Chairperson David T. Woodward called the meeting of the Board of Commissioners to
order at 06:13 PM in the 1200 N. Telegraph Road Bldg. 12E, Pontiac MI 48341.

Kristen Nelson moved to amend the agenda as follows:
Add Finance Committee item 14 a. entitled Equalization - Resolution 2022 Oakland
County Public Transportation Property Tax Levy - Millage Rate Based on the
November 8, 2022 Election.
(Waiver of Rule III: Resolution was taken up by the Finance Committee immediately
prior to the Board meeting).
A sufficient majority having voted in favor, the agenda was amended.

7. Communications
a. Board of Commissioners - Proclamation - Kentrell Rouser
Resolution #2022-2258 _
Commissioner Angela Powell addressed the Board to present a proclamation
honoring Kentrell Rouser. Among his many achievements, Kentrell is currently
ranked nationally as the #1 amateur boxer in the United States. He competed in
the 2022 Golden Gloves of America National Championship, where he received
the "2022 Golden Boy Award." Kentrell is currently seeking sponsors to assist him
in his dreams of attending the Olympics and becoming a professional boxer.

b. Board of Commissioners - Proclamation - Dr. Steffan Taub
Resolution #2022-2304 _
Chairperson David Woodward, Commissioner Chuck Moss, Commissioner Philip
Weipert and Commissioner Michael Gingell addressed the Board to present a
proclamation honoring Dr. Steffan Taub. Among his many achievements, Dr.
Taub served as a family physician for 35 years. He was also appointed to the
Oakland Community Health Network Board (OCHN). Dr. Taub served in the
United States Navy, where he was stationed at the Long Island Beach Naval
Station Alcohol and Substance Abuse Clinic. He has also influenced state policies
and legislation as part of the Michigan Association of Community Mental Health
Boards (MACMHB).

WHEREAS the Department of Economic Development/Aviation Division is entering into a
grant agreement with the Michigan Department of Transportation (MDOT) Grant Contract
No. 2022-0879, Federal Project No. I-26-0079-8722 for the development and improvement
of the Oakland County International Airport; and
WHEREAS the project consists of Rehabilitation of Runway 9L/27R-Construction;
Reconstruction of Runway 9L/27R Lighting-Construction; Construct Taxiway L including
Taxiways H, J, W, K, S, N-Construction; and Reimbursement for Runway 9L/27R ASV
Analysis-Planning at Oakland County International Airport; and
WHEREAS the Michigan Department of Transportation shall act as agent on behalf of the
County in the administration of the project; and
WHEREAS the total cost of the project is $8,648,168, with $7,983,350 funded from Federal
funds, $332,409 from State funds, and $332,409 from the Airport Fund; and
WHEREAS the Airport Committee has reviewed the project and recommends acceptance
of the grant contract; and
WHEREAS the target date for project completion is December 31, 2023; and
WHEREAS the attached contract has completed the Grant Review Process in accordance
with Miscellaneous Resolution #19006.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
accepts the grant contract in an amount not to exceed $8,648,168 of which $7,983,350 is
the Federal share, $332,409 is Michigan Department of Transportation's share, and a local
grant match of $332,409, which is available from the FY 2023 Airport Fund.
BE IT FURTHER RESOLVED that the acceptance of this grant does not obligate the
County to any further commitment.
BE IT FURTHER RESOLVED that the Chairperson of the Oakland County Board of
Commissioners is authorized to execute the grant contract.
BE IT FURTHER RESOLVED a budget amendment is not required, as funding of the local
match in the amount of $332,409 is available in the Airport Fund.

