CONTACT Barbara Hankey, Director Public Services hankeyb@oakgov.com ITEM REVIEW TRACKING Penny Luebs, Created/Initiated - 11/17/2022 David Woodward, Board of Commissioners Approved - 11/17/2022 Hilarie Chambers, Executive's Office Approved - 11/21/2022 Lisa Brown, Clerk/Register of Deeds Final Approval - 11/22/2022 AGENDA DEADLINE: 11/17/2022 6:00 PM COMMITTEE TRACKING 2022-11-01 Public Health & Safety - Recommend to Board 2022-11-17 Full Board - Adopted ATTACHMENTS None November 17, 2022 RESOLUTION #2022-2247 _ 22-389 Sponsored By: Penny Luebs Public Services - Children's Village - Resolution Supporting Available Additional Wage Increase for Qualified Position Classifications from the Michigan Department of Health and Human Services Chairperson and Members of the Board: WHEREAS Michigan's FY 2021-22 General Omnibus Budget, Public Act 87 of 2021, includes section 231 (8) which provides, for direct care workers (DCW) of licensed Child Care Institutions (CCI), an increase of $2.00 per hour wage for every hour worked during FY22; and WHEREAS Oakland County Children’s Village maintains a total of three CCI licenses, one each for detention, residential and shelter care, qualifying this increase; and WHEREAS a DCW, as defined in Licensing Rule 400.4101, is a person who provides direct care and supervision of children in an institution; and WHEREAS the following position classifications meet this requirement; Youth Specialist I, Youth Specialist II, Youth Specialist Supervisor and Children’s Village Program Supervisor; and WHEREAS the reimbursement program allows for a maximum of $2.00 per hour worked, it does not provide additional reimbursement for overtime or shift differentials; and WHEREAS only hours worked will be reimbursed, which does not include vacation, sick or time off from any other leave banks or for any other reasons; and WHEREAS this is a reimbursement program requiring payment to employees prior to applying to the State for reimbursement; and WHEREAS the county will be reimbursed for the $2.00 per hour worked and for the employer's share of FICA; and WHEREAS the estimated number of eligible DCW hours for FY22 has been calculated to be 243,100; and WHEREAS this equates to a total estimated reimbursement request from the State of $523,394 ($486,200 wage increase and $37,194 payroll tax expense); and WHEREAS the Children’s Village FY22 budget has favorable variance in the salaries line item to cover the up-front costs as well as associated variable fringe benefit costs. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners supports the Department of Public Services - Children's Village to seek an available additional wage increase, as defined in the Michigan's FY 2021-2022 General Omnibus Budget, for qualified position classifications for hours worked during Fiscal Year of 2022. BE IT FURTHER RESOLVED the Department of Management and Budget - Fiscal Services will apply for reimbursement to the Michigan Department of Health and Human Services for the wage increases and expenses associated with payroll taxes.
