Sheriff’s Office - Donation Acceptance from the Michigan Department of State of Two Harley-
Davidson Motorcycles
Chairperson and Members of the Board:
WHEREAS the Sheriff’s Office has received a donation/transfer of two Harley Davidson Street 500
motorcycles from the Michigan Department of State (MDOS) that was originally purchased with
federal funds; and
WHEREAS the motorcycles have an estimated value of $4,330 each for a total of $8,660; and
WHEREAS the Sheriff’s Office will use the motorcycles for training and will maintain them until they
are no longer in working condition.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes
the acceptance of the donation/transfer of two (2) Harley Davidson Street 500 motorcycles from the
Michigan Department of State.
BE IT FURTHER RESOLVED the Sheriff’s Office will maintain the motorcycles until they are no
longer in working condition and will contact the Michigan Department of State prior to disposal and
ensure all federal disposal requirements are followed.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners authorizes a
representative from the Sheriff’s Office to execute the memorandum of understanding from the
Michigan Department of State for the transfer of the Harley-Davidson motorcycles.
BE IT FURTHER RESOLVED a budget amendment is not required.

SUBJECT: MEMORANDUM OF UNDERSTANDING - Updated
The purpose of this Memorandum of Understanding (MOU) is to set forth the agreement between the Michigan
Department of State (MDOS) and the Oakland Co Sheriff Office for the transfer of the Harley-Davidson Street 500
motorcycle(s).
The two main goals of this MOU are to:
1) Facilitate transfer of Harley-Davidson Street 500 motorcycles - 1HD4NAA13HC512490,
1HD4NAA18HC512470
2) Highlight requirements for disposal of federally purchased motorcycles
The Michigan Department of State, agrees to:
• Provide technical assistance and coordination between Oakland Co Sheriff Office and training sponsor in
possession of the motorcycles.
• Through the training sponsor, the title will be produced for signature transfer.
• Through the training sponsor, a photograph of the signed title will be kept on file.
• Provide information regarding the required disposal process (including the 2 CFR 200) for the motorcycles
since they were purchased with federal grant funds.
• May request possession of the motorcycle(s) back in extenuating circumstances.
The Oakland Co Sheriff Office agrees to:
• Pick up assigned Harley-Davidson Street 500 motorcycle(s) at the appropriate training sponsor location:
Lenawee ISD 1372 N MAIN ST ADRIAN MI 49221 LENAWEE COUNTY
• Sign the title on site during pick up so the MDOS can obtain copy via photograph.
• Maintain motorcycle(s) until no longer in working condition. Once the agency determines the
motorcycle(s) need to be disposed, the MDOS must be contacted prior to disposal.
• All federal requirements, including the 2 CFR 200, must be followed for any disposal of the motorcycle(s).
• eCFR :: 2 CFR Part 200 -- Uniform Administrative Requirements, Cost Principles, and Audit
