DEMOCRATIC CAUCUS MINUTES
September 27, 2022
Meeting called to order by Caucus Chairperson Kristen Nelson at 4:46 p.m. in the
Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Cavell, Gershenson, Jackson, Markham,
Nelson, Powell (remotely from Pontiac) and Woodward. (7)
EXCUSED ABSENCE WITH NOTICE: Charles, Luebs, McGillivray, Miller. (4)
No one addressed the Caucus during Public Comment #1.
Commissioner Markham addressed the Caucus to provide insight on the Budget
Hearing process. She stated that Oakland County earned the AAA Bond Rating in April.
She also provided the Commissioners with a list of five categories of special interest:
Healthy Residents, Public Safety and Fairness in the Criminal Justice System,
Environmental Sustainability, Diversity, Equity and Inclusion and Notable FY 2023 One -
Time Expenditures.

Commissioner Jackson addressed the Caucus to give a short summary of how
Diversity, Equity and Inclusion matters have been handled in the past.

Hilarie Chambers, Oakland County Chief Deputy Executive addressed the Caucus to
inform the Commissioners that the first round of interviews for the Director of Diversity,
Equity and Inclusion will be held this week. She also stated that the study on Capital
Improvements estimates a cost of one billion dollars for necessaary maintenance and
improvement projects to facilities.

Democratic Caucus Minutes Continued. September 27, 2022
Commissioner Woodward addressed the Caucus regarding BOC programming and
Commissioner projects. He explained that funding from the CARES and ARPA federal
programs was able to be used for many of the Commissioners’ priorities over the last
two years.

Commissioner Cavell addressed the Caucus to request a meeting be set up in June of
2023 to discuss the next budget.

Commissioner Woodward addressed the Caucus to inform the Commissioners that
amendments to the budget regarding Senior Services and Road Improvement projects
are being drafted. He also discussed sunsetting the Tri-Party Road Improvement
Program and the Local Road Improvement Matching Fund Program which are funded
through the Board of Commissioners budget.

Commissioner Cavell addressed the Caucus regarding the $10.00 per pay increase for
employee health care deductions. He stated that this may cause an issue with the UAW
contract.

Commissioner Woodward addressed the Caucus to present the new Oakland Transit
flyer available to be printed in bulk to address local groups. He said that there is also a
new “transit” button on the Oakland County Homepage that visitors can click for the
latest information regarding transit.
No one addressed the Caucus during Public Comment #2.
The Caucus recessed at 6:04 p.m. until September 29, 2022, at 8:30 a.m.