Resolution to Authorize Jail Elevators 1 & 3 Hydraulic Jack Replacements

WHEREAS the safety of employees and the public at county-owned buildings
involves many building systems and features, including safe, problem-free
elevator/lift units; and
WHEREAS the existing Jail passenger elevators 1 & 3 are over 30 years old and
have been taken out of service repeatedly due to unsafe operation related to
hydraulic jack oil leakage; and
WHEREAS the emergency repair will include well drilling of the old hydraulic
jacks, installing new hydraulic cylinder liners, installing new jack shafts,
emergency battery back-up, and related components; and
WHEREAS in accordance with Purchasing Division policies and procedures,
Facilities Maintenance and Operations (FM&O) and the Purchasing Division
solicited proposals for the hydraulic jack replacements and the lowest responsible
bidder was Schindler Elevator Corporation of Livonia; and
WHEREAS the total project cost is $404,900, including $364,574 for materials and
installation, $5,000 for elevator consulting services, as well as $35,326 for
contingencies; and
WHEREAS the FY 2023 – FY 2032 Capital Improvement Program (CIP) includes
funding in the amount of $200,000 for elevator maintenance; and
WHEREAS the remainder of the funds will be derived from savings of previously
approved elevator maintenance and life safety enhancement projects as these
projects came under budget in FY 2022, resulting in the availability of funds for the
replacement of hydraulic jacks at the Jail; and
WHEREAS funding in the amount of $404,900 is available for transfer from the
FY2023 Capital Improvement Program/Building Fund (#40100) to the Project
Work Order Fund (#40400) for the Jail Elevators 1 & 3 Hydraulic Jack
Replacements Project.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes the Jail Elevators 1 & 3 Hydraulic Jack Replacements
project in the amount of $404,900.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the
transfer of funding for the Jail Elevators 1 & 3 Hydraulic Jack Replacements
Project (PROJ-17163) in the amount of $404,909 from the Capital Improvement
Program/Building Fund (#40100) to the Project Work Order Fund (#40400) as
detailed in the attached Schedule A.
BE IT FURTHER RESOLVED the remainder of the funds will be derived from the
savings of the previously approved elevator maintenance and life safety
enhancement projects in FY 2022, as the projects came under budget, resulting in
the availability of funds within the FY 2023 CIP.

that no budget amendment is needed at this time.

WHEREAS many Americans are living on the edge, forced to choose between
basic necessities like buying food, paying rent, or going to the doctor; and
WHEREAS over 43.1 million Americans are at risk of suffering from hunger and
one in five children are afflicted by poverty; and
WHEREAS there are an estimated 549,000 Americans who are homeless on any
given night; and
WHEREAS in 2020, Michigan estimated that 16,050 people experienced first time
homelessness; and
WHEREAS of that total, 12,094 were family households, 1,827 were Veterans,
and twenty-two percent of those people experiencing first time homelessness
were children under the age of 18; and
WHEREAS in 2021, there were 3,000 persons experiencing homelessness in
Oakland County and only 254 emergency shelter beds available in the county;
and
WHEREAS there is a link between healthcare, chronic diseases, trauma, and
access to housing, and that many deaths are due to the disproportionate effects
on persons experiencing homelessness; and
WHEREAS those who are poor and homeless are three to four times more likely
to die prematurely and have a life expectancy 30 years shorter than those who
have housing; and
WHEREAS hunger and homelessness continue to be a serious challenge for
many people who have the right to adequate housing, food, clothing, safety, and
health care; and
WHEREAS the citizens of Oakland County are encouraged to commit themselves
to promoting compassion and concern for all, particularly during these challenging
times and the upcoming winter months that pose extreme hardships for our fellow
citizens who are less fortunate, hungry and without homes; and
WHEREAS any solution to end hunger and homelessness must be grounded in
greater access to community resources, jobs, affordable housing, and supportive
services to help individuals not only meet their basic needs, but thrive in their
community; and
WHEREAS by joining together, we can provide solutions to end hunger and
homelessness in our communities throughout Oakland County.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners recognize November 12 – 20, 2022, as National Hunger and
Homeless Awareness Week in Oakland County and encourage citizens to come
together to resolve the factors that lead to hunger and homelessness within our
communities.

