DEMOCRATIC CAUCUS MINUTES
November 17, 2022
Meeting called to order by Caucus Chairperson Kristen Nelson at 5:07 p.m. in the
Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Cavell, Gershenson, Luebs, Markham,
McGillivray, Miller, Nelson, Powell, Woodward. (9)
EXCUSED ABSENCE WITH NOTICE: Charles, Jackson. (2)
Quorum present.
No one addressed the Caucus during Public Comment #1.
Moved by McGillivray seconded by Miller the minutes of the October 20, 2022, Caucus
be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Gershenson addressed the Caucus regarding the Oakland County Gun
Buyback Pilot Program. She stated that Oakland County was able to purchase over 300
guns and a full report on the program will be available soon.
Commissioner Miller addressed the Caucus regarding the Economic Development and
Infrastructure Committee item entitled: Water Resources Commissioner – Resolution to
Adopt MDOT Performance Resolution.
Commissioner Markham addressed the Caucus regarding the Finance Committee item
entitled: Equalization – Resolution 2022 Oakland County Public Transportation Property
Tax Levy – Millage Rate Based on the November 8, 2022, Election. She informed the
Caucus that the levy will appear on 2022 Winter Tax Bills and that the previous SMART
millage ends December 31, 2022.

Democratic Caucus Minutes Continued. November 17, 2022
Chairperson Kristen Nelson addressed the Caucus to give a quick summary of the four
items on the Legislative Affairs and Government Operations Committee Regular
Agenda.

Commissioner Luebs addressed the Caucus regarding the Public Health and Safety
Committee item entitled: 52-3 District Court (Rochester Hills) – Grant Acceptance from
the State Court Administrative Office for the FY 2023 Michigan Drug Court Grant
Program.
Discussion followed.
Commissioner Woodward addressed the Caucus to introduce District 14 Commissioner-
Elect Ajay Raman.
District 14 Commissioner-Elect Ajay Raman addressed the Caucus.
Discussion followed.
Commissioner Gershenson addressed the Caucus regarding fund raising efforts by the
Gun Safety Advocacy Group at Oxford High School. The funds will be used to assist
with PTSD treatment for the students of Oxford High School and Robb Elementary
School in Uvalde, Texas.
Commissioner Woodward addressed the Caucus to make the following
announcements:
• The Tri-County Summit for Wayne, Oakland and Macomb Counties will be held
on November 18, 2022, at the Detroit Zoo.
• The reorganization Caucus for the 2023-2024 session will be scheduled as soon
as possible after the Thanksgiving holiday.
• A Caucus retreat is being organized to be held in January or February of 2023.
Chairperson Kristen Nelson addressed the Caucus regarding the Heathy Aging Grants
Program. She stated that there will be one more informational meeting for interested
parties held on November 28, 2022 before the grant application deadline on December
9, 2022.
Commissioner Gershenson addressed the Caucus to inform the Commissioners of the
death of Zhi “Ricky” Dong, owner of 168 Asian Mart in Madison Heights and local
philanthropist who was presented a proclamation celebrating his many achievements in
Oakland County just last month.
Commissioner Miller addressed the Caucus to request that the Reorganization Caucus
not be scheduled for November 30th as that is the one-year anniversary of the Oxford
school shooting.

Commissioner Woodward addressed the Caucus and stated that there are two people
being honored by proclamation and one presentation from OCHN on tonight’s agenda.
He also stated that work has already started on Oakland County Transit.

Commissioner Powell addressed the Caucus regarding BOC sponsored funding
programs for local road construction and repair.
Discussion followed.
Chairperson Kristen Nelson addressed the Caucus and stated that there will be a new
proposed miscellaneous resolution introduced by Commissioner Markham entitled:
Equalization – Resolution 2022 Oakland County Public Transportation Property Tax
Levy – Millage Rate Based on the November 8, 2022 Election. She added that
Suspension of the Rules for an immediate vote on the resolution will be requested.

No one addressed the Caucus during Public Comment #2.
The Caucus adjourned at 7:07 p.m. until December 8, 2022, at 8:30 a.m.
