INTRODUCTION AND BACKGROUND
Oakland County Information Technology maintains the current Courts Case Management System
(Courts CMS) that is primarily used by the Circuit Court and the County Clerk’s Office employees
and partners. The current technology infrastructure that hosts the system is aging and requires
strategic investment. It will be replaced with a modern system that meets the needs of the users
and provides a more flexible foundation that can be more efficiently adapted as criminal justice
reforms are implemented at the State and Federal levels.
The Circuit Court and County Clerk’s Office, in partnership with IT have initiated an RFP to replace
the system to obtain a singular, fully functioning Courts CMS which will utilize modern technology to
accommodate Court and Clerk business practices.
Given the breadth and importance of the system, it is crucial that the vendors are carefully vetted
by both IT & the Circuit Court and County Clerk’s Office. The funding requested would fund the IT
costs for the evaluation, selection, contract negotiation, and planning process for the Courts CMS
system.
Further requests for funding the software purchase, and additional labor will be brought before the
Board.

Chairperson, the Board of Commissioners recommends the following Board action:
Motion to approve the transfer of the amount of $250,000 from the General Fund Non-Departmental
Transfers (9090101) Technology Projects-One Time (760180) to the Information Technology Fund
(#63600) for the Courts Case Management System RFP Project, further, that the Oakland County
Board of Commissioners approves the budget amendment as detailed in the attached Schedule A
document.
Chairperson, the following Commissioners recommend the adoption of the foregoing Board action:
