategies to address this issue. One of our strategies, given the budget size of our county of over $1 billion dollars, is to elevate the current IT manager positions to director positions. This name change will be more aligned with the market and assist in the recruitment, selection, and retention of our IT leadership positions in the future. Also, an issue we are addressing in this resolution centers around the rapid and ever-changing competitive landscapes and changing citizen / stakeholder requirements. Oakland County must continue to transform its business services, Information Technology organization, investments and operating and governance models. Our IT Leadership team has been absent a Chief Information Officer, and is inundated with operational, project, security, and IT infrastructure related efforts. This leaves little time to focus on critical strategic transformative opportunities. It is my recommendation that a Chief Information Officer (CIO) role be created that will directly report to the Deputy County Executive that oversees the IT department. The CIO will be responsible for focusing on strategic opportunities to transform critical services, IT functions and associated systems. This role is required to enable Oakland County to stay ahead of the rapidly changing competitive IT landscapes and stakeholder requirements. The above recommendations will be position neutral. The added cost for these changes will amount to $165,000 but will be absorbed by contract services. Thank you for your kind attention to this matter. This individual’s principal goals are to develop and manage application portfolios for each department and to attain all IT service level agreements for the user community within the organization. The Deputy CIO will plan, coordinate, direct, and design all tactical and operational activities of the IT department, as well as provide direction and support for IT solutions that enhance mission-critical business operations. The Deputy CIO will work closely with decision makers in business organizations / departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization. This position is also responsible for maintaining, supporting, and upgrading existing systems and applications. The Director of Application Services also develops and maintains the organization’s portfolio of software applications through best practices and the appropriate staffing and management of a technical team. This position is also responsible for planning and coordinating the processes required for the provision of user applications and systems necessary for business operations. This individual will apply proven leadership skills, communication skills, problem-solving skills, and knowledge of best practices to guide his/her development team on issues related to the design, development, deployment and maintenance of mission-critical information and software systems.
