INTRODUCTION AND BACKGROUND
Summary of Proposed Project
This project will assist Oakland County in a collaborative effort with Wayne and Macomb Counties
to conduct a survey of broadband availability and accessibility in the region. Since the Tri-County
region will be excluded from the survey, (which focuses on rural areas), this project will assist in
providing a more accurate map, since the map is the means by which future federal infrastructure
funds will be disbursed.
What is the estimated cost of this project?
$8,167.50
Are there any possible funding partners or matching funds available? If so, please explain.
This is a matching grant from SEMCOG, which is paired with one also awarded to Wayne County.
What is the purpose of this project?
The purpose of the project is to ensure that broadband infrastructure in Oakland, Wayne and
Macomb counties is accurately accounted for and to make sure the region receives the correct
share of available grants to build and improve broadband connectivity.
Who will benefit from the project and how?
Residents, businesses and institutions within the Tri-County region will benefit from having better
availability and access to broadband services.
What is the expected duration of the project?
This project is the initial phase of a multi-year endeavor.
Will the project/cost fall within one or multiple budget cycles?
Project timeline is fall/2022 to spring 2023.
Will there be a need to organize support from any Oakland County Departments or outside
agencies? If so, please explain.
SEMCOG will provide advice and there may be coordination efforts from the Economic
Development Department.
Does this project fall within the scope of the Board of Commissioners’ authority?
Yes
Will you be involved in this project; how so?
Commissioner Markham is the Chair of the Tri-County Summit Broadband Equity study group.
Commissioner Weipert also serves on the study group.
What is the proposed timeline for this project (start/completion)?
Planning will proceed with Wayne, Macomb and SEMCOG immediately upon approval of matching
funds.

Special Project Match for TCS-SEMCOG Planning Grant

Chairperson, the Board of Commissioners recommends the following Board action:
MOTION TO approve the one-time appropriation of $8,167.50 from non-departmental transfers General Fund
Special Projects to Board of Commissioners General Fund Special Projects line-item budget to match a TCS-
SEMCOG planning grant to assist Oakland County in a collaborative effort with Wayne and Macomb Counties
to conduct a survey of broadband availability and accessibility in the region; further, approve the budget
amendment as described in the attached Schedule A and that the Oakland County Board of Commissioners
approves and authorizes the Chairperson of Board to execute the required Interlocal Agreement on behalf of
Oakland County upon final review and approval by Corporation Counsel.
Chairperson, the following Commissioners recommend the adoption of the foregoing Board action: Gwen
Markham.

Program funding for FY2023:
Oakland County (in partnership Macomb and Wayne Counties) — Tri-County Summit Regional
Broadband Survey Project
Grant Award: $45,000
Federal Funding: $36,832.50
Local Match: $8,167.50
This project is paired with a $40,000 grant award to Wayne County. In total the Tri-County Summit
Regional Broadband Survey Project is awarded $85,000 ($69,572.20 in Federal Funding and $15,427.50
in Local Match) through SEMCOG’s FY23 Planning Assistance Program.
