INTRODUCTION AND BACKGROUND
The 4th Quarterly Report for FY 2022 identifies the job studies conducted and the salary grade
changes recommended by the Human Resources Department, under Merit Rule 2, through the
month of September 2022. This report implements the following changes:
Creates four (4) new classifications, impacting twelve (12) FTE positions
o District Court Judicial Law Clerk
o District Court Judicial Law Clerk-Senior
o Sheriff Public Information Officer
o Organizational Development Project Coordinator
Changes the salary grade of one (1) FTE classifications, impacting two (2) FTE positions
o Deputy District Court Administrator
Changes the title of one (1) classification, with no change in factors or salary grade,
impacting one (1) FTE position
o Natural Resources & Environmental Sustainability Outreach Coordinator
Creates one (1) new classification impacting one (1) PTNE position
o Sustainability Specialist
Retitles and changes the salary grade of three (3) classifications, impacting nineteen (19)
FTE positions
o Indigent Defense Appointment Coordinator
o Friend of the Court Case Specialist
o Friend of the Court Case Specialist Supervisor

Human Resources - Resolution Implementing the Salary Administration Plan 4th Quarterly
Report for FY2022
Chairperson and Members of the Board:
WHEREAS Merit Rule 2 provides a process for departments and employees to request a review of
the salary grade placement of classifications; and
WHEREAS the 4th Quarterly Report for FY 2022 identifies the job studies conducted and the salary
grade changes recommended by the Human Resources Department through the month of
September 2022; and
WHEREAS the General Fund/General Purpose impact for FY 2023 is $105,383 and FY 2024-2025 is
$124,544; and
WHEREAS the Proprietary Fund impact for FY 2023 is $4,529 and FY 2024-2025 is $5,353; and
WHEREAS the Special Revenue Fund impact for FY 2023 is $71,205 and FY 2024-2025 is $84,161.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes
implementation of the Salary Administration Plan 4th Quarterly Report for FY 2023, effective
November 19, 2022.
BE IT FURTHER RESOLVED to create new classifications according to the attached Schedule B.
BE IT FURTHER RESOLVED to change the salary grade of classification according to the attached
Schedule C.
BE IT FURTHER RESOLVED to reclassify positions according to the attached Schedule D.
BE IT FURTHER RESOLVED that the FY 2023-2025 Budgets are amended as detailed in the
attached Schedule A.

GENERAL SUMMARY
Performs various duties relative to the conducting of District Court proceedings and ensuring that all
necessary legal documents relative to the proceedings are in order. Opens and closes courtroom
proceedings, maintains order and decorum in the courtroom and escorts, guards, and swears in jury
members. Provides information and assistance to the judge, court personnel, attorneys and the general
public. Reviews legal documents to verify accuracy and/or conformance with court rulings. Enters into a
computer or other records, the daily accounts of court proceedings, following established recording
practices. Performs legal research as requested by the judge and various clerical functions as required.
Utilizes current Countywide and/or department specific software to complete assignments.

ESSENTIAL JOB FUNCTIONS
Ensures the courtroom operates efficiently by checking in all interested parties before court proceedings
start.
Declares the official opening and closing of court sessions and calls cases in court by stating the name
and number of the case. Assists the judge by administering oaths to jury members and witnesses, sets
up evidence displays and retrieves legal files and documents.
Maintains order and decorum in the courtroom among family members, spectators, media
representatives and respondents by providing assistance in proper courtroom procedures and assists in
the removal of disruptive persons.
Provides instructions to jurors regarding court proceedings, provides support during deliberation and as
needed escorts them to and from the courtroom.
Performs special liaison assignments for the judge upon request, including the notification of attorneys,

GENERAL SUMMARY
Is responsible for the development and management of Oakland County Parks and Recreation’s natural
resources and environmental sustainability related education and outreach efforts and the support of related
employees, consultants, and community partners. Plans and develops educational materials, programming,
and events throughout the County Parks and Oakland County on topics related to natural areas management,
invasive species, forestry, wildlife management, freshwater management, and environmental sustainability.
Assists with community-wide efforts supported by Oakland County in these focus areas and provides
resources, coordinates partner communication and assists partners in development of strategic goals and
visions as necessary. Utilizes current Countywide and/or department specific software to complete
assignments.
SUPERVISION EXERCISED
Functions as a supervisor over full-time and part-time employees. Instructs, assigns, schedules work of full-
time, part-time and volunteer employees. Effectively recommends on hiring, discipline, discharge, and
award of pay increases and/or promotions.
ESSENTIAL JOB FUNCTIONS
Coordinates assigned regional collaborations with municipalities, non-profits and educational organizations
including organizing, leading and presenting at meetings, providing technical assistance, developing and
distributing materials, and serving as a point of contact for questions or feedback.
Assists in the cultivation and maintenance of partnerships with governmental agencies, non-governmental