WHEREAS pancreatic cancer surpassed breast cancer to become the third
leading cause of cancer death in the United States, and it is projected to become
the second leading cause in 2022; and
WHEREAS currently, there is no standard screening test or early detection
method to diagnose pancreatic cancer; and
WHEREAS when symptoms of pancreatic cancer present themselves, it is
generally in later stages, and 70 percent of pancreatic cancer patients die within
the first year of their diagnosis and the 5-year survival rate is only 9 percent; and
WHEREAS in 2022, an estimated 62,210 people will be diagnosed with
pancreatic cancer in the United States, and 49,830 will die from the disease; and
WHEREAS the average lifetime risk of pancreatic cancer is about 1 in 64. But
each person’s chances of getting this cancer can be affected by certain risk
factors; and
WHEREAS the importance of education and knowledge about this disease
cannot be overstated and contributes to the ability to lead a healthy, balanced,
and productive life; and
WHEREAS the good health and well-being of the residents of Oakland County
are enhanced as a direct result of increased awareness about the symptoms and
risk factors of pancreatic cancer, and research into early detection, causes, and
effective treatments.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners declares November 17, 2022, as World Pancreatic Cancer
Awareness Day in Oakland County.

WHEREAS the Oakland County Office of the Prosecuting Attorney has been
awarded Michigan Department of Health and Human Services grant funding in the
amount of $175,000 from the State of Michigan, Department of Health and Human
Services for the period of October 1, 2021 through September 30, 2022; and
WHEREAS this is the first (1st) year of grant acceptance for this program; and
WHEREAS the purpose of this grant is to provide support regarding the school
shooting incident in Oxford Township on November 30, 2021, which included 4
deceased students, 7 surviving gunshot victims and approximately 2,000
terrorism victims consisting of the Oxford High School student body and staff. The
magnitude and complexity of this case requires a substantial response from the
Victim Services Unit which includes ensuring victims are continuously updated on
case developments, are provided emotional support throughout the court process,
receiving referrals for mental health treatment when requested and receiving
assistance seeking financial compensation from the state for reimbursement of
medical and mental health bills; and
WHEREAS this grant award includes reimbursement funding of salaries and
fringe benefits for one (1) General Fund General Purpose (GF/GP) Full-time
Eligible (FTE) Victim Advocate position (#4010201- 15538) and one (1) GF/GP
FTE Office Support Clerk position (#4010201-15532); and
WHEREAS there is no grant match required; and

WHEREAS the Michigan State Police has awarded the Sheriff and Prosecuting
Attorney funding for the FY 2023 Narcotics Enforcement Team (NET) Byrne Grant
Program for the period October 1, 2022 through September 30, 2023; and
WHEREAS the grant application requested $521,648 in funding, which resulted in
a grant award of $195,372; and
WHEREAS there is no grant match required in FY 2023, but the Sheriff’s Office is
requesting to fund the difference of $326,276 from the County General
Fund/General Purpose (GF/GP) non-departmental grant match (SC730800); and
WHEREAS last year the County General Fund/General Purpose (GF/GP) non-
departmental grant match contributed $241,732; and
WHEREAS the grant award provides partial funding of salary for one (1) special
revenue (SR) full-time eligible (FTE) Principal Attorney position (#4010201-07207)
in the Prosecuting Attorney’s Office; and
WHEREAS the grant award provides partial funding of salary for two (2) SR FTE
Sergeant positions (#4030920-09829 and #4030920-09830), and one (1) SR part-
time non-eligible (PTNE) 1,000 hours per year Office Support Clerk Senior
position (#4030920-10931) in the Sheriff’s Office.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners accepts the FY 2023 Narcotics Enforcement Team (NET) Byrne
Grant from the Michigan State Police in the amount of $195,372 for the period
October 1, 2022 through September 30, 2023.
BE IT FURTHER RESOLVED to transfer $326,276 from the County’s General
Fund/General Purpose Grant Match (SC730800) account to fulfill the program
funding obligation.
BE IT FURTHER RESOLVED to continue one (1) SR FTE Principal Attorney
position (#4010201-07207) in the Prosecuting Attorney’s Office.
BE IT FURTHER RESOLVED to continue two (2) SR FTE Sergeant positions
(#4030920-09829 and #4030920-09830), and one (1) SR PTNE 1,000 hour per
year Office Support Clerk Senior position (#4030920-10931) in the Sheriff’s

