HomeMy WebLinkAboutResolutions - 2022.09.29 - 37623 AGENDA ITEM: Reorganization of the Parks and Recreation Department 22-325 COMMITTEE MEETING: Board of Commissioners DATE: Thursday, September 29, 2022 12:58 PM - Click to View Agenda ITEM SUMMARY SHEET DEPARTMENT SPONSORED BY Parks & Recreation Kristen Nelson INTRODUCTION AND BACKGROUND In February of 2021 the Parks and Recreation Commission approved a resolution for OCPR to perform a departmental reorganization that would improve operations, align with strategic priorities, facilitate staff collaboration/coordination, and provide administrative flexibility to adjust internal staff assignments to meet changing demands. The reorganization creates 5 new FT and 3 new PT positions, as well as deleting 3 PT positions and creating 6 new classifications. The reorganization will create the following positions: Diversity, Equity and Inclusion Coordinator to align Parks with county priorities and best practices for creating a diverse work force and meeting the needs of a diverse county; an Education and Outreach Specialist who will support increased community engagement in the areas of sustainability and natural resource stewardship; a Community Liaison to assist with outreach and communication with with and support of local communities and partners; a Construction Inspector III to help support new investments in our parks and new park acquisitions and improvements, and a Recreation Program Coordinator to support outreach programs through our Recreation Programs and Services unit. The reorganization also includes reclassifying several positions to align with how they are currently being utilized or how Parks would like to utilize them in the future. POLICY ANALYSIS The Parks and Recreation Department is requesting a reorganization to improve operations, align with strategic priorities, facilitate staff collaboration and coordination, and better define roles and responsibilities. It is proposed to consolidate all organizational divisions into a single Parks & Recreation Administration division. Under this proposed consolidation, which is common in other areas of the county, a consolidated Administration division would allow the department to move staff and work assignments around as work demanded without needing a board resolution for each change. This fluidity is needed with the seasonal aspect and moving staff between parks locations. A number of positions will also be affected under this reorganization. There is a proposed creation of 5 new full-time and 3 new part-time positions, as well as deleting 3 part-time positions and creating 6 new classifications, as stated above.  One position of note is the Diversity, Equity, and Inclusion Officer. Parks advises that creation of this position was reviewed with and supported by the Executive’s Office of Diversity, Equity, and Inclusion and would have a role that is less high-level and instead works more closely with daily procedures and seasonal hiring needs of Parks and Recreation. Additional staff changes include adjusting the salary grade for the Director of Parks and Recreation from 334 ($119,514) to 337 ($138,353), which would be consistent with other directors under Elected and Appointed Officials. All proposed changes are able to be absorbed into the Parks and Recreation budget. Parks Reorg Resolution 02_2022 September 29, 2022 MISCELLANEOUS RESOLUTION #22-325 Sponsored By: Kristen Nelson Parks & Recreation - Reorganization of the Parks and Recreation Department Chairperson and Members of the Board: WHEREAS Oakland County Parks and Recreation’s (OCPR) operations are supported by more than 700 full-time, part-time, and seasonal positions; and WHEREAS OCPR manages 14 parks encompassing nearly 7,000 acres of parks and facilities across Oakland County, as well as providing hundreds of programs and special events annually; and WHEREAS a reorganization of the Parks and Recreation Department is requested to improve operations, align with strategic priorities, facilitate staff collaboration and coordination, and better define roles and responsibilities to lead OCPR strategy for golf, campgrounds, and other core park services; and WHEREAS it is proposed to consolidate all organizational divisions into a single Parks & Recreation Administration division to provide administrative flexibility to adjust internal staff assignments to meet evolving operational needs; and WHEREAS it is proposed to reconfigure and retitle the organizational units to align with OCPR strategic objectives; and WHEREAS this proposal will create five (5) full-time eligible (FTE) positions and three (3) part-time non-eligible (PTNE) positions, creates six (6) new classifications, and delete three (3) PTNE positions; and WHEREAS funding for this reorganization is available within the OCPR budget. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners adopts the Oakland County Parks and Recreation Reorganization Plan. BE IT FURTHER RESOLVED to consolidate divisions and transfer positions as reflected in the attached Schedule B, to create and delete positions as reflected in Schedule C, to reclassify positions as reflected in the attached Schedule D, and to change the salary grade of classifications as reflected in Schedule E. BE IT FURTHER RESOLVED that the Fiscal Year 2023 budget be amended as reflected in the attached schedule A. Assists the Parks Commission and Parks leadership in communicating information concerning department programs and operations to local government officials and agencies. Provide assistance to the Supervisor of Marketing & Communications with performing research, preparing presentations, coordinating media efforts and planning events, as well as writing proclamations, press releases, news articles, newsletters, brochures, flyers, website copy and social media content. Serves as liaison for the Parks and Recreation Commission to local units of government, elected officials, and local agencies. Represents the Parks and Recreation Commission at meetings, gives presentations on Parks and Recreation services, projects, and programs. Provides materials and information to Parks and Recreation Commissioners and County Commissioners relating to Parks and Recreation department activities and meetings within their respective commissioner districts. Provides assistance to the Parks and Recreation Commission and Parks leadership in the drafting of reports, speeches, and correspondence. Performs research as requested. Utilizes current Countywide and/or department specific software to complete assignments. May be required to work an adjusted schedule involving evening hours and/or weekends. SUPERVISION EXERCISED None ESSENTIAL JOB FUNCTIONS Serves as liaison for the Parks and Recreation Commission with local units of government, local elected officials, and local agencies. Represents the Parks and Recreation Commission at events, meetings or gatherings with local government officials, commissioners, and community agencies. Makes presentations on Parks and Recreation services, projects, and programs. Assists in researching, evaluating, and preparing background information for use in proclamations, resolutions, press releases, talking points, speeches, and presentations. Assists with Parks and Recreation community outreach efforts and correspondence. CLASS TITLE: P&R COMMISSION COMMUNITY LIAISON 2 As directed, contacts other county departments and elected or appointed officials to schedule meetings. Acts as ombudsperson for citizen complaints, resolves constituent problems including referrals. Assists citizens in resolving complaints, including those within another agency’s jurisdiction. Meets with Parks and Recreation and County commissioners and provides information to various officials regarding Parks and Recreation activities and meetings within their respective districts. Develops and maintains relationships with Cities, Villages, and Townships (CVT) leadership and various CVT department heads. Serves as a CVT contact for phone calls, e-mail, and in-person inquiries. Researches and drafts from verbal instructions from department administrators, correspondence and informational materials for local units of government and community agencies. Maintains CVT contact lists. Maintains documentation of liaison activities, including a monthly report of communications and/or meetings with local government and community agencies. Performs research, makes recommendations, and prepares proposals and reports. Provides assistance to the Supervisor of Communications & Marketing in the drafting of reports, speeches and correspondence. Assists in the development of the Oak Notes newsletter, providing updates on Parks and Recreation to CVTs, Parks Commissioners and County Commissioners. Utilizes current Countywide and/or department specific software to complete assignments. ESSENTIAL MENTAL & PHYSICAL REQUIREMENTS Ability to communicate to accurately convey information using tact and diplomacy. Ability to operate a motor vehicle and/or be a passenger. WORKING CONDITIONS Work is carried out in a typical office environment. May participate in activities that require driving or being a passenger in an automobile. NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission recommends the following re-organizational plan to the Board of Commissioners for approval: CONSOLIDATE DIVISIONS AND TRANSFER POSITIONS Eliminate the divisions of Planning, Marketing and Communications, Park Operations, Facilities Operations & Maintenance, Administrative Services, and Recreation Programs and Services, create a single division of Administration. Transfer all positions to the Administrati on Division. CREATE, DELETE, RECLASSIFY POSITIONS Create the positions of Diversity, Equity, and Inclusion Officer (FT), Associate Planner (FT), Education and Outreach Specialist (FT), Recreation Program Coordinator (FT) and (3) 500 hours PTNE Bus Driver positions. Delete the positions of Procurement Technician (FT), Supervisor of Administrativ e Services (FT), User Support Specialist I (PTNE), Office Support Clerk Senior (PTNE ), Office Support Clerk Senior (PTNE), and Technical Office Specialist (PTNE). Reclassify the positions of Natural Resources Coordinator to Chief - Parks and Recreation (E nvironmental Sustainability and Planning), (3) 1000 hours PTNE Bus Driver positions to (3) 500 hours PTNE Bus Driver positions, and Executive Secretary to Staff Assistant - Secretary to the Commission. BE IT FURTHER RESOLVED that staff is directed to work with Oakland County Human Resources and Fiscal Services departments to finalize the details of the new organization al structure, including deleting, creating , reclassification and transfer of positions for presentation to the Oakland County Board of Comm issioners.
