HomeMy WebLinkAboutMinutes - 2022.10.20 - 37686 OAKLAND COUNTY BOARD OF COMMISSIONERS DEMOCRATIC CAUCUS MINUTES October 20, 2022 Meeting called to order by Caucus Chairperson Kristen Nelson at 5:14 p.m. in the Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Charles, Gershenson, Jackson, Luebs, Markham, McGillivray, Nelson, Powell, Woodward. (9) EXCUSED ABSENCE WITH NOTICE: Cavell, Miller. (2) Quorum present. No one addressed the Caucus during Public Comment #1. Moved by Markham seconded by Jackson the minutes of the September 27, 2022 and the September 29, 2022 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. Chairperson Kristen Nelson addressed the Caucus to introduce Walt Herzig, Deputy County Executive. Walt Herzig, Deputy County Executive addressed the Caucus. Chairperson Kristen Nelson addressed the Caucus to welcome Leadership Oakland members. The members of the Caucus discussed the Board Agenda. Commissioner Gershenson addressed the Caucus regarding Finance Committee item entitled: Equalization – Interlocal Agreement Designating Michael Lohmeier as the Assessor for Oakland County. Commissioner Markham addressed the Caucus regarding Economic Development and Infrastructure Committee item entitled: Facilities Management – Lease Approval of Amendment #1 to the Sheriff’s Office’s Lease Agreement with Midfield Management, LLC for the Aircraft Storage and Office Space at the Oakland County International Airport. Democratic Caucus Minutes Continued. October 20, 2022 Discussion followed. Commissioner Markham addressed the Caucus regarding Finance Committee items entitled: Equalization – Resolution 2022 Apportionment of Local Tax Rates and Equalization – Interlocal Agreement Assessing Real and Personal Property Assessment Services with City of Novi for 2022-2023. She reiterated that Oakland County property tax rates are not being raised for 2022-2023. Commissioner Luebs addressed the Caucus regarding Public Health and Safety Committee item entitled: Indigent Defense – Grant Acceptance from the State of Michigan for the FY 2023 Michigan Indigent Defense Commission Grant. Commissioner Gershenson addressed the Caucus and stated that an outing had been planned for a local order of nuns. The nuns lost their transportation at the last minute so Chris Ward, Director, Oakland County Parks and Recreation stepped in and arranged the necessary transportation using an OCPR bus. Discussion followed. Commissioner Gershenson addressed the Caucus to remind everyone that Campaign Finance reports are due October 28, 2022, by 5:00 p.m. Chairperson Kristen Nelson addressed the Caucus and stated that she will be introducing a new proposed miscellaneous resolution entitled: Board of Commissioners – Resolution Supporting Michigan Senate Bill 1136 and House Bill 6305 Addressing High Energy Prices. She added that the resolution will be sent to committee. She also informed the Caucus that the Healthy Aging Grants Program will open on October 31, 2022. The Healthy Aging Ad Hoc Committee will be providing informational documents for Commissioners to disperse to their communities, and they will be holding two informational meetings in November. Discussion followed. Barbara Winter, BOC Senior Analyst addressed the Caucus and stated that Commissioner Hoffman will be introducing a new proposed miscellaneous resolution entitled: Board of Commissioners – Supporting Oakland County Local Communities Who Wish to Opt-Out of the Oakland County Public Transportation Millage. She added that Commissioner Hoffman will be requesting Suspension of the Rules for an immediate vote on the resolution. Discussion followed. Chairperson Kristen Nelson addressed the Caucus to introduce Harry Weaver, Chief Diversity, Equity and Inclusion Officer. Democratic Caucus Minutes Continued. Susan Hollady, Executive Director, Leadership Oakland addressed the Caucus, and the members in attendance introduced themselves. Discussion followed. Commissioner Powell addressed the Caucus regarding the poss ibility of using ARPA funds for housing assistance and to improve workloads at the district court level. Discussion followed. Commissioner Gershenson addressed the Caucus regarding using ARPA funds to assist with the school lunch program. Discussion followed. The following person addressed the Caucus during Public Comment #2: John Balkowski.
