INTRODUCTION AND BACKGROUND
Summary of Proposed Project
The City of Pontiac is seeking funding from the Oakland County Board of Commissioners in
support of Pontiac Arts Commission Programming for the 2023 calendar year. The City of Pontiac
Arts Commission, led by Chairwoman Irma Hayes and Secretary Judy Wilson, includes Alex
Resnik, Bianca Tucker, Bruce Cobb, Dr. Carl Byerly, Quincy Stewart, Ryan Tavarez, Tia Harvey,
Maria Bemudez, and Michael Martin, who is also the Grants Coordinator for the City of Pontiac.
The Pontiac Arts Commission is an extension of City operations per the City’s Charter. In previous
years, the Arts Commission has provided Arts related programming to City of Pontiac residents in
the form of an Art Walk and a summer concert series. The Pontiac Arts Commission is seeking
funding to continue this existing Arts & Culture programming and to add new events and programs
for the 2023 calendar year. One addition to the programming that is being considered is a Silent
Auction/Gala event, which will be a more formal evening event centered around a silent auction of
fine art created by local artists and students along with a strolling dinner provided by local caterers
and restaurants. The event will be a fundraising opportunity for the Arts Commission to gain
additional funding for future events, but will also include a component that was free to the public, as
the art in the Silent Auction will be installed in advance so the public will be able to view the
exhibited works free of charge during the day prior to the evening event. Additionally, a winter
themed visual arts event downtown, with handmade wares and artwork from local artists and
makers along with food and beverage vendors.

The Pontiac Arts Commission actively works to secure philanthropic support from community
stakeholders and corporate partners. In 2022, the Pontiac Arts Commission and the City’s
Department of Grants & Philanthropy successfully raised $49,500 in support of Arts and Culture
events throughout the City. For 2023, in addition to funding requested from the Oakland County
Commissioner’s Special Projects Fund, the Pontiac Arts Commission plans to continue fundraising
to meet its fundraising goals for the year so that it may provide continued Arts & Culture
programming for Pontiac residents.
What is the purpose of this project?
The purpose of the programming organized by the City of Pontiac Arts Commission is to provide
free Arts and Cultural experiences to the residents of Pontiac like the Lawn Chair Concert Series,
the City of Pontiac Art Walk and to expand programming to include a silent art auction gala, a
holiday art fair and other events. Funding from the Oakland County Board of Commissioners will
allow for this additional programming to expand the offerings into the Fall and Winter, so that there
are events planned all year rather than having to limit them to the Spring and Summer. These
programs exist to provide the residents of the City of Pontiac with free activities pertaining to the
arts, and also to draw visitors from surrounding communities to these events.
Who will benefit from the project and how?
The programming organized by the Pontiac Arts Commission directly benefits Pontiac residents as
they are provided with cultural events free of charge. The Lawn Chair Concert Series was designed
to accommodate as many residents as possible by utilizing a different Pontiac neighborhood park
for each of the 7 concerts. Resources from the Oakland County Board of Commissioners will allow
for this programming to occur again in 2023, and possibly expand the series to include more
concerts to take place at a larger number of neighborhood parks. The events are free of charge
and give residents of the city and neighboring communities an opportunity to experience live music
by talented local musicians and to see artwork created by local artists. Additionally, these events
draw people from surrounding communities to the City of Pontiac. The Art Crawl is a visual arts
focused event that occurs in the downtown area and is comprised of local artists, food vendors and
musicians, offering a day of arts and entertainment for residents of Pontiac and the surrounding
communities with no admission charge. Adding additional events to expand programming to the
rest of the calendar year will allow the residents of Pontiac to have free access to arts related
events all year.

Will you be involved in this project; how so?
The City of Pontiac’s Department of Grants and Philanthropy will work with the Arts Commission.
The Department currently consists of Alexandra Borngesser, Director of Grants and Philanthropy,
Michael Martin, Grants Coordinator and Renee Hall Grants Compliance Officer. Additionally,
Michael Martin has been appointed to the Arts Commission and will work with them on
programming.
What is the proposed timeline for this project (start/completion)?
The funding will be used for the 2023 calendar year.

Chairperson, the Board of Commissioners recommends the following Board action:
Motion to approve the one-time appropriation of $100,000 from non-departmental transfers General
Fund Special Projects to the Board of Commissioners General Fund Special Projects line-item budget
to sponsor the City of Pontiac's 2023 Arts Commission Program; further, a budget amendment
appropriating funds for the costs associated with the implementation of the one-time payment will be
included in a subsequent quarterly forecast and that the Oakland County Board of Commissioners,
upon the review of Corporation Counsel, authorizes the Chairperson of the Board to execute the
required agreement on behalf of Oakland County.
