INTRODUCTION AND BACKGROUND
The Transportation Improvement Association (TIA) manages the Oakland County traffic
enforcement grants provided by the Michigan Office of Highway Safety Planning (OHSP). The
grants include traffic enforcement overtime patrols for local and county agencies, with an emphasis
on Operating While Impaired (OWI), excessive speed, and safety belt usage. These grants center
around major holidays and summer driving.
This is a request to accept 2023 grant funding in the amount of $47,169 to be used in Pontiac and
Rochester Hills.

Sheriff’s Office - Grant Acceptance from the Transportation Improvement Association for the
FY 2023 Traffic Safety Enforcement Program
Chairperson and Members of the Board:
WHEREAS the Sheriff’s Office will receive grant funding in the amount of $47,169 from the
Transportation Improvement Association as part of its grant agreement with the Michigan Office of
Highway Safety Planning (OHSP) for the grant period of October 1, 2022 through September 30,
2023; and
WHEREAS the grant funding will be used for traffic enforcement overtime patrol related to distracted
driving, operating while impaired (OWI), safety belt usage and speed; and
WHEREAS no county match is required.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves
reimbursement grant funding in the amount of $47,169 from the Transportation Improvement
Association as part of its FY 2023 Traffic Safety Enforcement Grant award from the Michigan Office
of Highway Safety Planning (OHSP) for the period of October 1, 2022 through September 30, 2023.
BE IT FURTHER RESOLVED that acceptance of this grant funding does not obligate the County to
any future commitment, and continuation of this program is contingent upon future levels of grant
funding.
BE IT FURTHER RESOLVED that the FY2023 budget is amended as detailed in the attached
Schedule A.

Subject: Traffic Enforcement Grant FY2023
Hello,
I am pleased to inform you of the OHSP approved amount of overtime for the Oakland County Traffic
Enforcement Grant for 2023. The new grant year started October 1, 2022. There are five required
and two elective enforcement waves. A strategic plan is required for your enforcement waves, and
must be available if requested by the OHSP. In addition, speed enforcement, seat belt and OWI
enforcement overlap during July, you will need to keep the activity separate when submitting each
to me. There are overlapping enforcement periods during December and January, activity and
reimbursement must also be kept separate. We will be organizing an Operation Ghost Rider initiative
in April during Distracted Driving month, if you would like to utilize funds for that. I’ll be sending
additional information in the future.
OHSP will be conducting random audits of dailies, activity and expense reimbursement forms during
FY2023, your agency may or may not be chosen for the audit. Your agency has been granted one
sum of money to be used as you deem necessary during each of the seven enforcement periods.
This should be based on your traffic enforcement needs in your community. It is very important to
utilize all of your allotted funds; when money is returned, it could affect your future award amount.
Your amount allocated is: $47,169.00 to be used in Pontiac and Rochester Hills.
Overtime enforcement can be conducted only during the timeframes listed below.
Mandatory enforcement periods will include:
December 1, 2022 – February 28, 2023 (speed enforcement)
December 16, 2022 – January 1, 2023 (impaired driving enforcement)
May 15-June 4, 2023 (seat belt enforcement)
July 1-30, 2023 (impaired driving, seat belt, and speed enforcement)
August 10-September 4, 2023 (impaired driving enforcement)
Elective enforcement periods will include:
November 21-27, 2022 (impaired driving enforcement)
April 1-30, 2023 (distracted driving enforcement)