BE IT FURTHER RESOLVED that the Chairperson of the Board of
Commissioners is authorized to execute the grant award and to approve any grant
extensions or changes, within fifteen percent (15%) of the original award, which
are consistent with the original agreement as approved.
BE IT FURTHER RESOLVED that continuation of this program, including
positions, is contingent upon continued grant, general fund, and Restricted
Revenue Account funding.
BE IT FURTHER RESOLVED the FY 2023 budget is amended as detailed in the
attached Schedule A.

WHEREAS the Oakland County Sheriff’s Office (OCSO) has been awarded
$1,183,837 in grant funding from the Michigan Department of State Police (MSP) -
Office of Highway Safety Planning (OHSP) from Public Act 416 to conduct
secondary road patrol activities for the period October 1, 2022, through
September 30, 2023; and
WHEREAS this is the 44th year that the OCSO has been awarded Secondary
Road Patrol and Traffic Accident Prevention Program Grant funding; and
WHEREAS the Fiscal Year (FY) grant allocation represents an increase of
$216,720 from last year’s funding; and
WHEREAS the grant provides continued funding for six (6) Special Revenue (SR)
full-time eligible (FTE) Deputy II positions (#4030630-02572, #03114, #14865,
#15480, #15481 and #07501) and one (1) SR FTE Sergeant position (#4030630-
07790) located in the Patrol Services Division; and
WHEREAS the grant provides funding for the creation of one (1) SR FTE Deputy
II position in the Patrol Services Division (#4030630); and
WHEREAS the grant also provides funding for the following budget categories:
Automotive (Motor Pool and Motor Pool Fuel) $113,047, Equipment $63,000
including the purchase of two (2) motorcycles and one (1) drone, and Operating
Expense $6,000 to cover drone software and training; and
WHEREAS no county match is required.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the Fiscal Year 2023 Secondary Road Patrol Grant
award from the Michigan Department of State Police - Office of Highway Safety
Planning in the amount of $1,183,837 for the period October 1, 2022, through
September 30, 2023.

WHEREAS the U.S. Department of Justice, Bureau of Justice Assistance
Programs (BJA), has awarded the Sheriff’s Office grant funding in the amount of
$22,619.74 for the period April 1, 2022 through March 31, 2024; and
WHEREAS the reimbursement program provides up to 50% of the cost of
bulletproof vests; and
WHEREAS the grant allows reimbursement of costs incurred by the Sheriff’s
Office for the purchase of approved bulletproof vests for deputies; and
WHEREAS the prior year total funding was $21,437.85.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners accepts the FY 2022 Bulletproof Vest Partnership (BVP) Program
Grant funding in the amount of $22,619.74 for the period April 1, 2022 through
August 31, 2024.
BE IT FURTHER RESOLVED that the Chairperson of the Board of
Commissioners is authorized to execute the grant agreement and to approve any
grant amendments, within fifteen percent (15%) of the original award, which are
consistent with the original agreement as approved.

