INTRODUCTION AND BACKGROUND
This resolution requests to increase the employee biweekly healthcare contribution amounts by $10, effective January
1, 2023. The last increase in bi-weekly contributions to employee healthcare was in 2009. This would apply to all non-
represented employees and represented employees whose bargaining agreement provides for the same benefit
modifications as the general non-represented employees. This will save the County an estimated $900,000 in healthcare
costs through employee contributions.

The BCBS Traditional plan is available only to those employees who elected this coverage prior to January 1, 1997,

POLICY ANALYSIS
The proposed increase to employee healthcare contributions is part of the county’s 5-year plan to support cost
savings. Additional changes to come include increases in Rx in FY 2025 and potentially FY 2026. These changes have
been reviewed and agreed to by the unions as well.

Human Resources - Resolution Approving Biweekly Employee Healthcare Contribution
Increase
Chairperson and Members of the Board:
WHEREAS the last increase in bi-weekly contributions to employee healthcare was in 2009; and
WHEREAS it is recommended to Increase bi-weekly healthcare contribution amounts by $10 effective
January 1, 2023; and
WHEREAS this would apply to all non-represented employees and represented employees whose
bargaining agreement provides for the same benefit modifications as the general non-represented
employees; and
WHEREAS this will save the County an estimated $900,000 in healthcare costs with employee
contributions; and
WHEREAS the BCBS Traditional plan is available only to those employees who elected this coverage
prior to January 1, 1997, and is no longer open for new enrollment.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners to increase
bi-weekly healthcare contribution amounts by $10 effective January 1, 2023, as outlined in the following
schedule for all non-represented employees and represented employees whose bargaining agreement
provides for the same benefit modifications as the general non-represented employees:
