INTRODUCTION AND BACKGROUND
The Michigan Department of Natural Resources recently released its plan for a grant program to
distribute ARPA funding that the DNR received from the state of Michigan for parks and recreation
projects. Due to the nature of the funding, and the fact that the DNR is anticipating 3 rounds of
grants, the turn-around time for this application was very short.
Parks and Recreation is applying for funding to support our Healthy Communities Parks and
Outdoor Recreation Investment Plan, specifically for park improvement enhancements at Catalpa
Oaks County Park in Southfield. This grant will support the removal of an under-utilized baseball
diamond and replacing it with amenities that the community is asking for, including a basketball
court, pickleball court, and new shade/seating area. The goal of the park improvements is to create
additional opportunities and spaces for people to get outside, be active, and socialize.
Grant applications to the SPARK Grant Program require a certified resolution from the highest
governing body supporting the grant application.

SPARK Grant Program for the Catalpa Oaks Health and Wellness Park Improvements Project
Chairperson and Members of the Board:
WHEREAS Oakland County Parks and Recreation is applying to the Michigan Department of Natural
Resources SPARK Grant Program for $450,000 for the Catalpa Oaks Health and Wellness Park
Improvements Project; and
WHEREAS this project will support the Parks and Recreation Commission’s Healthy Communities
Parks and Outdoor Recreation Investment Plan for providing new, increased and improved parks and
recreation services in communities disproportionately impacted by the COVID-19 pandemic.
NOW THEREFORE IT BE RESOLVED that the Oakland County Board of Commissioners approves
the Parks and Recreation Commission’s application to the Michigan Department of Natural
Resources SPARK Grants Program for $450,000 for the Catalpa Oaks Health and Wellness Park
Improvements Project.

Catalpa Oaks currently has soccer fields, baseball diamonds, a pavilion, playground, restrooms, and a perimeter loop
aggregate trail.
What do you want to do?*
Catalpa Oaks County Park is utilized mostly as a soccer complex. It also has two under-utilized baseball diamonds, a
playground, a pavilion, restroom building and a perimeter loop trail that is heavily used. While soccer has remained
steady, we have seen a decrease in baseball use at Catalpa Oaks, while simultaneously seeing an increased demand for
pickleball, soccer, and areas for socializing. Our SPARK proposal is to remove one of the baseball diamonds and replace
it with a basketball court, pickleball court, and a new plaza area in between with covered seating/gathering space.
1a. How was the community negatively impacted by COVID? How does this project address that? (Maximum of 10

Parks are core infrastructure that support the quality of life, economic prosperity, environment, and physical and mental
health of our residents. Unfortunately, gpas exist in access to these benefits and the gaps disproportionately impact
marginalized or underserved groups, including communities of color, people with physical or cognitive disabilities, low-
income people, immigrants, and people in LGBTQ+ communities. These disparities are often greatest in urban and
densely populated areas where local governments struggle to meet the recreational needs of the community due to
chronic underfunding and aging infrastructure. In OC, the location and distribution of parks in proximity to where people life,
access to affordable and accessible transportation, perceptions of safety, facility conditions are often major factors that
create barriers for our residents seeking to access and enjoy recreational opportunities.
Catalpa Oaks serves the cities of Southfield, Oak Park, and Royal oak Township (15 minute drive time). These
communities qualified census tracts respectively have populations that are 78% (average), 58% (1QCT) and 95% (entire
community) black.
The proposed park improvements will increase opportunities for outdoor recreation and improve the quality of facilities to
benefit the health and wellness of people living in an area that has been disproportionately impacted by COVID.
1b. How will this project contribute to strong healthy communities that promote health and safety? (Maximum of 8

The vision for Catalpa Oaks in the Healthy Communities proposal is to increase opportunities for active outdoor recreation
including pickleball and basketball courts and flexible open space for exercise. An accessible plaza with shaded gathering
and seating areas will welcome visitors to the park and provide opportunities to socialize and relax. The goal of the
redevelopment plan is to create opportunities for outdoor physical activity for all ages and abilities.
We know that a park’s design can have a direct impact on the public’s perception of safety and their ultimate willingness to
use the park. For the final design/layout of the improvements, we will be utilizing CPTED (Crime Prevention Through
Environmental Design) principles. Our goal is, as always, to design park improvements in a way that increases safety (both
in perception and in practice) for all park users.

1c. What kind of stakeholder and community input did you have? (Maximum of 4 Points)*
Over the summer and fall of 2022 OCPR has done significant public engagement across the park system both for our 5-
year Parks and Recreation Master Plan (currently out for public comment/review) and for our Healthy Communities Parks
and Outdoor Recreation Plan that we submitted to the OC Board of Commissioners for some potential ARPA funding.
While the community needs assessment was for the entire county, the Healthy Communities public engagement focused
specifically on some key parks we're looking to improve, including Catalpa Oaks. A survey for Catalpa Oaks received 154
responses. We also held 2 focus groups at the park. Pubic feedback indicated significant support for places to relax,
gather/socialize, and exercise and be active. Comments on the survey included requests for icreased landscaping and
natural areas, basketball and pickleball courts, and additional shade structures and seating areas.
The county-wide recreation needs assessment survey (performed by ETC institute) indicated that nearly 20,000
households have a need for basketball courts, more than 40,000 households have a need for pickleball courts, and more
than 60,000 households would like more seating/picnic/shelters and natural areas.

Catalpa Oaks is heavily utilized by the South Oakland County Soccer organization, bringing thousands of kids from all
around metro-Detroit to the park on a regular basis. OCPR also hosts several events at Catalpa Oaks including our Come
Out and Play series which is a free public event including inflatables, mobile climbing tower, etc. The Marshmallow Drop is
the largest community event held by Oakland County Parks and Recreation which brings thousands of people to the park
on Good Friday. Currently a local high school cross country team utilizes the perimeter trail for practice as well as meets.
3. Financial and Social Considerations
Household income, park density, and health are all important attributes of a strong, healthy community and the basis for the
social and financial scoring section. DNR will score this section based on statewide available data and the geographical

OCPR is in the process of updating our 5-year Parks and Recreation Master Plan, which includes the full Healthy
Communities Parks and Outdoor Recreation plan (which includes investment at Catalpa Oaks). This plan and these
improvements have been discussed at length by the Parks and Recreation Commission, the County Executive, and the
Board of Commissioners, all of whom support the plan. The draft 5-year Recreation Master Plan indicates the plan to
remove one of the baseball diamonds and replace with basketball and pickleball. The Rec Plan also indicates a need for
additional shade structures and seating.