County to any future commitment and continuation of this program is contingent

WHEREAS the Oakland County Sheriff’s Office applied for and has been awarded
the Fiscal Year (FY) 2022 DNA Capacity Enhancement and Backlog Reduction
(CEBR) Program Grant funding in the amount of $522,717 from the U.S.
Department of Justice (DOJ), Bureau of Justice Assistance (BJA); and
WHEREAS the grant period is October 1, 2022 through September 30, 2024; and
WHEREAS the Oakland County Sheriff’s Office (OCSO) provides forensic
laboratory services to Oakland County and its neighboring communities; and
WHEREAS grant funding will be used to continue three (3) Full-Time Eligible
(FTE) Special Revenue (SR) Forensic Laboratory Analyst positions (#4030910-
12173, 12450, and 12451) in the Sheriff's Office Investigative & Forensic Services
Division, Forensic Services Unit (#4030910); and
WHEREAS grant funding will also be used to purchase an additional benchtop
extraction instrument, a centrifuge, a back-up battery for the AutoMate instrument,
pipettes, and an additional 12-month STRmix software license and maintenance
agreement for the Biology Unit. Grant funding has also been budgeted for staff to
attend mandatory DOJ training.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners accepts the FY 2022 DNA Capacity Enhancement and Backlog
Reduction (CEBR) Program Grant award from the U.S. Department of Justice,
Bureau of Justice Assistance in the amount of $522,717 for the period of October
1, 2022 through September 30, 2024.

WHEREAS the Somerset Collection LP, the operator of a shopping mall located
in the City of Troy, has requested the Oakland County Sheriff's Office to supply
Deputies for Law Enforcement Services for the 2022 holiday season; and
WHEREAS the Sheriff's Office has agreed to supply such Deputies on an hourly
overtime basis, the number of man-hours to be determined by the Sheriff's Office
based on staffing availability; and
WHEREAS this agreement has been reviewed by Corporation Counsel and Risk
Management; and
WHEREAS the County of Oakland shall be reimbursed for such services by the
Somerset Collection LP at the hourly overtime rates established by the Board of
Commissioners per Miscellaneous Resolution #21514 and any applicable holiday
rate if incurred.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby approves the attached 2022 Law Enforcement Services
Agreement with the Somerset Collection LP consistent with the provisions
contained therein.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners
authorizes its Chairperson to execute and enter into this agreement on behalf of
the County.

WHEREAS the Federal Emergency Management Agency (FEMA) has awarded
Oakland County the FY 2021 Building Resilient Infrastructure and Communities
(BRIC) grant in the amount of up to $435,000 for the period of September 9, 2022,
through September 9, 2025; and
WHEREAS the BRIC grant will reimburse Oakland County for 75% of project
scoping expenses related to the design processes for hardening of a combined
EOC/911 center; and
WHEREAS the purpose of the BRIC program is to encourage communities to
build infrastructure that is resilient in times of disaster and emergencies; and
WHEREAS the 25% match is required and is available as part of the $1.5 million
approved under Miscellaneous Resolution #21319; and
WHEREAS the grant agreement has completed the Grant Review Process
according to the Board of Commissioners Grant Procedures.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners accepts grant funding from the Federal Emergency Management
Agency for the FY 2021 Building resilient Infrastructure & Communities Grant
funding of $435,000 as a reimbursement for expenses for the period of September
9, 2022 through September 9, 2025.
BE IT FURTHER RESOLVED that the Chairperson of the Oakland County Board
of Commissioners is authorized to execute the grant agreement and to approve
any grant extensions or changes, within fifteen percent (15%) of the original
award, which are consistent with the original agreement as approved.
BE IT FURTHER RESOLVED that acceptance of this grant does not obligate the
County to any future commitment including the continuation of any special
revenue positions if/when the grant expires.

occurred over the past several years, necessitating the need for additional full-
time staff there.

