INTRODUCTION AND BACKGROUND
The Michigan Office of Highway Safety Planning (OHSP) is a civilian division of the Michigan State
Police (MSP) and is the state agency charged with implementing behaviorally based programs to
reduce traffic crash-related fatalities and injuries. These programs are funded by the National
Highway Traffic Safety Administration (NHTSA).
Michigan pedestrian and bicyclist fatalities make up nearly 20% of all fatalities over the past five
years. Since FY 2018, the OHSP has awarded federal grant funds to state, county, and local law
enforcement agencies to conduct overtime shifts focusing on laws that protect pedestrians and
bicyclists.

Sheriff’s Office - Grant Acceptance from the Michigan Department of State Police for the FY
2023 Pedestrian and Bicycle Overtime Enforcement
Chairperson and Members of the Board:
WHEREAS the Oakland County Sheriff’s Office (OCSO) has been awarded Fiscal Year (FY) 2023
Pedestrian and Bicycle Overtime Enforcement funding for Pontiac in the amount of $16,516 in federal
pass through funding with a required grant match of $4,129 totaling $20,645 from the Michigan
Department of State Police (MSP) - Office of Highway Safety Planning (OHSP) for the period October
1, 2022 through September 30, 2023; and
WHEREAS OCSO will use this grant funding for overtime in order to implement a high visibility traffic
enforcement program designed to protect pedestrians and bicyclists, to educate community members
about illegal/dangerous walking, cycling, and driving behaviors and enforce these traffic laws.
Required enforcement periods are October 29,2022 – November 4, 2022, focusing on keeping
pedestrians safe, and August 7 – 13, 2023, focusing on keeping bicyclists safe; and
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves
the Fiscal Year 2023 Pedestrian and Bicycle Overtime Enforcement grant award from the Michigan
Department of State Police - Office of Highway Safety Planning in the amount of $20,645 for the
period October 1, 2022 through September 30, 2023.
BE IT FURTHER RESOLVED that $4,129 be transferred from the County’s General Fund/General
Purpose Grant Match account to fulfill the grant match requirement.
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners is authorized to
execute the grant award and to approve any grant extensions or changes, within fifteen percent
(15%) of the original award, which are consistent with the original agreement as approved.
BE IT FURTHER RESOLVED that acceptance of this grant does not obligate the County to any
future commitment and continuation of the program is contingent upon future levels of grant funding.
BE IT FURTHER RESOLVED the FY2023 budget is amended as detailed in the attached Schedule
A.
