INTRODUCTION AND BACKGROUND
A Memorandum of Understanding was entered into on June 29, 2021 between the Oakland County
Sheriff’s Office and the Oakland County Deputy Sheriff’s Association (“Union”) to create a Therapy
Canine Program within the Sheriff’s Office. The Therapy Canine Program can be used for the
following, but not limited to:
Daily Duties (Extension of the Handler)
Public Events
Community Outreach and Engagement
Major/Traumatic Incidents
School Demonstrations
Grief, Loss, and/or Trauma Related Events
Natural Disaster Incidents
Victim Forensic Interviews
Criminal Investigation Interviews
Crisis Intervention for both citizens and OCSO personnel/families
Medical Facility Visits (Hospitals, Veterans Affairs (VA) Clinics, Nursing Homes, etc.) and
any use not covered by this list as deemed appropriate by the Sheriff or their designee.
The Therapy Canine Handlers will be sworn and certified deputies and the Therapy Canine
Program will be supervised by the Training Unit. The Training Unit will be responsible for ensuring
each Handler is up to date on training including, but not limited to, obedience, certification, and
service/therapy training with certification from a nationally recognized therapy training association.
The Sheriff’s Office has received a donation of two (2) support canine dogs, Woody and Colt, from
Mission Oakland with an estimated value of $6,000; and
Mission Oakland is a 501(c)3 (non-profit), established in 2019, with a mission to support the
Oakland County Sheriff’s Office, community organizations within Oakland County, and to lend
financial assistance to those who are battling hardship and illness within the law enforcement
community; and
Woody will be assigned to the School Resource Officer at the Brandon Township substation in the
Brandon School District; and
Colt will be assigned to a Deputy in Patrol Services for crash investigations and death notices; and
The cost of food, veterinary care, grooming, boarding where necessary, equipment, and other
related items for the canines will be paid for by the County; and
A budget amendment for the care of the canines was incorporated with the resolution adopting the
collective bargaining agreement for employees represented by the Oakland County Deputy
Sheriff’s Association; and
Similar to the K-9 Program, if the Handler or Support Canine are retired, the Handler has the option
to purchase the Support Canine for the value of $1.00.

Donation Acceptance of Two Support Canine Dogs (Woody and Colt)

Chairperson, the Board of Commissioners recommends the following Board action:
Motion to authorize the acceptance of the donation of two (2) support canine dogs from Mission
Oakland with an estimated value of $6,000; further, that the cost of food, veterinary care, grooming,
boarding where necessary, equipment, and other related items for the canines will be paid for by the
County and that if the Handler or Support Canine are retired, the Handler has the option to purchase
the Support Canine for $1.00; furthermore, that the FY 2023-2025 budgets are amended as detailed
in the attached Schedule A.

Dear County of Oakland,
It is with great pleasure that Mission Oakland, a 501(c)(3) non-profit organization, announces the
donation of two Therapy Canines to the Oakland County Sheriff’s Office to use throughout their
organization to serve the community. Mission Oakland is proud to donate Therapy Canines
Woody and Colt to the Sheriff’s Office and relinquishes all ownership, responsibility, and rights
for these Therapy Canines. The total value of the Therapy Canines is $6,000. Further, all
financial obligations and care of the canines will no longer be the responsibility of Mission
Oakland.
Mission Oakland is honored to be able to provide this Therapy Canine to the Oakland County
Sheriff’s Office and wishes Woody and Colt as well as their handlers the best in their very
important ro le in the agency and with the citizens they serve.