WHEREAS the Michigan Public Health Institute (MPHI) was awarded grant
funding from the Michigan Department of Health Human Services COVID-19
Regional Health Equity Council Backbone Organization grant to reduce and
eliminate COVID-19 inequities in impacted and at-risk populations by identifying
and supporting backbone organizations to create regional Health Equity Councils;
and
WHEREAS the MPHI intends to subcontract with the Oakland County Health
Division (OCHD) to reduce and eliminate COVID-19 inequities in impacted and at-
risk populations in each region serving one or more of the five racial and ethnic
minority populations at increased risk of COVID-19 infection, complications, and
death; and
WHEREAS the subaward agreement shall be effective on the date of execution
and provides funding in the amount of $300,000 through May 31, 2023; and
WHEREAS the aim of the project is to establish a Regional Health Equity Council,
develop and implement an action plan to improve health outcomes of the region;
identify and engage community members and organization in council membership
and activities, and support sustainable activities and development of a
sustainability plan of activities; and
WHEREAS the Regional Health Equity Council will be comprised of community
organizations actively engaged with Michigan’s five minority populations including
Black/African Americans, Asian Americans, Pacific Islanders, Hispanic/Latinos,
Arab/Chaldean Americans, and/or Native American/American Indians; and
WHEREAS the Regional Health Equity Council will work to identify risk factors
and needs related to COVID-19 and root causes of health inequities within
Oakland County and create a strategic plan for reducing disparities in health and
social determinant health outcomes related to the COVID-19 pandemic; and
WHEREAS the subaward agreement includes funding in the amount of $180,200
to establish subcontracting agreements with Pontiac Community Foundation, El
Centro Multicultural La Familia, Arab American and Chaldean Council and
additional, new partners to provide targeted, culturally competent data collection
and social determinants of health care navigation; and
WHEREAS the subaward agreement includes funding in the amount of $10,000 to
provide funding for monthly stipends of five council members who are expected to
serve for 10 months; and
WHEREAS no County match is required; and
WHEREAS the grant agreement has completed the Grant Review Process in
accordance with the Grants Policy approved by the Board of Commissioners at
their January 21, 2021 meeting.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby accepts the grant award from the Michigan Public Health
InstituteMPHI for the Regional Health Equity Council Backbone Organization in the
amount of $300,000 to be effective on the date of execution through May 2023.
BE IT FURTHER RESOLVED that the Chairperson of the Board of
Commissioners is authorized to execute the grant agreement and to approve any

WHEREAS the court intends to continue the Drug Court to assist in addressing
the problems of increasing recidivism, increasing use of alcohol and illegal drugs,
rising system costs, and an increase in jail days ordered; and

Treatment Court (STC) caseload, conduct substance abuse assessments for all
potential defendants who meet the STC criteria, attend staffing and review

Professionals (MATCP) conference and participate in graduation ceremonies; and
WHEREAS this grant is conditioned upon continued interpretation of the contract
consistent with the September 28, 2022, letter from the SCAO, providing that

WHEREAS pursuant to the Urban Cooperation Act, MCL 124.501 et seq., the
County/Court and the Oakland Community Health Network (OCHN) would like to enter
into an agreement for the purpose of providing mental health and substance-use
disorder evaluations and other mental health and substance-use disorder
services to-the Court through a Court Liaison; and
WHEREAS the agreement period is effective from October 1, 2022 through
September 30, 2023 unless terminated according to provisions in the agreement;
and
WHEREAS OCHN will be reimbursed up to $92,300 for FY 2023; and
WHEREAS once awarded, funding for these services and the Court Liaison
position, in FY 2023, will be included in the Michigan Drug Court Grant Program,
administered by the State Court Administrative Office (SCAO); and
WHEREAS an agreement has been reviewed by the County's Corporation
Counsel; and
WHEREAS the agreement has been presented to the OCHN for their approval.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the attached intergovernmental agreement between
52nd District Courts Mental Health Court and the Oakland Community Health
Network for mental health services and substance-use disorder services.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the
payment of $92,300 to Oakland Community Health Network for providing these mental
health services for individuals participating in the 52nd District Courts Mental Health
Court.
BE IT FURTHER RESOLVED that the Board Chairperson is authorized to
execute the Agreement on behalf of the County of Oakland, and hereby accepts
and binds the County of Oakland to the terms and conditions of this agreement.

