Sheriff’s Office - Grant Acceptance from the Michigan Department of State Police for the
FY2023 Secondary Road Patrol and Traffic Accident Prevention Program
Chairperson and Members of the Board:
WHEREAS the Oakland County Sheriff’s Office (OCSO) has been awarded $1,183,837 in grant
funding from the Michigan Department of State Police (MSP) - Office of Highway Safety Planning
(OHSP) from Public Act 416 to conduct secondary road patrol activities for the period October 1,
2022, through September 30, 2023; and
WHEREAS this is the 44th year that the OCSO has been awarded Secondary Road Patrol and Traffic
Accident Prevention Program Grant funding; and
WHEREAS the Fiscal Year (FY) grant allocation represents an increase of $216,720 from last year’s
funding; and
WHEREAS the grant provides continued funding for six (6) Special Revenue (SR) full-time eligible
(FTE) Deputy II positions (#4030630-02572, #03114, #14865, #15480, #15481 and #07501) and one
(1) SR FTE Sergeant position (#4030630-07790) located in the Patrol Services Division; and
WHEREAS the grant provides funding for the creation of one (1) SR FTE Deputy II position in the
Patrol Services Division (#4030630); and
WHEREAS the grant also provides funding for the following budget categories: Automotive (Motor
Pool and Motor Pool Fuel) $113,047, Equipment $63,000 including the purchase of two (2)
motorcycles and one (1) drone, and Operating Expense $6,000 to cover drone software and training;
and
WHEREAS no county match is required.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves
the Fiscal Year 2023 Secondary Road Patrol Grant award from the Michigan Department of State
Police - Office of Highway Safety Planning in the amount of $1,183,837 for the period October 1,
2022, through September 30, 2023.
BE IT FURTHER RESOLVED to continue six (6) SR FTE Deputy II positions (#4030630-02572,
#03114, #14865, #15480, #15481 and #07501) and one (1) SR FTE Sergeant position (#4030630-
07790) located in the Sheriff’s Office, Patrol Services Division.
BE IT FURTHER RESOLVED to create one (1) SR FTE Deputy II position in the Sheriff’s Office,
Patrol Services Division (#4030630).
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners is authorized to
execute the grant award and to approve any grant extensions or changes, within fifteen percent
(15%) of the original award, which are consistent with the original agreement as approved.
BE IT FURTHER RESOLVED that continuation of this program, including positions, is contingent
upon continued grant funding.
BE IT FURTHER RESOLVED the FY2023 budget is amended as detailed in the attached Schedule
A.

OVERVIEW:
The Oakland County Sheriff’s Office (OCSO) has been awarded $1,183,837 in grant funding from the Michigan

Dear Sheriff Bouchard:
I recently sent a letter describing a series of legislative bills affecting the Secondary Road Patrol
(SRP) and Traffic Accident Prevention Program fund. House Bill 5732 modifies the funding source
for the program from a surcharge on traffic civil infractions to a portion of the 4% liquor tax assessed
on the retail selling price of spirits. Each fiscal year (FY), $15,000,000 of the liquor tax proceeds will
be allocated to the Secondary Road Patrol and Training fund, less 1% for administrative costs, and
5.7% for Training to Locals.
Due to the immediate effect of this bill, an additional $13,995,000 is being allocated to the program
for FY23. Your county’s share of the increased funding is $659,379, for a total FY23 allocation of
$1,183,837. The amount is based on your county’s annual allocation percentage.
Attached is a Contract Adjustment Request form. Please complete the form, including the narrative
section detailing how the additional funds listed above will be spent on SRP activity. Any equipment
items to be purchased must be identified on the Contract Adjustment Request form in the narrative
section. Please return this form to MSP-SRP@michigan.gov by December 31, 2022.
You will receive a signed revised contract by email when the adjustments are approved. All previous
contract conditions and reporting requirements included in the original 2023 contract remain in effect
for the additional funds.
Since we will now have a stable funding source year to year, we encourage using the increased
funding to assign additional deputies for SRP activities.

Contract Adjustment Request
Instructions
1 Adjustment Request Requirement. Written approval must be obtained from OHSP prior to
making any changes in Secondary Road Patrol and Traffic Accident Prevention Program
contracts. Request for approval of such changes must be submitted on the Contract Adjustment
Request form SRP-403. OHSP action will be documented and sent to the county on the Contract
Adjustment Approval form SRP-404.
2 Form Completion. If it has been determined that a written request is required, complete the form
following these steps:
a.Complete items 1 through 6 to identify your county and the sheriff's mailing address.
b.Item 7 - Enter the contract number exactly as it appears on your contract.
c.Item 8 - Enter the date the request is prepared. This date will be referenced on the
Contract Adjustment Approval.
e.Item 9 - Provide a detailed explanation of the change requested and justification for
the change. Continue this narrative on numbered continuation pages as needed.
Any equipment requests must be listed in detail.
If a program modification is requested, describe project methods and procedures which will
change if the adjustment is approved.
If a budget revision is requested, complete the Expenditures to Date, Approved Budget,
Requested Revision, and Revised Budget Totals by budget category. Itemize what will be
deleted from and/or added to the approved budget. The revised budget total must equal the
approved budget total (unless increasing amount of county supplement). If the revised budget
exceeds the allocated amount, the excess will be considered the county share. Explain the
relevance of the budget revision to compliance with P.A. 416, as amended.
