The existing Jail passenger elevators 1 & 3 are over 30 years old and have been taken out of service repeatedly due to unsafe operation related to hydraulic jack oil leakage. The emergency repair will include well drilling of the old hydraulic jacks, installing new hydraulic cylinder liners, installing new jack shafts, emergency battery back-up, and related components. Purchasing Division solicited proposals for the hydraulic jack replacements and the lowest responsible bidder was Schindler Elevator Corporation of Livonia. The total project cost is $404,900, including $364,574 for materials and installation, $5,000 for elevator consulting services, as well as $35,326 (10%) for contingencies. The FY 2023 – FY 2032 Capital Improvement Program (CIP) includes funding in the amount of $200,000 for elevator maintenance and the remaining funds will be derived from the savings of previously approved elevator maintenance and life safety enhancement projects that were completed under budget in FY 2022. On approval of the Board, the funds will be transferred in the amount of $404,909 from the Capital Improvement Program/Building Fund (#40100) to the Project Work Order Fund (#40400) to establish the Jail Elevators 1 & 3 Hydraulic Jack Replacements Project (PROJ-17163). The budget is amended as detailed in Schedule A. MR Project Estimate Jail Jacks 1 and 3 Replacement November 17, 2022 RESOLUTION #2022-2161 _ 22-365 Sponsored By: William Miller III Facilities Maintenance and Operations - Resolution to Authorize Jail Elevators 1 & 3 Hydraulic Jack Replacements Project Chairperson and Members of the Board: WHEREAS the safety of employees and the public at county-owned buildings involves many building systems and features, including safe, problem-free elevator/lift units; and WHEREAS the existing Jail passenger elevators 1 & 3 are over 30 years old and have been taken out of service repeatedly due to unsafe operation related to hydraulic jack oil leakage; and WHEREAS the emergency repair will include well drilling of the old hydraulic jacks, installing new hydraulic cylinder liners, installing new jack shafts, emergency battery back-up, and related components; and WHEREAS in accordance with Purchasing Division policies and procedures, Facilities Maintenance and Operations (FM&O) and the Purchasing Division solicited proposals for the hydraulic jack replacements and the lowest responsible bidder was Schindler Elevator Corporation of Livonia; and WHEREAS the total project cost is $404,900, including $364,574 for materials and installation, $5,000 for elevator consulting services, as well as $35,326 for contingencies; and WHEREAS the FY 2023 – FY 2032 Capital Improvement Program (CIP) includes funding in the amount of $200,000 for elevator maintenance; and WHEREAS the remainder of the funds will be derived from savings of previously approved elevator maintenance and life safety enhancement projects as these projects came under budget in FY 2022, resulting in the availability of funds for the replacement of hydraulic jacks at the Jail; and WHEREAS funding in the amount of $404,900 is available for transfer from the FY2023 Capital Improvement Program/Building Fund (#40100) to the Project Work Order Fund (#40400) for the Jail Elevators 1 & 3 Hydraulic Jack Replacements Project. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the Jail Elevators 1 & 3 Hydraulic Jack Replacements project in the amount of $404,900. BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the transfer of funding for the Jail Elevators 1 & 3 Hydraulic Jack Replacements Project (PROJ-17163) in the amount of $404,909 from the Capital Improvement Program/Building Fund (#40100) to the Project Work Order Fund (#40400) as detailed in the attached Schedule A. BE IT FURTHER RESOLVED the remainder of the funds will be derived from the savings of the previously approved elevator maintenance and life safety enhancement projects in FY 2022, as the projects came under budget, resulting in the availability of funds within the FY 2023 CIP.
