INTRODUCTION AND BACKGROUND
Summary of Proposed Project
In 2016, the State shut down the Electro-Plating Services company located at 901-959 East 10 Mile
Road in Madison Heights, Michigan for mismanagement of industrial waste. In late 2019,
groundwater contaminated with hexavalent chromium was discovered discharging directly onto I-
696. The source of the contamination was found to be the former Electro-Plating Services
company, which was located directly upgrading from the discharge. In, 2021 Federal, state and
county governments provided necessary funding to demolish the buildings and remediate the site.
The estimated cost was $750,000, however, during the demolition process, the concrete
slab/foundation was found to have previously been impacted by hazardous material resulting in the
need to test the slab before removal. The concrete pad was cored in four strategic locations and
tested. Testing did show a section of the slab as contaminated and needing to be disposed of as
hazardous material. Upon removing the concrete foundation, an underground hoist system was
also discovered. This hoist was removed, leaving soil material around the hoist questionable. This
soil was also tested to determine the extent of the contamination. Limited soil was identified as
hazardous and was removed and disposed of accordingly.
These activities resulted in an increase of the overall cost project.
What is the estimated cost of this project?
Up to $40,000 ($20,000 from the BOC Special Project and $20,000 from the County
Administration).
Are there any possible funding partners or matching funds available?
If so, please explain.Yes, the State of Michigan provided funding in the amount of $600,000 with
the EGLE Electro-Plating Services Demolition Grant.
What is the purpose of this project?
To provide additional funding for environmental contamination by hexavalent chromium which
causes serious health risks.
Who will benefit from the project and how?
Demolition of buildings and remediation of the site will serve to protect the public health and welfare
of Oakland County residents.
What is the expected duration of the project?
The project is competed.
Will the project/cost fall within one or multiple budget cycles?

Chairperson, the Board of Commissioners recommends the following Board action:
MOTION TO approve the one-time appropriation of $20,000 from non-departmental transfers General Fund
Special Projects to Board of Commissioners General Fund Special Projects line-item budget to contribute to the
demolition of the former Electro-Plating Services Company Buildings Located at 901-959 East 10 Mile Road;
further, approve the budget amendment as described in the attached Schedule A and that the Oakland County
Board of Commissioners approves and authorizes the Chairperson of Board to execute the required Interlocal
Agreement on behalf of Oakland County upon final review and approval by Corporation Counsel.
Chairperson, the following Commissioners recommend the adoption of the foregoing Board action: Gary
McGillivray.