WHEREAS Michigan's FY 2021-22 General Omnibus Budget, Public Act 87 of
2021, includes section 231 (8) which provides, for direct care workers (DCW) of
licensed Child Care Institutions (CCI), an increase of $2.00 per hour wage for
every hour worked during FY 22; and
WHEREAS Oakland County Children’s Village maintains a total of three CCI
licenses, one each for detention, residential and shelter care, qualifying this
increase; and
WHEREAS a DCW, as defined in Licensing Rule 400.4101, is a person who
provides direct care and supervision of children in an institution; and
WHEREAS the following position classifications meet this requirement; Youth
Specialist I, Youth Specialist II, Youth Specialist Supervisor and Children’s Village
Program Supervisor; and
WHEREAS the reimbursement program allows for a maximum of $2.00 per hour
worked, it does not provide additional reimbursement for overtime or shift
differentials; and
WHEREAS only hours worked will be reimbursed, which does not include
vacation, sick or time off from any other leave banks or for any other reasons; and
WHEREAS this is a reimbursement program requiring payment to employees
prior to applying to the State for reimbursement; and
WHEREAS the county will be reimbursed for the $2.00 per hour worked and for
the employer's share of FICA; and
WHEREAS the estimated number of eligible DCW hours for FY 22 has been
calculated to be 243,100; and
WHEREAS this equates to a total estimated reimbursement request from the
State of $523,394 ($486,200 wage increase and $37,194 payroll tax expense);
and
WHEREAS the Children’s Village FY 22 budget has favorable variance in the
salaries line item to cover the up-front costs as well as associated variable fringe
benefit costs.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners supports the Department of Public Services - Children's Village to
seek an available additional wage increase, as defined in the Michigan's FY
2021-2022 General Omnibus Budget, for qualified position classifications for
hours worked during Fiscal Year of 2022.
BE IT FURTHER RESOLVED the Department of Management and Budget -
Fiscal Services will apply for reimbursement to the Michigan Department of
Health and Human Services for the wage increases and expenses associated
with payroll taxes.

WHEREAS the Michigan Department of Transportation (MDOT) requires a
municipality to adopt its Performance Resolution for Municipalities before it will
allow a municipality or other public body to perform work within the right of way of
any state highway; and
WHEREAS the County of Oakland by and through the office of the Water
Resources Commissioner periodically performs work within such state-owned
rights of way; and
WHEREAS the County’s current permit is valid through December 31, 2022; and
WHEREAS the MDOT revised its forms and procedures in May of 2021 with
respect to performance resolutions for governmental agencies and requires an
annual permit to construct, operate, use and/or maintain utilities or other facilities,
or to conduct other activities, on, over, and under state highway rights of way at
various locations within and adjacent to its corporate boundaries; and
WHEREAS such permit must be electronically submitted to the MDOT via its
online Construction Permit System (CPS); and
WHEREAS the MDOT further requires that municipalities using the MDOT’s rights
of way adopt such resolution in substantially the same manner and form as the
attached document; and
WHEREAS the MDOT waives permit fees for municipalities working within their
geographical boundaries; and
WHEREAS the Water Resources Commissioner has designated six chief
engineers to submit applications for necessary work within the state highway
rights of way on behalf of Oakland County.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby adopts the MDOT’s Performance Resolution for
Municipalities and authorizes the named chief engineers of the Water Resources
Commissioner’s office to submit, from time to time, applications for work within the
MDOT’s rights of way on behalf of the County.
BE IT FURTHER RESOLVED that no budget amendment is required.

