INTRODUCTION AND BACKGROUND
This is a request to accept the first grant payment in the amount of $381,488 to purchase 2 virtual
reality training simulators, and 1 driving simulator with a trailer for the Community Policing and
Education events. The Sheriff's Office anticipates receiving additional funding from the Community
Foundation for Southeast Michigan to carry out the project.

Sheriff’s Office - Grant Acceptance from the Community Foundation for Southeast Michigan
for the Community Policing Innovations Initiative
Chairperson and Members of the Board:
WHEREAS the Oakland County Board of Commissioners applied for the Community Policing
Innovations Initiative Grant from the Community Foundation for Southeast Michigan in the amount of
$698,966.72 (MR #22089); and
WHEREAS the purpose of the grant is to expand the existing Community Policing and Education
Services funded by the U.S. Department of Justice, Office of Community Oriented Policing Services
(COPS) by offering Community Policing and Education Events (CPEE) throughout Oakland County;
and
WHEREAS the CPEE will allow community members the opportunity to meet and discuss concerns,
best practices, and the role of law enforcement in a community setting. The focus of the events will be
on cultural awareness, application of the law in diverse communities, and looking for ways to build
public trust through transparency and action. The program will encourage open communication and
allow the opportunity for reform measures to be discovered; and
WHEREAS the Community Foundation for Southeast Michigan has awarded the Sheriff’s Office
$381,488 to purchase two (2) virtual reality training simulators, and one (1) driving simulator with a
trailer for the CPEE events; and
WHEREAS the Sheriff's Office anticipates receiving additional funding from the Community
Foundation for Southeast Michigan to carry out the project.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accepts
grant funding in the amount of $381,488 from the Community Foundation for Southeast Michigan.
BE IT FURTHER RESOLVED that acceptance of this grant does not obligate the County to any
future commitment and continuation of this program is contingent upon continued future levels of
grant funding.
BE IT FURTHER RESOLVED the FY2023 budget is amended as detailed in the attached Schedule
A.

I. Acceptance of Grant
The grant to your organization from the Community Foundation for Southeast Michigan is for the explicit
purposes described in the Grant Resolution and is subject to your acceptance of the terms described therein.
To accept the grant and receive the funds, return a signed copy of this "Terms of Grant Agreement" to the
Community Foundation for Southeast Michigan. Please refer to the grant number and title in all
communication concerning the grant.

III. Publicity

IV. Special Provisions
In accepting this grant, the grantee agrees to the following conditions:
1. To use the funds granted solely for the purpose stated.
2. Grant payment to be made pending confirmation of final cost estimate.
3. Grant payment conditional upon signing Second Amendment to Contract Number: 009898 (formerly
Contract No. 006198); Contract Between County of Oakland and Community Foundation for
Southeast Michigan.
4. Final report due in one year to show how police training simulator has been used in conjunction with
other technical assistance activities currently provided by the Community Policing Innovations
Initiative.
5. To repay any portion of the amounts granted which is not used for the purpose of the grant.
6. To return any unexpended funds if the grantee loses its exemption from Federal income taxation as
provided under Section 501(c)(3) of the Internal Revenue Code of 1986, as amended (the “Code”),
or (b) as a governmental entity or political subdivision within Section 170 (c) of the Code.
7. To maintain books and records adequate to verify actions related to this grant should this prove
necessary.
8. Pre-approval is needed for any modifications in the approved project budget.

Project: County of Oakland – Sheriff’s Office – Community Policing Innovations Grant –
Equipment Requirements
On a national level, use of force and other incidents have called into question the legitimacy of
law enforcement. These types of incidents highlighted in the media have caused a strong
perception of distrust between law enforcement and the public. Mutual trust is essential to
maintain public safety, but without open and honest discussions between law enforcement and
the communities they serve the tension will only grow stronger.
Background:
The Sheriff’s Office provides contracted law enforcement services to 12 communities within
Oakland County and sees a benefit to expanding the Community Policing and Education Series
(CPES) to the citizens within those communities with the addition of Community Policing and
Educational Events (CPEE).
The Oakland County Sheriff’s Office (OCSO) requested funding from the Department of Justice,
COPS for Community Policing Development (CDP) Microgrant to create a community policing
and public education series. The community policing and public education program is an
educational series that focuses on community policing and education, over a ten-week period,
offered to community leaders and citizens. The classes cover a wide variety of topics including
realistic de-escalation, implicit bias, response to resistance, mental health resource opportunities,
reform initiatives, in addition to others. The program is intended to break down the walls of
isolation and defensiveness by encouraging law enforcement and citizens to have tough
discussions, about tough topics, in a manner that allows for safe and orderly transmission of
information and ideas. This approach also breaks the barriers of ideology and focuses on
difference in thought and action. This cooperative effort between the Sheriff’s Office and the
citizens of Oakland County is aimed at enhancing awareness , dispelling myths and setting the
foundation for a mutual understanding of policing.
Project Proposal:
OCSO proposes to take the key learnings from their inaugural Community Policing Education
Series (CPES) to create Community Policing Education Events (CPEE or Events) at varying
locations throughout Oakland County. OCSO would collaborate with municipal leaders in
several communities to host these events and ensure that the needs of each community are being
met.
These events, likely held once a month, would allow community members the opportunity to
meet and discuss concerns, best practices, and the role of law enforcement in a community
setting based on the established frameworks of discussion from the CPES. The focus in any
event would likely be on cultural awareness, application of the law in diverse communities, and
looking for ways to build public trust through transparency and action. The program would
encourage open communication and allows for the opportunity for mutually beneficial reform
measures to be discovered.
Proposed Event Details:
Meet and greet with OCSO Command Staff to include a Townhall style Q & A. Each
Townhall would likely have a topic or theme chosen at the discretion of the OCSO in
collaboration with municipal leaders.
VirTra Simulation – OSCO hopes to offer community participants the opportunity to
experience law enforcement engagement scenarios in a variety of settings and will
correlate to the proposed Townhall topics and themes. These computer-based simulations
will be selected by OCSO subject matter experts in collaboration with local governmental
leadership; They will allow community members to become immersed in the law
enforcement experience with a focus on human performance and limitations.
Driving Simulation – will offer community the opportunity to experience emergency
vehicle operation and response.
Additionally, we are always striving to grow the OCSO and recruit a diverse body of
officers that are representative of the communities we serve. Thereby we propose that the
event would also have on-site recruiting to facilitate and encourage a career in public
safety.

Based on the recommendations of OCSO subject matter experts, and TTA input, the following
equipment is being requested using the already approved grant funding source (estimates and
descriptions included):