WHEREAS Oakland County voters approved a millage rate of 0.9500 mills for
Oakland County Public Transportation with the November 8, 2022 election; and
WHEREAS the L4029 2022 Tax Rate Request form has been updated to account
for the millage rate of 0.9500 mills, and said form needs to be provided to the
local governments to direct them to use the Oakland County Public
Transportation 0.9500 millage rate for the December 2022 levy; and
WHEREAS the 0.9500 millage rate is estimated to generate $66,163,000 to
support Oakland County Public Transportation; and
WHEREAS the Oakland County Board of Commissioners will use the funding for
public transportation services in Oakland County, including operating,
maintaining, improving, and expanding transit services, creating and expanding
new fixed routes for bus service connecting local communities, expanding
transportation services; and
WHEREAS a FY 2023 budget amendment appropriating the estimated property
tax revenue for those purposes will be approved by the Board of Commissioners
at a future date; and
NOW THEREFORE BE IT RESOLVED that each Supervisor of the various
townships and Assessing Officers of the several cities of Oakland County are
authorized and directed to spread on their respective township or city tax rolls for
the year 2022 December Levy, a tax rate of 0.9500 mills for Oakland County
Public Transportation, to be applied to the 2022 Taxable Value of all property
located within their respective jurisdictions.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners
does authorize execution of the Michigan Department of Treasury Form L-4029 –
2022 Tax Rate Request by signature of the Chairperson of the Board of
Commissioners.

WHEREAS Merit Rule 2 provides a process for departments and employees to
request a review of the salary grade placement of classifications; and
WHEREAS the 4th Quarterly Report for FY 2022 identifies the job studies
conducted and the salary grade changes recommended by the Human Resources
Department through the month of September 2022; and
WHEREAS the General Fund/General Purpose impact for FY 2023 is $105,383
and FY 2024-2025 is $124,544; and
WHEREAS the Proprietary Fund impact for FY 2023 is $4,529 and FY 2024-2025
is $5,353; and
WHEREAS the Special Revenue Fund impact for FY 2023 is $71,205 and FY
2024-2025 is $84,161.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of

WHEREAS the 52nd District Court, Division III (Rochester) is seeking approval to
accept the State Court Administrator’s Office (SCAO), Michigan Drug Court Grant
Program in the amount of $13,123, for the grant period of October 1, 2022 through
September 30, 2023; and
WHEREAS the court intends to continue the Specialty Treatment Court (STC) to
assist participants maintain sobriety and decrease recidivism; and
WHEREAS one existing full-time Probation Officer, funded by the Court’s budget
will assist with managing the STC caseload, conduct substance abuse
assessments for all potential defendants who meet the STC criteria, attend
staffing and review hearings, conduct home/site visits, attend the 2022 Michigan
Association of Treatment Court Professionals (MATCP) conference, and
participate in graduation ceremonies and one (1) Special Revenue (SR) Full-Time
Eligible (FTE) Probation Officer position (#3020405-12030) will be deleted; and
WHEREAS the grant acceptance has completed the Grant Review Process in
accordance with the Grants Policy approved by the Board at their January 21,
2021 meeting.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby approves 52-3 District Court’s grant acceptance from the
State Court Administrative Office for the FY 2023 Michigan Drug Court Grant
Program in the amount of $13,123, for the period of October 1, 2022 through
September 30, 2023.
BE IT FURTHER RESOLVED that acceptance of this grant does not obligate the
County to any future commitment and continuation of this program is contingent
upon future levels of grant funding.
BE IT FURTHER RESOLVED that the Chairperson of the Board of
Commissioners is authorized to execute the grant agreement and to approve any
grant extensions or changes, within fifteen percent (15%) of the original award,
which are consistent with the original agreement as approved.
BE IT FURTHER RESOLVED to delete (1) SR FTE Probation Officer position
(#3020405-12030).
BE IT FURTHER RESOLVED that the FY 2023 budget is amended per the
attached Schedule A.

Council of Michigan survey addressing traffic safety in Oakland County will close
November 21, 2022.
Commissioner Michael Spisz addressed the Board to announce the remembrance of
the one-year anniversary of the Oxford High School shooting victims. A luminary event
will be held on November 30, 2022, at 7:00PM. Supplies can be picked up from the All
for Oxford Resilliency Center from November 14th through November 30th.
Commissioner Kristen Nelson addressed the Board to announce the Oakland Together
Senior Initiatives Senior Center grant program opened up on October 31, 2022 and will
close December 9, 2022. The next informational meeting will be held on November 28,
2022.
Chairperson David Woodward addressed the Board to announce the Tri-County
Summit will be held on November 18, 2022.
